FOR : Established Tree Plantations in CYs 2011 and 2012.

COMMENT

This has reference to the Audit Observation Memorandum (AOM) No. 21- 006 dated
October 20, 2021 from your good Office quoting errors found out by the COA Technical Audit
Team that the submitted listing of NGP Projects from 2011 to 2012 was not supported with
complete data.

The COA Technical Audit Team noted errors that the listing of NGP Projects was not
supported with complete data from initial funding of project sites up to its completion, thus not
compliant of Sec. 10 of DENR Memorandum Circular No. 2011-01 and that established
plantation sites for the CYs 2011-2012 had no existing contracts with Pos for their maintenance
and protection hence in violation of Sec. 6 of DENR Memorandum Circular No. 2011-01.

In view of the foregoing, the CENR Office, Southern, Ilocos Sur, respectfully manifests
and submits its comment to the aforementioned audit observations.

The listing of NGP Projects was not supported with complete data from initial funding of project
sites up to its completion, thus not compliant of Sec. 10 of DENR Memorandum Circular No.
2011-01.

Please be informed that on the said NGP projects only the seedlings were funded.
Planting of the said seedlings were made possible with the help, cooperation and participation of
the students as well as the peoples community and indigenous people in the community. There
were no allotted funds for the establishments of nursery as well us maintenance and protection of
the sites. However, our Officers were able to maintain the said NGP projects.1

Established plantation sites for the CYs 2011-2012 had no existing contracts with PO’s for their
maintenance and protection hence in violation of Sec. 6 of DENR Memorandum Circular No.
2011-01.

There is no existing contract with the PO’s regarding these projects because as mentioned
earlier funds for these project were only allotted to seedlings. Nevertheless, these projects are
still existing up to this day although not appearing in the listing at the FMB website. Our Officers
include said projects in their monitoring routine.

 Therefore, to avoid the same problem in the future, this Office will make sure to always
check and follow up the listing at the FMB website and to establish complete registry of
reforestation projects with all the necessary data for the proper recognition of the sites.

In view of the foregoing, may we humbly pray that this Comment on the Audit
Observation made by the Audit Team as per AOM No. 21-006 be given favorable consideration.
