The Situation of Human Rights in Myanmar

Bearing in mind the UNSC meeting 8179, 8133 and 8060 focusing on the ‘The Situation in Myanmar’,

Contemplating the socio-economic status of the Rakhine state and persons inhabiting it,

Taking note of the funds regulated by WHO for betterment of the Rakhine state,

Taking note of the efforts of the government of Myanmar in effectively countering and combatting the
actions of armed ethnic groups who have incited violence and conflict,

1. Suggests other countries to sign bilateral or multilateral agreements with Myanmar,


emphasizing the example of the agreements declared in the committee between UK, China,
Croatia, Russia and India with Myanmar, to provide humanitarian and financial aid for the
development of the Rakhine state;
2. Further considers the human trafficking taking place at the borders of the nation of Myanmar,
a. Calls upon the host countries to aid in protection of refugees of Myanmar during
repatriation process,
b. Decides to establish United Nations Prevention task force whose principal function will
be to ensure safety from human trafficking,
c. Suggests establishing cross border checkpoints in order to safeguard human rights of
those in the process of repatriation;

3. Recommends the establishment of a National Fact-Finding Mission on Myanmar,


a. Urges the need for a yearly report to be submitted to the UNHRC emphasizing the
situation in Myanmar,
b. Further recommends the mission to analyse the rate of development in Myanmar in
various sectors of the nation and further aid that may be needed for the further
development of the nation,
c. Supports the efforts taken by the Government of Myanmar to reduce disparities
between the various ethnic communities and Urges Myanmar to continue to do the
same in the future
4. Further requests the international community to continue assisting Bangladesh in the provision
of humanitarian to the displaced persons;
5. Recommends the setting up of trust funds for the Rakhine State in Myanmar to be funded by
member states in accordance to the needs of the Government of Myanmar, facilitated by the
World Bank;
6. Emphasizes the need for Government of Myanmar to continue working with the UNHRC and
UNDP, with special emphasis on organisations like WHO, UNESCO and UN Women for the
further development of the State and betterment of the conditions of the displaced persons;
7. Strongly emphasizes the need to conduct workshops in the state of Rakhine emphasizing the
need to reduce disparities between different ethnic communities with consent of the Myanmar
Government,
a. Recommends the involvement of voluntary citizens from Myanmar,
b. Further recommends the involvement of the Government of Myanmar to ensure
security of these voluntary citizens;
8. Recommends the implementation of funding mechanism Pre-test and Pro-test which
mechanism set up by the world bank that suggests that the donor can see the conditions of the
nation before and after the funding in order to make graph of the improvement taking place by
use of these funds;
9. Strongly emphasizes on the need to improve the socio-economic status of the country in various
sectors,
a. Recommends for the construction, rehabilitation and maintenance of community
shelters and infrastructure with the engagement of communities as a means to
contribute to peaceful co-existence,
b. Requests for the setting up of medical healthcare services in Rakhine state of Myanmar
and in refugee camps hosting displaced persons from the Rakhine state with emphasis
on emotional, physical and psychological healthcare,
c. Suggests the implementation of national and international medical persons including,
but not limited to, doctors, drug administrators, nurses and researchers to determine
vaccination rates and act accordingly as well as set up campaigns for Expanded
Programme for Immunization (EPI);
10. Recommends the development of the States hosting the persons displaced due to the conflict in
Rakhine state for the betterment of the humanitarian conditions in the refugee camps.

PRESIDENTIAL STATEMENT
From: Emmanuel Macron, the President of France
“The French republic, though not geographically present at the site of conflict, wishes to remain
involved throughout the resolution process. The appointment of an Envoy to the most sensitive
area i.e. the most disputed islands (Spratlys and Paracels) would be the most appropriate step
as the legitimacy and accountability of the organisation will be protected under the Envoy’s
purview. Alongside this, France would also use this opportunity to propose the appointment of
UN mission to the disputed area for monitoring purposes and ensuring stability. France wishes
to cement its posture and position as a regional power of the Indo-Pacific, contributing to
international stability. France reaffirms its stance of being a neutral mediator in the region. It
ensures that it is not biased towards any claimant, it only condemns the actions of the external
powers/claimants who violate the international law. As a mediator with no personal interest in
the region, France expects the support and cooperation of the parties to the conflict in the
resolution process.”
