 Improving the health sector in general and the services, in particular, is the ultimate
purpose of adopting and implementing smart healthcare. To realize this the
administration should further promote digitalization of the health sector since the
recent phenomena of the sector show that even developing countries are able to access
cutting-edge health facilities remotely including telemedicine, remote patient monitoring,
artificial intelligence, and augmented or virtual reality. This strategy helps public and
private health sector stakeholders to collaborate and enhance the accessibility of
technologies while the people will benefit from affordable health services.
 Infrastructure encompasses the constructed environment and supporting elements:
equipment, access, information technology (IT), systems and processes, sustainability
initiatives, and employees. Ultimately, these interwoven elements should enable patients
to travel seamlessly, with their privacy and dignity respected at all times. However, the
government alone could fulfill the entire infrastructure given the gap the sector in the
administration is facing, therefore, the administration should design pluralistic health
desire where the entire health service is not dependent on the government alone but the
private sector, civil society organizations, and community.
 The other pivot aspect apart from digitalization and infrastructure is health governance,
for digitalization and infrastructure realization government efforts in good governance are
vital. Therefore, the administration should improve health sector accountability,
transparency, responsiveness, efficiency, and effectiveness. This will foster access and
quality of health service, realize preventive health policies and strategies, and effective
awareness creation schemes.
Tourism and Culture
Ethiopian ten years strategic plan implied the relative importance of all economic sectors
including tourism, therefore, digitalizing the sector, fulfilling infrastructure, and
adherence to culture and heritage is what the administration should emphasize.
Accordingly, the administration should work with private sectors engaged in the
hospitality and tour businesses to introduce virtual tourist sites installed in different
locations mainly hotels. In addition, infrastructure-associated problems should also be
alleviated through private-public partnerships since the benefit acquired from tourism
 development will reap relatively sooner through active private sector active
participation.
Good governance helps to lower the volatility and transaction costs of tourism services
on the supplier side. Hence, the administration should strengthen tourism governance to
enhance tourists’ personal experience and extend their stay. The administration should
also establish an intelligent tourism management system where tourists could book
online, buy coupons online, identify traffic congestion and alternate routes for the
destination, smart vehicle scheduling, tourist flow forecast, and access to queuing time
forecast.

Construction

 The creation of smart buildings not only enriches the smart city concept but also
encourages optimism in urban development and the national economy, boosting the
quality of life of the entire population. Moreover, the construction sector is the primary
source of employment, and enabling sector with high spillover effects. Therefore, the
administration should emphasize enforcing laws to enhance the building’s construction
technology (escalator, camera, solid waste disposal, security), user-friendliness,
environmental friendliness, adequate parking lots, and detachment with sidewalks.
 In addition, there is also the need for government intervention in expanding the
accessibility of connecting roads beside the main road, smart sewerage system, public
toilet, quality assurance, and improvement to maximize the useability and longevity of
buildings, and inclusive buildings.

Municipality

o Municipalities play a decisive role in the realization of residents’ friendly smart city
projects. Accordingly, the municipality should harness all of its efforts toward a smart
living style through waste management (recycling), waste compost management,
emission and noise control, sewage and drainage coverage, emergency preparedness, and
administration (i.e. fire, flood, wind).
