Project: Design and Construction of Civil, Structures and Track Works involving Formation
in Embankment/Cuttings, Ballast on formation, Track Works, Bridges, Structures, Buildings,
Yards & Integration with Indian Railway’s Existing Railway System and Testing &
Commissioning on Design-Build Lump Sum Basis of Khurja - Pilkhani Section
(approximately 222 route Km of Single Line of Eastern Dedicated Freight Corridor (Contract
Package - 303). 
Regarding: - Slow Progress of Structure work

Dear Sir,
This letter is with reference to the inordinate delay occurred in structure works and its
continual slow progress till date. The Engineer has time to time reminded contractor for its
slow progress of work and advised contractor to improve the progress by taking necessary
measures.
It is noticed that the rate of production of secant pile, Pile cap, Pier Cap, construction of
Minor Bridges and Minor RUB as planned by contractor as per Milestone-2 programme has
not been achieved till date. The non-achievements with respect to Milestone-2 programme
and the current rate of production are summarized as below. L&T is required to review their
current rate of progress and required to submit the catch-up programme to Engineer as per
GCC 8.6 rate of progress. Engineer reminds contractor that L&T failed to achieve project
Milestone-1 on 25-02-2019.

It is evident from enclosed comparison that the progress of work is very poor. In earlier
occasions also, it was observed that the progress of work is on very slow pace. L&T advised
to submit methodology to improve the progress rate in comparison with asking progress
rate.

Delay in Construction of RFO, Major Bridges and Minor Bridges:

 As per milestone -2 program contractor have to complete 40 nos of Major bridges out of
79 nos (50% of total scope) and 353 nos of Minor bridge out of 588 nos (60% of total
scope). However, contractor started working on 26 nos of Major bridges and approx.
100 nos of Minor bridges. The works on other bridges are also not progressing that
becomes critical activity for the project.
 Out of 4 Nos of RFOs, RFO-2 & RFO-3 planned for Milestone-2. Piling work at RFO-2 & 3
has been finished on Feb-2019, Since than approx. 3 months has been passed but
contractor has failed to start pile cap and succeeding activities at RFO-2 due to delay in
design submission of Sub-Structure and super-structure.
 The works in the Major Structures is very slow and has become a critical activity for the
Project. As per Milestone-2 program contractor have to complete 1474 nos of piles out
of 2441 nos of pile by June-2019. But till 30-05-2019 contractor has completed only 668
nos of Piles (27% with respect to total scope). The Physical Progress is shown in Table-1
 The Construction work of pile cap is on very slow pace. Construction of pile cap is going
to be very critical for the project. Total 16 nos of Major bridge piling work is completed.
As per milestone-2 program contractor should have completed Construction of 32 nos
of Pile cap. However, till date contractor has completed only 2 nos of pile cap.
Contractor advised to increase resources for construction of pile cap. As per milestone-2
program contractor has to complete 90 nos of pile cap by July-2019.
 The works in the super structure like Pier and Pier cap work need to start immediately.
As per Milestone-2 program contractor has to complete 23 nos of PSC bridge. PSC Box
girder casting needs to be initiated.
 17 Nos of steel Major Bridge is planned for Milestone-2. However, till date only 7 major
bridge order is placed. The Fabrication of the Steel Super structure needs to be
expedited and the erection work need to start.
 Contractor has been instructed that “All the Minor structures falling Parallel-1 and
Detour-1 section is critical activity for the project. This Minor Bridge shall be planned
and taken up immediately by deploying trained and competent engineering staff, Skilled
and unskilled manpower, plant & machineries etc”.
 Contractor advised to submit a schedule for Major bridges Construction including
Resources, Procurement and approval of the Super Structure Shuttering, Steel Plates
Girder, Spherical Bearing and Prestressing equipment & material.
 L&T advised submit a detailed Resource analysis for completion of 40 nos of Major
bridges & 60 nos of Minor Bridges.

 Each Major Bridge Site has to be treated as independent site and contractor has to plan
as per priority of work.
