publicly discloses a need, requests offers that satisfy it, evaluates these offers and
selects one of them.
 Standards: It is a documented agreement containing technical specifications or
precise criteria that are used.

 Tariff Rate: A tariff is a tax or levy that applies only to goods that are imported
or exported.
