 The Government proposes to introduce the
construction security of payment (SOP) provisions in
new public works contracts, to facilitate resolution of
disputes by stipulating the rights and obligations for
payment and an adjudication mechanism.
 The Government draws up a reference document of
SOP provisions for reference by contractors and
subcontractors and adoption into their subcontracts
for their protection.

 Claiming parties are entitled to refer disputes to
adjudication, and the adjudicated amount must be
paid within 30 calendar days.
 If a contract party did not pay the adjudicated amount,
the other contract party could notify the Government
and the Government will ask the main contractor to
address the payment problem within 28 calendar days.
