To,
Editor: Dear Editor-in-Chief of Computers, Materials & Continua
We wish to submit a revised manuscript entitled “Developing a nondominated
sorting sine-cosine genetic algorithm (NS-SCGA) for an integrated project
scheduling and manpower allocation problem considering the learning and
forgetting effect” for consideration by Computers, Materials & Continua.
Changes made to the article:
1. Improve the English of the article
2. Modifying and sorting references based on the style of journal references

I, Zhai Dongsheng and Masoumeh Azma (Corresponding authors) certify that:

 The manuscript is being submitted by me (Corresponding author) on behalf

of all the authors.
 The manuscript is original work of all authors.
 All authors made a significant contribution to this study.
 This manuscript has not been submitted for publication; it has not been
accepted for publication and has not been published in any other journal.
 All authors have read and approved the final version of the manuscript.

In projects with lots of activities, it is impossible to solve such problems precisely;

therefore, meta-heuristics and artificial intelligence-based algorithms can be
developed to solve problems on a large scale (Goli et al., 2019; Davoodi & Goli,
2019; Goli & Davoodi, 2018). No data in such a problem is immune to uncertainty
in the real world. Under uncertainty, it is recommended that the proposed problem
be considered. To model uncertainty, several approaches can be used, including
fuzzy theory, robust and stochastic optimization (Tirkolaee et al., 2020; Tirkolaee
et al., 2020). Furthermore, the goal programming model can be used to solve multi-
objective problems (Tirkolaee et al., 2019).
