1. PURPOSE
This document is prepared to describe the start up procedure for unit 21-Amine section of Tangguh
LNG project.
2. OBJECTIVE
The overall objective for both KJP Commissioning Team and BP Commissioning Team is to start unit
21-AGRU, safely and efficiently. Therefore, it is the intent of KJP Commissioning Team and BP
operation Team to integrate and share overall objectives, tasks and resources.

This document is prepared based on the plant status assumption shown below.
2) All critical loss prevention facilities are in the operational state (fire water, F&G system, ESD/EDP
Systems).
Pure amine solvent (100 %) shall be transferred from Amine Tank 090-TK-1001 to Amine Sump pit
by Amine Transfer Pump 090-P-1001. 50 % wt Amine Solution shall be prepared in Amine Sump
021-TK-1002 by dilution with demineralized water. Amine concentration shall be checked after
sufficient minimum circulation of Amine Sump Pump.

A. LINE UP/PREPARATION
NOTE: Unmarked valves are to be opened and marked valves in red to be closed.
Some valves are either closed or open depending on the operation requirements.
Line up the amine loading/unloading line from amine storage tank 090-TK-1001
to amine sump pit 021-TK-1002.

Line up and put in service the amine sump level indicator 21-LI-2610. 021-P-1005
must be energize. Nitrogen supply to amine sump in service.

Open valves V3, V5 and close valves V2, V4, valve V1 to be opened when
starting the amine sump on the amine sump area.

OPEN valves V6, V7, V8, valve V9 to be opened when starting the amine transfer
pump in the amine tank area. Proper care when venting the pump. Amine transfer pump
090-P-1001 must be energize.

The charging of amine solution to the system is batch wise due the limited capacity of
amine sump.
Transfer amine from the tank to amine sump by using the amine transfer pump 090-P-
1001.

Fill up the amine sump to 50% level and add demin water up to 100% and start
circulation. Confirm the concentration by analysis before loading to the system.

d) Check that the emergency shut off valve is closed (USVE 2870)
e) Check and ensure acid gas absorber level indicators are in
service 21-LV-9101/02 and 21-LT-1102
f) Open the two valves on the amine loading/unloading line to
start loading the amine.
g) Monitor absorber pressure on 21-PI-1204 and vent to wet flare
when the pressure increase to 1kg/cm2g.
h) Close both recirculation valves on the amine sump system.
i) When the amine sump is approaching 11% the pump will stop
then it will be necessary to close the amine loading/unloading
line into the vessel and open the amine sump circulation valve.
j) Prepare again a new amine solution and load to acid gas absorber.
k) When the level in the acid gas absorber is between 60~70% stop the
amine loading to acid gas absorber.

D. CHARGING OF AMINE SOLUTION TO HP FLASH DRUM 21-D-1001
a) Ensure that the amine solution is on recirculation into the amine sump.
b) Close the following valves: 21-LV-1103, anti foam injection, amine
drains at the bottom of HP Flash drum, sampling connection 21-SCA-
1007 and amine drain from level transmitters.
c) Check and ensure HP Flash drum level indicators are in service. 21-LG-
9103/04 and 21-LT-1103. Overhead line must be lined up as per P&ID.
d) Open the two valves on the amine loading/unloading lines to start
loading amine.
e) Close the amine sump pump recirculation line.
f) Monitor HP Flash drum pressure 21-PIC-1205 and vent to wet flare
when the pressure increases to 1kg/cm2g.
g) When the amine sump is approaching 11% the pump will stop then it
will be necessary to close the amine loading/unloading line into the
vessel and open the amine sump circulation valve.
h) Prepare again a new amine solution and load to HP Flash drum.
i) When the level in the HP Flash drum is between 60~70% stop the amine
loading to HP flash drum.

This system also comprises of the lean/rich amine heat exchangers (021-E1001-A-
D) the four acid gas reboilers (021-E-10020-A-D) and the fin fan coolers (021-E-
1003). Subsequently this is a large system and will take the longest to fill.
Route 1-bottom fill of the stripping column 021-T-1002 via Filters including
21-E-1001A~D.
a) Line up the amine filters (mechanical,carbon,polishing) as
shown on the marked up P&ID. Unmarked valves are to be
opened and marked valves in red to be closed. Some valves are
either closed or open depending on the operation requirements.
b) Close the manual suction valve of 21-P-1002A~C.
c) Open the inlet/outlet valve of lean/rich amine plate exchanger.
d) Initially close the manual suction valve of 21-P-1001A~C
e) Open the manual isolation valves around the temperature control
valve 21-TV-1318, set the control valve to 100% open.
f) Ensure that the amine solution is on recirculation into the amine
sump.
g) Open the amine loading/unloading line at the inlet line of the
amine filters to start loading amine solution to 21-P-1002A~C
suction including the amine plate exchanger up to the stripper
and re-boilers on back flow.
h) Stop loading amine solution to the stripper when the level 21-LI-
1106 reaches 60~70%.
i) Monitor stripper pressure thru 21-PIC-1207.
j) Close the manual valve inlet of amine mechanical filter when
the level of amine stripper reaches 60~70%.
k) After closing the inlet valve of amine mechanical filter, loading
of amine solution will be on the suction and discharge lines of
lean amine pump 21-P-1001A~C.
l) When the amine sump is approaching 11% the pump will stop
then it will be necessary to close the amine loading/unloading
line into the vessel and open the amine sump circulation valve.
m) Prepare again a new amine solution and load to the stripper and plate
exchangers including associated pipings.
Route 2-top fill of the stripping column 021-T-1002 including piping
This will fill the acid gas stripper from the top level
a) Ensure that the amine solution is on recirculation into the amine
sump.
b) Ensure that the pump discharge valves on the acid gas stripper
feed pumps (021-P-1006 A, B & C) are closed.

c) Open up the inlet and outlet valves of the rich amine plate
exchanger 021-E-1001A/B/C/D.
d) Open the level control valve into the acid gas stripper 21-LV-
1104.
e) With the level control valve is open start to transfer the amine
solution into the Acid gas stripper by opening the amine
loading/.unloading line.

The amine unit is now filled with amine solution. The final adjustment of the
amine solution inventory will be done during the cold circulation of the amine
unit.
