Council of the European Union  The representation of the ministers. There is always a
president holding a chair. This job position of president is changing every 6 months. They get
to lead the meetings. They have more power when it comes to generate debate topics,
however they don’t have power to make the last decision (lideran el tema de debate hacia sus
conveniencias). Right now, it’s Sweden holding the chair, next is Spain. Even though there is
permanent representation all the time. Spanish representative: Alejandro Blanco.
