CHAPTER 4

Presentation, Analysis and Interpretation of data

This chapter presents the statistical data relative to the problems as earlier posted.

Corresponding analysis and interpretation regarding these data were also presented. The

purpose of this study was to identify the Level of Effectiveness of Anti-Drug Abuse

Council in Handling Drug Dependent Within San Jose City.

1. Socio - Demographic Profile of the Respondents

The following tables presents the demographic profile of the respondents as to

their age, gender, status.

In above table as to the ADAC personnel respondents, frequency of 7 and

percentage distribution of 28% were 36-40 years of age; ranked second obtained a

frequency of 5 and percentage distribution 0f 20% were 46-50 years of age; ranked third

and obtained a frequency of 4 and percentage distribution of 16% were 56 above years of

age; ranked fourth and obtained a frequency of 3 and percentage distribution of 12% were

41-45 years of age; ranked fifth and a half and obtained a frequency of 2 and percentage

distribution of 8% were 26-30 and 31-35 years of age; ranked seventh and a half and

obtained a frequency of 1 and percentage distribution of 4% were 21-25 and 51-55years

of age.

While the Drug Dependents respondents, ranked first and obtained as a frequency

of 7 and percentage distribution of 28% were 41-45 years of age, ranked second were

ages 36-40 years old obtained a frequency of 6 and percentage distribution of 24%,

followed by aged group of 31-45 obtained frequency of 4 and percentage distribution of

16% and ranked as fifth were the ages 26-30, 46-50 and 51-55 years old and obtained a

frequency of 2 and percentage distribution of 8%; ranked seventh and a half and obtained

a frequency of 1 and percentage distribution of 4% were 26-30 and 56 and above years of

age.

As can be derived in the findings, experience to handle or conduct Effectiveness

of Anti-Drug Abuse Council in handling Drug Dependent within San Jose City. While

the Drug dependents show for the reason that they have the ability to work and support

their vice.

Table 1.2 presented the distribution and percentage of the demographic profile of

the respondents in terms of gender.

As revealed in the table ranked first for the ADAC Personnel was Male that

obtained the frequency of 14 and percentage distribution of 56% while the Female

obtained the frequency 11 or 44% which rank as second. For the Drug dependent 21 or

84% of them were males and 4 or 16% were females. These findings is a strong indicator

that most of the ADAC Personnel and Drug dependents undergo counseling were male,

for the reason that, most of the Drug Dependent are male so that there is no gender

conflict between the male Drug Dependent and ADAC personnel, and they can

understand how males think and how to advise them properly.

Table 1.3 presented the distribution and percentage of the demographic profile of

the respondents in terms of civil status.

As shown in the table, Married ADAC Personnel respondents were ranked first

and obtained the frequency of 22 or 88% and followed by single respondents with a

frequency count of 3 or 12%. For the Drug dependent respondents, 17 or 68% of them

were married and 6 or 24% were single and 2 or 8% were Legal separation financially

stable and can sustain their own family. The Drug Dependent based on our interview and

survey their family status can affect their addiction for the reason of stress and their age

of maturity. While, the ADAC Personnel based on our interview and survey their age and

educational attainment can affect for the reason that they have the right status to get

married.

Table 1.4 presented the distribution and percentage of the demographic profile of

the respondents in terms of civil status.

Distribution of the Respondents in terms of Highest Educational attainment

As can be surmised in the table, all of the ADAC Personnel are college graduate

obtained the frequency majority of 25 or 100%. Most of Drug dependent are High school

graduate providing 17 or 68% ranked as first, followed by Elementary graduate providing

5 or 20% and ranked as second; and followed by College providing 3 or 12% and rank as

third. This a clear manifestation that all the ADAC Personnel possessed the required

knowledge in handling drug abusers and users. Based on the findings the educational

attainment of the Drug Dependent can affect their drug addiction for the reason of lack of

knowledge about illegal drugs and on how to prevent its usage.

As indicated in the table above, ranked first in terms of years and service in the

ADAC Personnel obtained a frequency of 20 or 80% is Police officer, followed by

Barangay official were obtained 5 or 20% and ranked as a second. As can derived from

the finding, majority of the ADAC Personnel is Police Officer has the profession and

knowledge in handling drug abusers is San Jose City.

As indicated in the table above, ranked first obtained the frequency 14 or 56% in

the 31-45 days, followed by 15-30 days with the frequency of 4 or 16% and 3 months

above with the frequency of 4 or 16% ranked as second and a half; ranked as third with

the frequency of 1 or 4% in the 46-60 days, 61-75 days, and 76-90 days. As can be

derived from the findings, majority of the Drug dependents are undergoing counseling

are more than one month and not less than two months. Based on the findings most of the

respondents ageing thirty-one (31) and above choose to rehabilitate to fix their family and

their life.

In above table as to the ADAC personnel respondents, ranked first and obtained a

frequency of 9 and percentage distribution of 36% were 13 years is service; ranked

second obtained a frequency of 6 and percentage distribution 0f 24% were 10-12 years in

service; ranked third and obtained a frequency of 4 and percentage distribution of 16%

were 7-9 years in service; rank fourth and a half were obtained a frequency of both 3 and

percentage distribution of 12% were 1-3 years in service and 4-6 years in service. Based

on the findings most of the ADAC Personnel are 1-3 years and 4-6 years for the reason of

Brgy. Captains and other officials changed every 3 years and more. While, PNP

personnel chosen by their department are usually newly finishing their ADAC seminar so

they can be more effective on conducting their seminars on the Drug Dependent.

As reflected in the table ranked first and obtained a frequency of 15 and

percentage distribution of 60% were 21 years and above on residency; ranked second

obtained a frequency of 5 and percentage distribution 0f 20% were 6-10 years in

residency; ranked third and obtained a frequency of 3 and percentage distribution of 12%

were 11-15 years in residency; rank fourth and a half were obtained a frequency of both 1

and percentage distribution of 4% were 1-5 years in service and 4-6 years in service. For

the reason that majority of the Drug dependents are the ones who live in their own

residency and the other Drug dependent are just there and only live there for work.

As indicated in the table, the ADAC Personnel described the effectiveness of

Anti-Drug Abuse Council in Handling Drug users within San Jose City based on the

following statement; Organize educational activities, seminars, and programs in every

barangay with a weighted mean of 3.84 and rank as first; while the least cause determined

by the ADAC Personnel is the Providing medical professionals visit the dependents

regularly to conduct examinations, with a weighted mean of 3.56. The total weighted

mean is this particular category is 3.70 with an overall verbal interpretation of Very

Effective.

On the other hand, the Drug dependent describe the effectiveness of Anti-Drug

Abuse Council in Handling Drug users within San Jose City as second ranked based on

the following statements; Organize educational activities, seminars, and programs in

every barangay, Establish quarterly meeting. Monitor well-organized reports and

submission of the reports about the updates in drug dependence counseling, all of them

resulted with a weighted mean of 3.80; while the least level of effectiveness determined

by the Drug dependent is the Providing medical professionals visit the dependents

regularly to conduct examinations, with a weighted mean of 3.64 and a ranked as sixth.

The total weighted mean is this particular category is 3.72 with an overall verbal

interpretation of Very Effective.

The finding could be supported by the data according In 2021, the National

Capital Region's (NCR) regional police office recorded the documented incidents

reported of illegal drug are around 12.4 thousand "Anti-Drug Abuse Council" (ADAC) is

multi-sectoral council which is controlled by the officials, individuals and representatives

of various community who work together cooperatively in organizing, implementation

and assessment of the projects, activities, programs, and seminars on drug abuse

prevention. Republic Act 9165, Local Government Units Assistance, Section 51. Article

7, states that local government units must allocate a sizeable portion of their respective

annual budgets to help with or enhance the enforcement of this Act, giving priority to

preventative or educational programs and the rehabilitation or treatment of drug

dependents.

While, the Drug dependent respondents ranked first the Organize educational

activities, seminars, and programs in every barangay; Establish quarterly meeting.

Monitor well-organized reports and submission of the reports about the updates in drug

dependence counseling. According to the Dangerous Drugs Board (2018), preventive

education programs all seek to discourage users and impending abusers from

experimenting with illicit substances, or continuing to abase them and these are training

seminars, campaigns and advocacies. Seminar on Board Regulation Updates, RA 9165

for Doctors, Pharmacists and Allied Professionals, Drug Abuse Prevention Seminar in the

Workplace. Integration of Drug Abuse Prevention and Treatment in the Primary Health

Care Program, Continuing Seminar on Anti- Illegal Drug Operations and Investigation

are some of them. Strengthening barangay anti- drug abuse councils should implement in

a two-day activity aimed at upgrading the knowledge and skills of barangay leaders and

utilize them as anti-drug advocates. The drug demand reduction pillar's component of

treatment and rehabilitation attempts to help recovered drug addicts reintegrate into

society. Those who have succumbed to drug use are given the opportunity to receive

treatment and rehabilitation Drug addicts are taught how to break the habit and resume

becoming useful members of society via the use of efficient treatment approaches.

Since the computed value of the t-Statistic (0.76) is less than the Critical t value

(2.57), accept null hypothesis at the 5% significance level. There is no significant

difference between the assessment of the two groups of respondents in terms of

effectiveness of recreational programs, seminars, and activities implemented by the Local

Anti-Drug Abuse Council (ADAC) in preventing drug related crimes.

To rehabilitate drug dependents and to share more knowledge about the effect of illegal drugs.

This table shows the Proposed Action Plan of the Researchers according to

findings of this study. Based on the findings about problems in implementing anti-drug

abuse program, the researchers come up with the idea of “Program ang Medical Para

maiwasan ang Drogang Illegal” to inform the drug dependents that they need to undergo

on medical treatments or rehabilitation programs conducting by the ADAC Personnels

this activity will focused on medical treatment to avoid using of illegal drugs until it

necessary. It will be implemented on alert level 1-2 places inside San Jose City with

ADAC Personnel involved and has estimated of 50000 a year from Local Government

budget. The benefits of this will be increase the knowledge of the community to prevent

abusing of an illegal drugs.

The second activity show the importance of religious activity for the drug

dependents the researcher suggests the “PAG DALO PARA SA PAGBABAGO” To

collect the information who attending counseling or seminars. This activity maybe done

until it necessary and have the funds from Local Government amount of 40000 a year.

This activity will benefit the drug dependents and the community inside the San Jose

City.
