success and prosperity
M ission of every institution, company, bank, or even a nation state, is to prevail and prosper,
to grow and develop, with imagination and creativity. Success often requires many generations to
develop their own vision of successful survival and to pass it on to generation to come and continue
along the same path. In order to bring a mission into life, various visions are deployed, built of real
state of facts, realistic values and possibilities. In all this, there must always be a dose of optimism
because without it even the most noble of missions will not find their best outcome. Vision and
optimism are setting in motion creativity and are paving the path to success and prosperity.
Association of Banks has an unchangeable mission 85 years old: to represent the interests of all
the banks in the country, and during all of these years this mission was carried out through various
visions. The visions had been tailored after to the role, importance and results that banking achieved
before World War Two, from the year 1921 to 1941, and later on, after 17 years of suspension, from
1958 until this day. Association of Banks was implementing its vision, with more and less success, in
different socio-economic systems and irrespective of the number of banks that were its founders.
Association of Banks today, with the same mission and a clear vision, stands as an institution that
has built its reputation, that has its high professional values, and has novel and market required
services. Our vision for the future is exclusively based on the system of values, not only to support it
but to gradually upgrade it, well aware of the fact that can be the essence of the present-day modern
way of doing business: “In order to stay in place, one must run.” I truly believe that during these four
or five years the Association was running for its Olympic gold, in a persistent marathon of tedious
strives, and in some areas, a run for medals was with a bit of hurdles.
Work of the Association of Banks over the last few years was under the influence of fast and radical
changes prompted by globalization, transition, technological revolution and hyper-competition.
The results achieved so far in transition reforms in Serbia are many: framework was put in place
for macro-economic stability, prices and foreign trade liberalizations were implemented, growth
of gross domestic product was achieved, reform of the banking system was conducted, confidence
in banks has returned, domestic savings have resurfaced, reform of public finances was executed,
VAT was introduced, legal security of commercial stake-holders was increased, business climate and
environment were improved, etc.
We can say that the speed of consolidation and stabilization of the financial, and especially of the
banking system in Serbia was truly without comparison in Eastern Europe. In only 5 years time
the banking sector was completely restructured and privatized. In late 2005 over 60% of the entire

bank system assets was under control of the international banks, which not only helped increase
the volume of credit activities, reduced interest rates, but also promoted standards and practices

i privatizovan bankarski sektor. Na kraju 2005. godine preko 60% ukupne aktive bankarskog sistema
je pod kontrolom međunarodnih banaka, što je ne samo povećalo obim kreditne aktivnosti, smanjilo
kamatne stope, već i unapredilo standarde i prakse u celokupnom sektoru. Strani investitori za
kupovinu kontrolnih paketa akcija u srpskim bankama, u protekle dve godine, izdvojili su preko 800
miliona evra kao i nivo kredita za refinansiranje subsidijara stranih banaka u Srbiji, što dovoljno
govori o atraktivnosti ovog tržišta. Narodna banka i Minstarstvo finansija u ovim pozitivnim
procesima imale su najznačajniju ulogu.
Skupština Srbije je u 2005. god. usvojila preko 100 zakona od kojih znatan deo uređuje direktno ili
posredno funkcionisanje finansijskog sektora. Pri pripremi ovih zakona uzeti su u obzir standardi i
direktive koje razvijene zemlje primenjuju u svojim zakonima, a pre svega direktive Evropske unije,
iskustva koja imaju zemlje u tranzicji, kao i uočene slabosti ili problemi koji su se ispoljavali u
primeni do tada važećih zakona.
Time nisu otklonjeni svi problemi i oni predstavljaju najvažnije buduće zadatke zemlje: završetak
procesa restrukturiranja i privatizacije preduzeća, povećanje nivoa iskorišćenosti kapaciteta
industrije, zaustavljanje tehnološkog zaostajanja za savremenim svetom, smanjenje nezaposlenosti,
spoljnotrgovinskog deficita, inflacije itd.
Domaće bankarstvo je već deo velike svetske porodice, integrisano sa brojnim bankarskim sistemima
Evrope. Poput njega i kao njegov sastavni deo i Udruženje banaka je povezano sa ovim bankama i
evropskim udruženjima banaka. U stalnom je kontaktu sa savremenim tokovima i poslovima tih
udruženja i član Interbalkanskog foruma banaka.
Ekonomskom tranzicijom želi se postići efikasnost domaće privrede i bankarstva. Projekti
Udruženja banaka predstavljaju odgovor na te i zahteve koje donosi tehnološka revolucija.
Primer za to su usluge i proizvodi Kreditnog biroa i Klirinške institucije banaka. Da smo u tome
ravnopravni sa razvijenim svetom dokaz je i nedavno dobijena najprestižnija evropska nagrada za
kliring i saldiranje. Konkurentni smo, dakle, svojim projektima koji su izazvali interesovanje i kod
drugih institucija u svetu: izveštaj o zaduženosti svakog građanina realizujemo za nekoliko sekundi
a kliring i saldiranje obavljamo za jedan sat.
Rezultati koji su za nama pokazuju da smo radili uspešno, planovi koji su pred nama znalački su
i sa vizijom osmišljeni i zbog toga sa optimizom gledamo na budućnost. Udruženje banaka Srbije
je samo jedna od karika čvrstog lanca koga čini Narodna banka, banke, Komisija za hartije od
vrednosti, Berza, Centralni registar i još mnogi drugi. Zbog toga, radi najpotpunije slike o radu
Udruženja banaka, u ovoj knjizi je dat prikaz banaka i pomenutih institucija koje su razumele
naše potrebe i želje, i sve do jedne poslale svoje priloge i fotografije. Ovo je prilika da im se i na tome
zahvalimo.
