Agenda: Designing A Globally Fair And Economically Feasible Refugee Resettlement System
With Special Emphasis On The Situation Of The Sri Lankan Refugees

The Human Rights Council,

Recognizing the refugee crisis situation of Sri Lanka and expressing concern over it,

Fully aware of the imminent threats faced by refugees,

Keeping in mind the New York Declaration for Refugees and Immigrants which was adopted in
the United Nations General Assembly,

Recognizing the Refugee Admission policies and Immigration Councils of countries,

Expressing its appreciation towards countries admitting refugees and supporting resettlement
needs,

Contemplating the smaller, developing and not-so-economically stable countries for extending
their support towards Sri Lanka during this crisis,

1. Recommends countries in close vicinity to the affected region to allow temporary


settlements where refugees can take immediate shelter and from where they can resettle
to other countries;
2. Emphasizes the importance of culturally orienting resettled refugees and providing
linguistic training and equal job opportunities;
3. Draws the attention towards resettled refugees that should be given equal importance in
the resettlement country/society as they could potentially benefit the country’s growth;
4. Further invites outlying countries to show support towards Sri Lanka by at the minimum
providing humanitarian aid and resources to succor the country from crisis:
a) Creation of an International Funding Platform with all prominent economies
helping in tackling the crisis,
b) Inviting prominent bodies such as European Union, African Union, and the
Association of Southeast Asian Nations;
5. Trusts the World Trade Organization to address these situations at the earliest possible:
a) Including Sri Lanka a part of the Comprehensive and Progressive Agreement for
Trans-Pacific Partnership,
b) Concession for Sri Lanka in oil, gas, food supplies,
c) Calling upon the World Health Organization and the Food and Agricultural
Organization to do a thorough systemic cleanse to ensure safety;
6. Emphasizing member-states to extend their strategic and significant coordination and
partnership with the United Nations and it’s bodies:
7. Affirms voluntary repatriation, through overseas resettlement and through integration
either in the country of present residence or in combination with intra-European
migration;
8. Emphasizes the importance of providing education to minors to embrace and ensure a
brighter and successful future of the nation;
9. Further invites countries to create a national hotline number for emergencies and
reporting cases of inhumane refugee treatment:
a) With the United Nations High Commissioner for Refugees having control over it,
b) Expanding volunteers in areas with bad connotations to prevent trafficking and
sexually assaulting refugees;
10. Considers the support of the International Criminal Police Organization to combat
children and women trafficked in low-infrastructural areas to be beneficial to the refugees
and citizens;
11. Calls upon economically developed nations to assist neighboring and developing nations
of Sri Lanka;
12. Recommends the setting up of staging grounds for immediate food, shelter, clothes and
other basic humanitarian needs:
a) These “Staging grounds” should be setup near the affected region from where
refugees are fleeing,
b) Expansion of multiple staging grounds around the country to assist the citizens, in
this case, citizens of Sri Lanka,
c) Fast and efficient modes of communication and thoughtful replenishing of
resources at specific interval;
