BARANGAY ANALYSIS OF BARANGAY SAN JOSE, TALISAY,


CAMARINES NORTE

I. Introduction

Barangay San Jose is one of the 15 barangays of Talisay, Camarines Norte. It is known
as a producer of rice, watermelons, pumpkins, and various types of vegetables and fruits
throughout the municipality, and even in neighbouring barangays and towns. Agricultural
activities are the major source of living in the barangay, and fishing is the second thriving
industry or the main source of income of the people living in barangay San Jose.

II. Discussion

-Poverty and Inequality

Out of 787 families living in barangay San Jose, there are 152 families receiving
assistance from the 4ps program or the Pantawid Pamilyang Pilipino Program, Implemented
by the Department of Social Welfare and Development (DSWD), is the national poverty
reduction strategy of the government. They receive financial assistance from the government
every 2nd month. It meets the needs of households whose economic condition is equal to or
below the provincial poverty threshold to help children aged 0-18 with their needs and to
complete their studies.

-Agricultural and Industrialization

Farming and fishing are the main source of living of the people of Barangay San Jose.
A large percentage of the barangay is surrounded by fields that have crops such as rice,
squash, watermelons, and various fruits and vegetables. In fact, there are 135 farmers and 188
fishermen living in the barangay .

-Population

The total population of Barangay San Jose as of February 2023 are indicated below.

-Education

In terms of Education, the barangay has a daycare centre, kindergarten and elementary
school. The barangay doesn't have junior and senior high school but there is a nearby national
high school in the other barangay where secondary high school students can only walk.
There is also no college institution in the barangay, tertiary level students study in
neighbouring barangays and neighbouring towns that offer college such as Labo and Daet,
Camarines Norte.

-Health and Nutrition

The barangay has a barangay health center that treats less severe cases, but they don't
have a barangay pharmacy. Like the daily groceries, they also have to go to the center of
Talisay in case they need medicines or they need specialist doctors because there is only a
nurse on call in the barangay. Only a few over the counter medicines are available offered by
the barangay.
-Savings and Credits

As for savings and credit, there are a lot of private banks that the people of Barangay
San Jose can rely on financially such as, Card Bank Inc, ARDCI Microfinance Inc, and
BADEVCO etc. that doesn't help or support poor families to come out of debt and build their
assets and plan for the future, but instead, it makes the poor poorer and suffer even more as
what the captain said.

-Trade and Development

As of trade and development, the barangay does not have many large establishments.
There are no grocery stores, if people need to shop, they still have to travel to the center of
Talisay. All they have are small sari-sari stores and small food establishments, a small bakery,
jewelry shop, and a few money transfers. In terms of transportation, transportation is one of
the barangay's problems. There are only few cars, you have to wait a few minutes to get on.
That's why drivers make an opportunity to increase the fare which is one of the headaches of
the captain, those drivers who do not follow the correct charging of public transport fares.

-Peace Studies and Conflict Resolution

All the essential needs of the people living in the barangay are met with the help of
their daily pursuits such as farming and fishing. In terms of lack of work, there are small
livelihood programs implemented by the barangay. There were also a few cases of small
trouble but everything was fixed with the help of the good management of the barangay.

III. Recommendation

Upon analysing and researching about the barangay I found out three main problems
barangay that need to be addressed. First, their lack of transportation that caused a big
problem for the people living in the barangay, but I know that all the programs I can think of
related to transportation will be costly and I can't do something about it as of now. Second,
their lack of a pharmacy, which is if there is a barangay pharmacy, it will be less hassle for
people to travel to far places to avail the medicines they need. Lastly, the barangay does not
have a program in terms of savings and credit that would hopefully help everyone learn how
to save and manage their money to reduce the occurrence of problems in terms of financial.

IV. Conclusion

Of the three problems I saw in the barangay, the lack of a program in terms of savings
and credit was the one I chose to address first because we all know that money is the root and
end of all fights in a household every day. I am thinking of a program that will help every
youth to teach them how to save and the proper handling of their money. My target is the
youths so that they can learn the proper handling of their money at an early age. We all know
that money problems cannot be solved, but money problems can be reduced if we learn how
to save so that we can draw money on the day of need.
