The construction of the new city ‘green’ city hall of Angeles City, Pampanga. the
construction of the new city hall will help the local government in intensifying its
operation especially now that the demand for public service and transactions are
increasing as manifested by daily surge of people availing government service.

A five-storey structure having approximately 3,630 sqm per floor level and a total
area of 16,023.70 sqm, it will house spacious executive, legislative and government
offices, additional amenities such as conference rooms, auditorium and multipurpose
hall; multi-level parking and driveway; and rentable spaces on the ground floor. The
municipal hall advocates environmental-friendliness conforming to the Green Building
Regulations. An integrated modern design city hall with elevators and improved safety,
sanitary, and traffic conditions within the vicinity which will make the nit PWD and senior
citizens friendly,

What is Article all about?

There was a time when a city hall should demonstrate the authority of local
government and inspire awe in its inhabitants by way of a grand structure with tall
doors, a spacious hall, and little connection with the neighborhood. such symbolism of
authority is no longer relevant today, and a civic center ought to represent much more.
The three key thoughts that needs to be consider for a civic center.

1.Obliterate the building/street boundary

the idea that a civic center is for the people, avoid creating a building that feels closed.
A modern civic center should have an inviting interior and exterior. Create a space that
can host yoga in the morning, ball games on a big screen, work lunches, holiday
markets, play dates, civic gatherings and other events that will make it a natural meeting
point for the public. we created a cascade of smaller built forms and spaces in a myriad
of scales to make the building address the civic square and feel accessible. We also
analyzed the local microclimate conditions thoroughly to create shelter in the right
places.

2. Embrace the open democracy

civic centers, as well as city halls, must be open, inviting and transparent. Use glass
sections to ensure the citizens’ as well as the politicians’ insight into each other’s
everyday lives, and send the citizens straight into the building, when they’re contacting
the municipality – do not let them enter a front desk in the foyer only. Make sure the
administrative functions are visible, we have designed a city hall where citizens are
invited into the heart of the city hall when they are contacting the municipality.

3. Care for the community with multi-functionality

A modern civic center should have the character of a community center, where culture,
business life, healthcare and administration fuse and profit via common facilities and
locations. The civic center becomes a symbol of a lively community. a community
recreation center, swimming facilities, a public library, offices and a child care center is
placed together with the city council hall. If the citizens have a strong incentive to use
the town hall and its facilities, they will take greater ownership it. This will strengthen
local democracy. Offer the house to the public for weddings and other private events. In
this way, everyone, regardless of age, gender and social background, receives free,
equal access to democracy.

The article gives three key thoughts to consider on how to make an old city hall
with awe via monumental building with tall doors, large hall and a minimal interaction
with its surrounding to a modern city hall who’s having an inviting and transparent
interior and exterior design. A municipal hall that can be an open space to public.

Summary
Buenos Aires Ciudad de Gobierno a new city hall of Buenos Aires housing
offices for the mayor and 1500 employees. The new city building contributes to the
revitalization of the neighborhood and combines on environmentally efficient design with
innovative office floors. The architecture echoes the building’s park-side setting,
with landscaped courtyards and shaded walkways, and uses materials that draw
on the site’s industrial past to reinforce the unique character of the area.

Recommendation and Application

The article shows on how to design a modern city hall. The modern design of the
building from roof to its windows that has a social and environmental impact, the
skylight and the full height glazing window that gives natural lights and creates adjacent
connection from inside to outside of the building. It gives researcher the idea on how to
design a modern city hall that gives comfort also to the users and to the employee who
is working inside, on how to promote a sense of community inside a workspace.

3.2.2 Seoul, City Hall

Summary

A modern architectural design City Hall. It is behind the small stone building of
the Seoul. The building that previously served as city hall and now is a Seoul
Metropolitan library. The building represents Korean traditions as well as embracing the
future. It is a modern reinterpretation of traditional Korean design; the cresting wave
provides shade (like the curved eaves found on palaces and temple roofs in Korea).
Its unique form is climate responsive to the city as it is angled to maximize the amount
of diffused sunlight coming into the lobby and circulation space while limiting the amount
of direct light to cut energy use. Inside there’s an impressive green wall, a vertical
garden ascending seven floors and covering 1516 sqm.

• Its unique form is climate responsive to the city as it is angled to maximize the
amount of diffused sunlight coming into the lobby and circulation space while
limiting the amount of direct light to cut energy use.
• the new city hall changes from large open spaces to enclosed private ones; this
expanding and contracting of spaces is placed strategically to give the user a
feeling of an actual “living space”.
• Vertical Garden As the country’s largest indoor vertical garden, this garden
stretches all the way up to the 7th floor. A total of 14 species of plants, including
Ivy and Scindapsus, grow freely in this 1,516-square meter paradise.

What are the things/subjects discussed in the article which will be used in the
study?

Its eco friendly design. A working space that not just a working space for a civil
servant but also a home to spaces. Where diverse cultural programs are provided and
the voices of its citizen are reflected. A design in the unique culture and valves of its
people while embracing modern technology.

3.2.3 City Hall of Bacolod City

Summary

The Bacolod City Government Center is designed by Architect Orlando M.


Mateo and is one of the famous landmarks in the city. Bacolod New Government
Center (NGC) is the new seat of power that replaced the old City Hall that's located in
Araneta-Luriaga Streets. This relatively new Italianate style building was became one
of the most photographed landmarks of Bacolod.

The so-called White Mansion became a catalyst of investment in the area as it


attracted business and trade in the surrounding area. Banks, hotels, restaurants, bars,
and new routes have emerged and transformed the area into a new hub where both
locals and tourists converge. The clean and well-maintained environment of NGC
makes the people frequent in the area. At the front of the White Mansion is a lagoon
with a fountain at the center. Light shows at night are often accompanied by music which
made the place so lively.

The three- storey new government center building has a total floor area of 11,000
square meters. The lobby, which is more than 500 square meters, is covered in black
and white tiles that resemble the Bacolod Public Plaza.

In front of the building is a fountain with a diameter of 40 meters and circumference of


125 meters. The parking spaces around the building can accommodate 211 vehicles
with room for expansion at the back.
Recommendation/Application to the present study.

A more functional government center with the amenities of a modern offices, it


gives an idea on what facilities to provide around the city hall to make it a place not just
for government services but also for its citizens to enjoy, like having a place with
extensive front lawn and a huge fountain a spacious setting with a clean and great
architecture design.
