REQUEST FOR PROPOSAL (RFP)

HIRING OF CONSULTANCY SERVICES

Social welfare Department, Gilgit Baltistan is going to establish Rehabilitation/ Life Skills
Development Centers for Persons with Disabilities (PWDS) to Enhance Life Skills in 10 Districts in
Gilgit-Baltistan i.e. Gilgit, Skardu, Diamer, Ghizer, Ghanche, Astore, Hunza, Nagar, Shigar and
Kharmang, aiming to provide rehabilitation/life skill development trainings facilities to the persons with
disabilities of Gilgit Baltistan.
Well reputed, registered and relevant consulting companies are required to submit proposals in the
name of Secretary, Social Welfare Department, Gilgit-Baltistan. Detailed Terms of Reference (ToRs) can
be obtained from Provincial, Social Welfare Office, near Police Station, Jutial Gilgit during office hours
by submitting the written application on payment.

The bidding process is a single stage two envelop according to section 36(b) of PPRA rules 2004.

1) Bid security amounting to Rs. 0.200 million in shape of call deposit or CDR by any schedule bank of
Pakistan in favor of Secretary, Social Welfare Gilgit-Baltistan must be accompanied with Technical
proposal.
2) The technical proposal without call deposit considered as non-responsive, hence liable to be
rejected.
3) The duration of the assignment will be 90 days only; the work shall be started after issuance of formal
acceptance latter.
4) Firms are required to submit separate envelopes for technical and financial proposals encapsulated in
a single envelope clearly mentioning Technical proposal and Financial proposal & name and
address of the firms.
5) Technical proposals will be evaluated as per approved criteria, whereas; financial proposals will be
evaluated of only technically qualified firms.
6) In case of joint venture, the score shall be treated likely; 75% lead partner, 25% associated partner,
both should have to get cumulative 75% passing score.
7) The last date for bid submission is on Monday, 07th March, 2022, at 1100 hrs at the office of Deputy
Secretary (Dev.) at Secretariat of Social welfare, GB near Bank of Punjab, Jutial. Gilgit. Bids will
be opened at 1300 hrs in presence of bidders or their representatives on the same date.
8) Pre-qualified consulting firms will be informed in due course of time the result of their evaluation of
applications. However, the firms unable to qualified will be informed the reasons upon their written
request.
