In general, private leadership or management school tend to have more autonomy, great resource, services,
quality, and environment than public school. Principals in private management schools reported greater school
autonomy in curricula and assessments than principals in public schools reported. Moreover, they stated that
private leadership will have better education resource and more challenging than public school (OECD, 2012).

In the area leadership performance, the parents are confidence with the private school and they believed that
their children were build true knowledge and skill from those primary private school. The private school has its
own master plan for the whole year and reliable than the public once. As we know that the private schools they
have their own budget in order to process from one year to another year. They are very strong and build their
potential better and better. In contrast, the public school depend on the guideline of the government or the
ministry. If the ministry doesn’t have enough budget so they need to delay the mission. This public school
cannot develop themselves to be the better.

2. Curriculum
Both private and public school always follow the core curriculum and the students also get different outcome.
Private primary school tend to have a strong and differentiation curriculum (Dronkers, Robert, 2003).   The
parents always believed that private primary school will conduct effective curriculum for serve in the
organization. The private primary schools have conducted more activities for students enjoy in their learning.
Furth more, the primary private school conduct and extra- curriculum in order to fulfill and develop student’s
capacity and opportunity.

3. Teacher’s salary
The salary in public school is the problem that the standard of living of teachers have problems. Some of the
teachers have second or third job because of their living condition (The Cambodia Daily, 2014). According to
this reason, there are many teachers decided teach at private school because they get more paid. When they
get more paid, they always well prepared with their teaching and follow the private school instruction. In fact, if
the teaches who teach at private school are outstanding teachers, they will have other incentives or bonus for
monthly and yearly. It is the kind of motivation that why good teachers move to private school and passive
teacher at public school.

4. Student outcome
Private school have a greater quality and accessibility than public school. Parents always concern on their
student learning and they have a concept that private school always better than public school. They believed
that if their student study at private school, their children will be discipline, moral, more independent, and
effective learner(Bernal,2005). This study was shown that most of parents prefer private school because they
feel trust with the services and other facilitates. Moreover, private school provide more choice for the learners
and follow what the learner want. Choosing a school for children is very important because it will affect to the
student when they enter higher education. Student’s developments as primary school on children’s attitudes
and behavior, cognitions, motivations, performance, and competence are concerned by most parents (Sylva,
1994). One more thing, the quality of private is only one factor but make sure their children enjoy with learning
activities and climate. However, this research was shown that private primary is play an important role to
improve the quality of education and others factors. The primary private school build trust to the parents and
they will send their children to private primary school.

The objective of this article on the effectiveness of private primary school that direct effect to development of
children. The effectiveness of this research focus on the good leadership performance in private primary
school. They set the clear guideline for the school and they try to fulfill the vision and mission. Furthermore, it
is refers to the potential curriculum that can bring the students success in their study and enjoy it. Teacher’s
salary is another factor. The teachers who teach at private primary school will get more paid much better than
public. The student outcome is the big concern for the parents because they really care for their children’s
development. So all these factors that that lead the private primary school impact on the educational system in
public school. Most of the parents choose private primary school for their children.
