Dear Sir,
Sealed Quotations (Single Bid System) are hereby invited for the procurement of Android App for
Meter Reading Collection for TNGCL Consumers as per following Terms & Conditions and enclosed
Technical Specifications.

TERMS AND CONDITIONS

1) The Bidder should have Pan Card, GST Registration, and Detailed Address of Bidder along with
Contact Number, E-Mail ld and Bank Details. All of these documents should be submitted along
with the quotation. The bidder should have done any job related to development of any Software
/
ERP/ Mobile App for any Govt. Organization / Education lnstitute / pvt. Ltd. Company. Detailed
Work order along with SOR should be submitted. The document should be duly certified attested
/
by Govt. Notary with legible stamp.

2) The rate should be quoted as per enclosed SOR (Annexure - ll).

3) The valldity of the offer will be of 04 Months from the due date of offer submission.
4) Contract Period: The Contract Period shall be a period of 12 Months from the date of LOA.

5) Pavment Terms: 80% payment will be released after Completion of the Job in its entirety and
submission Bill, User Manual of all necessary credentials to TNGCL. Balance 20% payment shall be
released after completion & Warranty period and successful running of the App throughout this
period. Payment would be released by the finance department at TNGCL Agartala within 15 days
from the date of submission of acceptable and duly certified by officer in charge. payment
will be made through cheque/ dlgital transfer. The bill shall be certified by Officer/Site-tn-charge.
The bills shall be submitted along with all requisite documents.

6) Completion Schedule: The entire job should be completed within 30 Days from the date of issue of
Letter of Award (LOA).

Overview:

6. Sync Feature
When the reading entries are recorded offline, the same should be synced automatically whenever
the user is online. Moreover, there will be also a Sync Button on the top of the screen which wlll only
appear if the user is online so that he can also manually sync based on network availability.
As soon as the data is synced and the same is uploaded in the server, it should be deleted from the
Mobile device so that the device storage does not get loaded with unnecessary data. The Photo
taken should also be deleted from the device. However, there should be a log of the Consumer Code
to avoid any amblguity.
There should also be an alarm/notification feature in the app when a reading is being recorded
in the offline mode. The alarm/notificatlon should go off only when the sync is done.

7. Different Meter Reqding Conditions:

ln the Meter Reading page, the app should have a Status Button with a drop-down list with the
following items:
i. Meter Reading Taken.
ii. Door Closed.
lii. Meter lnaccessible
iv. Temporary Disconnected
v. Permanent Disconnected
vi. Address not found.
After the meter reader enters the Consumer Code, he should select any one of the above Options.
Meter Reading Taken is the Normal case where he should enter the Meter Reading and take the
photo of the Meter. For the Door Closed/Meter lnaccessible option, he should not enter any reading
and take the Photo of the Closed Door/House and Submit/Save the same. For Temporary
Dlsconnected, Permanent Disconnected and Address Not found Case, there should not be any
Reading lnput and No Photo. Only Submit/Save.

8. Completed List and Pending List:

The admin should have the optlon to assign Separate Consumer Codes to Separate Meter Readers
(users). The particular Meter Reader shall be able to access that particular Consumer details only and
can upload readings only for those consumers. There should also be an option through which the
Meter Reader (User) can check his completed list and pending list as and when requlred. The admin
should also be able to check the same through the admin panel.

9. Reading Listing
From the Admin Panel, the admin should be able the download the reports (ln MS Excel Format)
as per his choice which are as follows:
1. Total Meter Reading List for a particular month.
2. Total Meter Reading List for a particular date period.
3, Meter Reader (User) wise List for selected date period.
4. Consumer Code wise List.
