Subject: Intimation of demise of Smt. Kiran Bala Sud allottee of Plot No 138 at growth center, Pathankot
(“Plot”) and request for confirmation on completion of amenities.

Dear Sir,

As legal heirs of Smt. Kiran Bala Sud, we would like to inform you that Smt. Kiran Bala Sud passed away
on 25 July 2021. The said Plot forms part of her estate and we would like to initiate the formalities for
changing the title records with your office. In this regard, we request you to please let us know the
documents and formalities required by you to make this change. She has bequeathed her property to
me (i.e. her husband) under a registered will.

Also, I note that Smt. Kiran Bala Sud has made several communications with your office to get an update
on the status of the completion of amenities, pending which it is impossible to initiate construction of
any sort on the Plot. Without any amenities the Plot shall remain in an inhabitable condition and
therefore, PSIEC cannot impose any extension fees or any other form of penal charges.

I am willing to initiate construction on the said Plot provided PSIEC confirms to me that the amenities
that are required to be completed by PSIEC have been completed and that subject to this confirmation
the construction on the said Plot would be initiated by me.

I draw your attention to the invitation for application for allotment of freehold residential plots that was
issued by PSIEC in relation to the said Plot. In this invitation advertisement it was clearly mentioned that
various amenities such as Metalled Roads, Uninterrupted Water Supply, Street Lighting, Sewerage
System, Strom Water Drainage, Road Side Arboriculture, Provision for Commercial Facilities in the
Complex, etc (“Amenities”) would be provided. I am attaching a copy of invitation brochure for your
reference. It is very sad state of affairs that even after so many years and after such rigorous follow-ups
none of the promised Amenities have been provided due to which the said Plot remain inhabitable. I am
a senior citizen and having access to the Amenities is very essential for me and without these Amenities
the said Plot remains inhabitable.
I reserve our right to claim damages from PSIEC for non completion of the development work for the
said Plot due to which the construction work on the said Plot remains outstanding.
