1.0 GENERAL REQUIREMENTS

1.1 General

Unless provided otherwise in ATTACHMENT A, Scope of work, these GENERAL


SPECIFICATIONS will apply. CONTRACTOR's supervisors and foremen shall be
familiar with these SPECIFICATIONS. Extra copies will be furnished to
CONTRACTOR for distribution to its foremen.

1.2 Permits

COMPANY shall furnish all right-of-way on which the pipeline will be constructed and
obtain all necessary permits pertaining thereto. Where additional permits are required,
CONTRACTOR shall notify COMPANY and agencies having jurisdiction prior to the
time any phase of construction starts. CONTRACTOR shall obtain all permits pertaining
to construction operations, and use of equipment and personnel in the performance of the
work.

1.3 Relation of Parties

In the performance of the work, CONTRACTOR shall at all times be an independent


CONTRACTOR and the relation of the parties hereunder shall in no event be construed
as constituting any other relationship. The right of inspection accorded to COMPANY is
and shall be confined to inspection to determine whether the results of the work of the
CONTRACTOR are in compliance with the SPECIFICATIONS.

1.4 Inspection

The work done by CONTRACTOR shall comply with the SPECIFICATIONS in every
respect and shall be subject at all times to inspection by COMPANY who shall determine
all questions respecting the meaning of the SPECIFICATIONS. COMPANY's
determination and decision as to amount, quality, and acceptability of the work and
materials, and the fulfillment of this CONTRACT shall be final and conclusive.

1.5 Contractor’s Responsibility to Inform Himself

It shall be the responsibility of CONTRACTOR to carefully examine the


ATTACHEMENTS and SPECIFICATIONS, become familiar with them, inspect the
route of the proposed pipeline, and acquaint himself thoroughly with all conditions likely
to be encountered in performing the work.

Neither ignorance of existing conditions or conditions of work due to the requirements of


the CONTRACT, nor failure to anticipate developments which may occur because of
existing conditions, shall relieve CONTRACTOR of the obligation to fulfill any other
detail of the requirements of the CONTRACT. Nor shall such ignorance or failure
constitute a basis for any claims whatsoever for extra compensation or extension of time.

Any and all information and data furnished by COMPANY or referred to in the
CONTRACT shall not be considered as being representations or warranties, but will be
furnished for information only. It shall be expressly understood that COMPANY will not
be responsible for any deductions, interpretations, or conclusions drawn there from by
CONTRACTOR.

1.6 Change in Specifications

During the performance of the work, COMPANY may make such minor changes in, or
modifications of, the SPECIFICATIONS as COMPANY may deem necessary, practical,
or expedient. CONTRACTOR having due notice of any such changes or modifications
shall conform thereto.

1.7 Subcontractors

CONTRACTOR shall not subcontract any portion of the work without first obtaining
written permission from COMPANY. If permission to subcontract is given,
CONTRACTOR shall not thereby be relieved of any of his obligations hereunder.

1.8 Workmanship

CONTRACTOR shall perform all work to be done hereunder in a workmanlike manner


with qualified, careful, and efficient workers and in strict conformity with the
SPECIFICATIONS attached hereto. Any violation of this provision, if not corrected
promptly when called to CONTRACTOR's attention, shall give the COMPANY the right
to shut down the work or any portion of it until the condition is corrected to COMPANY's
satisfaction or until the CONTRACTOR is declared by COMPANY to be in default under
the DEFAULT provisions hereof. Such shutdowns shall not entitle the CONTRACTOR
to payment under SHUTDOWN provisions of the SPECIFICATIONS.

1.9 Construction Progress and Prosecution of Work

CONTRACTOR shall construct the pipeline with diligence and at such a rate and in such
a manner as to complete work within the time limit set out in ATTACHMENT “A”. If
CONTRACTOR's rate of construction is such that completion of the pipeline will be
delayed and if such delays are not due to failure of COMPANY to furnish materials and
right-of-way or due to circumstances beyond control of COMPANY or CONTRACTOR,
the COMPANY shall have the right to require CONTRACTOR to place on the job
whatever additional personnel and equipment that is necessary to complete the work on
schedule.

1.10 Equipment Repairs and Replacements

CONTRACTOR shall furnish all equipment and supplies necessary for the proper
performance of the work, except for those items COMPANY expressly agrees to furnish
as listed in ATTACHMENT “A”. All equipment shall be of adequate capacity to perform

the work required and shall be maintained in good mechanical condition. If the
suitability, capacity, or condition of any piece of equipment is such that it would
adversely affect the quality of the completed job or unduly retard progress, it shall be
repaired or replaced with equipment satisfactory to COMPANY.

1.11 Cooperation Between Contractor and Motor Carrier

In the event COMPANY makes a separate arrangement for the hauling and stringing of
pipe and casing for the job, both CONTRACTOR and Motor Carrier shall cooperate with
each other and with COMPANY to obtain an efficient and smoothly coordinated job.
Motor Carrier shall string pipe ahead of CONTRACTOR's ditching operations, except
where COMPANY may decide that it would not be desirable or practical. In the event of
any disagreement between CONTRACTOR and Motor Carrier as to proper methods or
inadequate right-of-way, or as to the responsibility of one or the other for damages of any
nature to pipe or other material, right-of-way, bridges, culverts, survey stakes, livestock,
or otherwise, CONTRACTOR or Motor Carrier shall immediately call the matter to the
attention of COMPANY in order that an investigation and a determination may be made
as to which party is at fault.

1.12 Public Relations

CONTRACTOR shall make all reasonable efforts to maintain good will among
landowners, tenants, lessees, and members of the general public along the rights-of-way
and shall not knowingly violate any rights of such persons in the performance of the job.
To this end CONTRACTOR shall not: (a) leave gates, gaps, or fences open, unattended,
or insecurely fastened; (b) permit livestock to stray or become mixed; (c) isolate livestock
from feed or water; (d) use private driveways or roadways without authority; (f) leave
trash or debris on the land; (g) permit the personal misconduct of his employees of the
employees of any subcontractor.

1.13 Safety Regulations and Precautions

CONTRACTOR shall furnish and place proper guards and lights, provide and maintain
temporary sidewalks, fences, barricades, etc., for the safety of the public.
CONTRACTOR shall comply with any and all personnel and safety regulations of
COMPANY, other companies, federal and state agencies, and municipalities while
performing work on their premises. CONTRACTOR further agrees that in the event any
of its employees, subcontractor, or any employees of subcontractor violate any of the
above-mentioned rules or regulations, such person or persons shall at the request of
COMPANY be removed from the premises.

1.13.1 Safety, Health, and Work Rules

CONTRACTOR and its subcontractors, vendors, and suppliers while engaged


in any activity in COMPANY’S facilities or Right-of-Way, shall abide by any
and all of COMPANY'S safety and health rules, whether specifically included

in the contract or incorporated by reference. CONTRACTOR hereby


acknowledges that it has read such rules and that it will abide by them.
CONTRACTOR shall disseminate such rules to its employees and
subcontractors and conduct and participate in periodic safety meetings.
CONTRACTOR shall ensure that all his personnel, subcontract personnel,
vendors, and suppliers are aware of and understand all local safety rules and all
work and safety related items included in these Instructions to Bidders.

1.13.2 Safety Laws and Regulations

In all cases, the materials and equipment used, and the work performed shall be
in compliance with the applicable local and federal rules and regulations. To
the extent that the foregoing conflicts with any other requirements herein, the
foregoing shall govern unless a variance of ruling has been obtained and is so
specifically indicated by the CONTRACTOR or COMPANY.

1.13.2 Safety Orientation

Prior to the start of any work on COMPA NY property, CONTRACTOR


supervision, as well as subcontractor supervision, shall attend a mandatory
CONTRACTOR safety orientation and pre-construction meeting conducted by
COMPANY.

1.13.5 Safety Inspection

CONTRACTOR acknowledges and represents that it has made an on-site


inspection of the premises and the work area so as to be familiar with all
conditions which may affect the safety and health of its employees as well as
those of its subcontractors. COMPANY reserves the right, but not the
obligation, to inspect the safety work performance of CONTRACTOR and its
subcontractors to ascertain their compliance with these safety provisions, it
being understood that CONTRACTOR, as an independent business retains the
right to control the manner and means by which it performs its work pursuant to
the provisions of the contract.

1.13.6 Safety Equipment

Unless otherwise agreed to by the parties in writing, CONTRACTOR shall


provide all safety equipment, materials, tools, and personal protection
equipment necessary to perform the work in a safe, healthful, and workmanlike
manner. Any safety items provided by COMPANY to CONTRACTOR for the
benefit of CONTRACTOR's employees or those of its subcontractors shall be at
the sole risk and liability of CONTRACTOR to make sure that such safety
items are fit for the use intended and are in proper working order.

1.13.7 Right of Termination

COMPANY reserves the right to stop any CONTRACTOR or subcontractor


activity which it considers unsafe. In addition, COMPANY reserves the right to
immediately terminate the contract without liability, except to pay for work
already performed, should CONTRACTOR or its subcontractors fail to comply
with the safety provisions set forth in these Instructions to Bidders.

1.13.8 Accident Reports

CONTRACTOR shall immediately report to COMPANY all accidents,


occupational injuries, and illnesses involving its employees or those of its
subcontractors, relating to the work to be performed hereunder, which results in
one or more days lost time, or which causes any injury to a third party, or which
causes damage to the property of COMPANY or a third party.

1.13.9 Unexpected Hazards

CONTRACTOR shall be constantly alert for unexpected hazards from leaks or


spills and shall be prepared to stop work and evacuate the area. Any
unexpected hazard shall be immediately brought to COMPANY’S attention.

1.13.10 Substance Abuse

The use of intoxicating liquor, narcotics, or any no prescribed controlled


substance while on the job or reporting for duty under their influence is not
permitted. COMPANY requires CONTRACTOR to immediately and
permanently dismiss any of his employees or subcontractor's employees that are
in violation of this rule. CONTRACTOR is required to take whatever action is
deemed necessary, including drug and alcohol screening, to ensure that
employees are drug and alcohol free.

1.14.11 CONTRACTOR Emergencies

CONTRACTOR shall provide his own first aid, ambulance, and medical
service. CONTRACTOR shall follow all local rules for notification of
emergencies.

1.14 Crossings of Railroads, Highways and Roads with Equipment

CONTRACTOR shall comply with all rules and regulations in regard to crossing
railroads, highways, and roads with its equipment and shall obtain all necessary permits
for such crossings. Before any equipment shall be permitted to cross such railroads,
highways, and roads, flagmen shall be stationed in both directions of traffic. Such
flagmen shall be stationed in both directions of traffic. Such flagmen shall remain
stationed to direct traffic and signal equipment operators, until equipment has negotiated
the crossing.

1.15 Repair of Public or Private Property

CONTRACTOR shall use caution to prevent damaging bridges, culverts, cattle guards,
public or private roads, fences, buildings, etc. CONTRACTOR shall be responsible for
repairing or replacing any public or private property damaged or destroyed.

1.16 Care and Handling of Materials Furnished by Company

CONTRACTOR shall be responsible for all materials placed in its custody by


COMPANY, and shall exercise due care to protect such materials from theft, damage, or
deterioration. Any materials lost, stolen, or damaged while in CONTRACTOR's
possession shall be replaced.

CONTRACTOR will provide storage sites for pipe and casing during the period of
construction. CONTRACTOR shall provide storage for all other materials placed in its
custody by COMPANY. CONTRACTOR shall store in a dry warehouse the materials
such as pipeline wrappers, gaskets, thermite welding equipment, etc., which are subject to
damage as a result of exposure to atmospheric conditions.

CONTRACTOR shall unload and store all materials received prior to time
CONTRACTOR can reasonably move in personnel and equipment to the job for
commencement of work. When CONTRACTOR arrives on the job, it shall move
materials received to CONTRACTOR'S warehouse, except for pipe and casing.
CONTRACTOR shall unload and store all materials received for the job. If COMPANY
has made a separate arrangement with a Motor Carrier for the unloading, hauling, and
stringing of pipe and casing. In the event the COMPANY has not made separate
arrangements with a motor carrier, CONTRACTOR shall be responsible for hauling pipe
and casing from the COMPANY designated storage site to the job site. The
CONTRACTOR will also be responsible for stringing pipe.

When a storage site is no longer needed, CONTRACTOR shall clean up the site and
restore it as nearly to its original condition as possible. On completion of the job,
CONTRACTOR shall haul surplus material to location(s) designated in the
ATTACHMENT A.

1.17 Extra Work Provisions

In addition to items of work in the SPECIFICATIONS to be paid for as extra work,


COMPANY may require CONTRACTOR to perform other items of work that are
incidental and related to the project but not included in the general scope of work set forth
in the SPECIFICATIONS. All such work shall be authorized and compensated for in the
following manner:

 When extra work is needed, COMPANY shall notify CONTRACTOR of the job
requirements and authorize the work to be performed in writing.

 CONTRACTOR and COMPANY shall agree on a work schedule outlining the


equipment, personnel, and plans required for such work.

1.18 Shutdown Provisions

A shutdown day shall be defined as a regularly scheduled workday during which one or
more of the crews are prevented from working the entire day solely by failure of
COMPANY to furnish materials or right-of-way which COMPANY herein agrees to
furnish.

No day shall be considered a shutdown day for any crew until after the date the first pipe
is lowered in the ditch.

CONTRACTOR shall show in the space provided on the BID SHEET the amount he will
charge for each shutdown day for any crew listed applicable to the job, as herein
provided. No payments for shutdown days shall be made to the CONTRACTOR except
for one or more of the listed crews. Payments will be made only for the particular crew
or crews actually unable to work. Credit will be given to the COMPANY to compensate
for any labor or equipment which the CONTRACTOR is able to utilize in other crews or
in other work. Except as herein provided, no payment shall be made for shutdown days
unless CONTRACTOR maintains the crew involved and its equipment ready to resume
work.

Claims for shutdown days shall be submitted in writing by the CONTRACTOR to the
COMPANY within three working days of the occurrence of the shutdown and shall set
forth in detail the crew(s) and/or equipment involved. The COMPANY shall not be
obligated to consider claims not submitted in the manner or time specified.

Each day of shutdown claimed by CONTRACTOR shall be supported by a


"Memorandum of Work Performed" signed jointly by the CONTRACTOR's and
COMPANY's representatives.

1.19 Termination Provisions for Indefinite Delays

If, in the sole judgment of the COMPANY, it appears that pipeline construction will be
indefinitely delayed due to the lack of materials, right-of-way, funding, or other reasons,
COMPANY may cancel and terminate the CONTRACT by paying to CONTRACTOR a
sum of money equivalent to three (3) shutdown days' payments for each crew; provided,
that CONTRACTOR shall complete all unfinished items or work up to the point of
shutdown. CONTRACTOR agrees to accept the above-mentioned sum of money as
being payment in full of liquidated damages for cancellation of the contract. Payment to
the CONTRACTOR for completing work to the point of shutdown shall be made in
accordance with the normal payment provisions of the SPECIFICATIONS.

1.20 Move-Around and Skips in Construction

Should the COMPANY for any reason fail to furnish adequate materials or continuous
right-of-way for any crews, then COMPANY may require CONTRACTOR to more one
or more crews to other locations on the job. If such moves are required, COMPANY
shall pay CONTRACTOR's moving expense calculated in accordance with:

 Bid Item "Move-around or Skips in Construction", or

 At the rates for labor and equipment listed per the extra work provisions of
Paragraph 1.22 of these specifications, whichever is calculated to be less. For
the purpose of this calculation, only actual hours (involved) in the move-around
or skip shall be included.

CONTRACTOR may skip any portion of the work to be done only by consent of
COMPANY, and COMPANY shall be the sole judge as to when a skip or move back to
the work so skipped is necessary or desirable. Adequate crews and equipment shall be
furnished for the completion of work so skipped and work shall be done at a time
requested by COMPANY. Moving time will not be paid on skips permitted for the sole
purpose of expediting CONTRACTOR's operations. Skipped work shall be paid for at
unit prices as bid when said skipped work is completed.

Claims for move-around or skips in construction shall be submitted in writing by the


CONTRACTOR to the COMPANY within three (3) working days of the move-around or
skip, and shall set forth in detail the crew(s) and/or equipment involved. The
COMPANY shall not be obligated to consider claims not submitted in the manner and
time specified.

1.21 Default

Any phase of the work required of CONTRACTOR which has not been completed in
accordance with the SPECIFICATIONS shall be immediately corrected by the
CONTRACTOR.

Failure of the CONTRACTOR to make such corrections; or refusal or failure to supply


enough properly skilled workmen, equipment, supplies, or materials to perform the work;
or failure to prosecute the work with promptness or diligence necessary in judgment of
COMPANY to complete the work within the time specified in ATTACHMENT “C” shall
constitute default. In the event of default, COMPANY reserves the right:

(a) On five (5) days' notice to take possession of all or any part of such work
and the land on which the same is situated and to proceed to carry out the
agreements provided to be kept and performed by CONTRACTOR or, at
COMPANY's option, to have such work completed by another
CONTRACTOR. COMPANY shall have the right to charge against and
collect from CONTRACTOR the additional cost of any such work, over and
above the agreed price. In addition, the COMPANY shall have the right to

charge against and collect from CONTRACTOR all expense incurred by


COMPANY for acquiring equipment (purchased or rented) for such work by
COMPANY on account of such failure of CONTRACTOR, together with
any damage which COMPANY sustains by reason of such failure or default
on the part of CONTRACTOR, or;

(b) To cancel and terminate the CONTRACT unless CONTRACTOR shall,


upon ten (10) days' notice specifying the failure or default, repair or correct
such failure or default in a manner satisfactory to COMPANY. During the
period of such notice, COMPANY may, at its option, suspend all other work
under the CONTRACT without COMPANY incurring any liability to
CONTRACTOR. In the event of such cancellation, CONTRACTOR shall
be entitled to payment only for the portion of work completed by it in a
manner satisfactory to COMPANY. CONTRACTOR shall be liable to
COMPANY for all damages which COMPANY may have sustained by
reason of such failure or default.

1.22 Maintenance Work During Construction

CONTRACTOR shall be responsible for the care and maintenance of partially complete
work and finished work on all or any portion of the pipeline until acceptable by
COMPANY. CONTRACTOR shall repair at its own expense any damage to pipeline or
right-of-way due to slides, washouts, or to non-execution of the work, or from any other
cause, and shall do such reshaping of right-of-way and repairing of pipeline as may be
necessary to maintain the finished work in proper condition until acceptance by
COMPANY. COMPANY may at its sole option accept line in sections and relieve
CONTRACTOR of further responsibility concerning the accepted portion with such
acceptance being in writing. However, before acceptance of a section by COMPANY,
CONTRACTOR shall have laid and tested the line, performed all repairs to line and
right-of-way, and settled damage claims against CONTRACTOR.

1.23 Grounding and Bonding Adjacent to Power Transmission Lines

1.23.1 Grounding

Where the route of the pipeline parallels an overhead high voltage electric
transmission line, the CONTRACTOR shall provide for and maintain an adequate
grounding system to protect personnel from any electrical voltage that could be
induced into the pipe. The grounding system shall be connected to the first length
of pipe before welding begins and shall remain connected until the pipe is buried
in the ditch. Additional grounds shall be installed so that there is no more than
300 meters between grounds or any continuous section of pipeline.

The grounding system shall consist of a continuous electrical path from the pipe
metal to a 3/4" x 10' copper weld ground rod driven eight feet into the ground. If

the soil is dry and consists of gravel or sand, a gallon of saturated salt solution
shall be poured around the ground rod. The connecting wire shall be insulated
wire no smaller than No. 1/0 and shall be connected to the pipe by means of a
device that will provide a permanent electrical connection without welding or
brazing. Ground wires shall be removed after construction is complete.

While installing and disconnecting the grounding system, care should be taken to
protect personnel from electrical shock. This may be done by the use of rubber
gloves or other approved methods.

1.23.2 Bonding

Before joining two long sections of pipe, a bond shall be installed electrically
connecting the two sections of pipe before they are brought together for the tie-
in. The bond shall consist of two No. 2/0 insulated copper wires in parallel
connected to the pipe by means of a bonding device that will permit connecting
the wire to pipe without welding or brazing. After the tie-in has been made, the
bond shall be removed.

1.24 Errors, Omissions, or Discrepancies in the Contract

If the CONTRACTOR discovers any errors, omissions, discrepancies or conflicts in the


contract, or during the course of the work discovers any discrepancy between the
CONTRACT or drawings and the physical conditions of the work site, it shall
immediately so inform COMPANY in writing. COMPANY will promptly clarify such
matters and so inform CONTRACTOR. Such corrections and interpretations made by
COMPANY shall be final and binding upon CONTRACTOR. Any work affected by
such discoveries, which is performed by CONTRACTOR prior to authorization by
COMPANY, shall be at CONTRACTOR'S sole risk and expense.

Any errors or omissions in the CONTRACT or any part thereof shall not relieve
CONTRACTOR or its responsibility to perform and construct the work reasonably
required, pursuant to the generally accepted practice governing the type of work being
performed and/or constructed.

1.25 Archaeological Objects

In the event that during the performance of the work archaeological objects or similar
objects of artistic, scientific, or historical interest are discovered on the site,
CONTRACTOR shall immediately inform COMPANY and, if required by law, also
notify the proper governmental agency of such discovery. CONTRACTOR shall not
remove such objects from the immediate area, but, rather, CONTRACTOR shall hold the
same for safekeeping pending further disposition thereof by COMPANY.

2.0 PREPARATION AND USE OF RIGHT-OF-WAYS

2.1 Right-of-Way

COMPANY will provide and furnish all necessary rights-of-way; railroad crossing
permits; Federal, State, City, and County highway permits; and water crossing permits
necessary for construction of the pipeline. COMPANY shall furnish right-of-way of a

maximum width as stipulated in ATTACHMENT ‘A”. Additional widths of


right-of-way will be provided at rod, railroad, stream, etc., crossing, or where
construction needs warrant such increased widths in COMPANY's opinion.

2.2 Special Requirements by Landowners and Tenants

When acquiring right-of-way along the route of the line, it may be necessary at various
locations for COMPANY to agree to certain special requirements by landowners and
tenants. Special requirements shall be noted on separate line lists and shall be made
available to CONTRACTOR prior to its entry on those parts of the right-of-way which
are subject to such special conditions. CONTRACTOR shall comply with these special
requirements.

2.3 Preservation of Survey Stakes

Before clearing and grading right-of-way, CONTRACTOR shall accurately more survey
stakes to the edge of the temporary working easement and preserves them during all
phases of the work for use in reporting progress and locations along the line. Cost of
replacing survey stakes which have been destroyed by construction activities will be paid
by CONTRACTOR. After right-of-way has been cleared and graded, CONTRACTOR
shall set a second set of stakes in the proposed ditch line at the original location of the
survey stakes. CONTRACTOR shall accurately position such stakes.

2.4 Cutting Fences and Installing Gates

All fences shall be cut and temporary gates installed in a manner acceptable to
COMPANY (See ATTACHMENT “C”). CONTRACTOR shall install a substantial
temporary gate in every fence necessary for passage of equipment required in the
performance of the work. A permanent type gate, if required by COMPANY, shall be
installed as shown in drawing 06708300-STD-CV-04. Openings shall not exceed the
width of the right-of-way specified. Prior to cutting fences, CONTRACTOR shall
securely brace fence posts with H-braces and fasten fencing wire to maintain the original
tautness in fencing adjacent to the proposed cut. Special care shall be taken to preserve
the tautness of woven wire fencing, and it shall be rolled back using a maximum of one
cut if the fencing cannot be taken apart at an existing splice.

The span of wires in the temporary gate shall be supported and separated by wire stays.
Gates shall be provided with fasteners, preferably rope, and leverage devices which will
permit one man to open and close the gate and permit the gate to be kept taut. Gates shall
be adequate to prevent passage of livestock and shall be kept closed at all times except
during passage of men and equipment. All livestock shall be prevented from entering or
leaving, and if necessary CONTRACTOR shall furnish watchmen to accomplish this
stipulation. Gates shall be maintained in good condition until fences are permanently
repaired.

CONTRACTOR shall comply with restrictions by property owners regarding fences.


CONTRACTOR shall rebuild fences in a condition as good or better than they were
found. Where property is fenced by hedges or other types of barriers, temporary gates
shall be installed across the gaps cut for the right-of-way. When the pipeline is
completed, a permanent fence shall be installed.

2.5 Clearing of Right-of-Way

CONTRACTOR shall clear the right-of-way of boulders, rocks, trees, shrubs, grass,
weeds, crops, or other obstacles as necessary to the construction of the pipeline and in a
manner and to the width specified by COMPANY. CONTRACTOR shall prepare
right-of-way to the minimum width necessary for construction vehicles and perform work
in such a manner to cause the least possible damage, especially where right-of-way
passes over or through farm yards, groves, orchards, vineyards, gardens, lawns, valuable
timber lands, drainage or irrigation ditches, along public highways, or similar valuable
properties.

Where timber is encountered, tree stumps on the cleared right-of-way shall not project
more than two inches above the normal surface of the ground. Tree stumps in the ditch
line shall be completely removed. Tree stumps in the areas to be enclosed by fences and
roadways shall be removed. The CONTRACTOR shall remove all brush, stumps and
other loose debris from the site so that the spoil bank from the ditching operation will not
have any foreign materials that might become mixed with the excavated soil.

All merchantable right-of-way timber shall be cut and stacked as requested by the
landowner on or adjacent to the right-of-way and/or station site as directed by the
COMPANY.

Any timber used from the right-of-way and/or station site or adjoining lands by the
CONTRACTOR shall be purchased from the owner by the CONTRACTOR at no cost to
the COMPANY. If the CONTRACTOR fails to purchase any timber used by it, the
COMPANY reserved the right to make a settlement of the claim and charge the amount
paid to the CONTRACTOR.

All brush and other materials shall be disposed of or removed from the right-of-way by
the CONTRACTOR in a manner acceptable to the applicable local and Bolivian
requirements, and to the complete satisfaction of the landowner and the COMPANY.
Acquisition of permits for burning of brush or cut timber shall be the responsibility of the
CONTRACTOR.

2.6 Grading of Right-of-Way

CONTRACTOR shall grade the right-of-way so as to minimize the need for fabricated
sag bends or over bends and, as a minimum, to comply with the requirements of Section
5.1 of these SPECIFICATIONS, except where shop fabricated bends are provided by
COMPANY, grading (along with ditching) be performed in such a manner as to allow
pipe to conform naturally to the finished ditch.

Grading at crossings such as, but not limited to, roads, railroads, rivers, streams, canals,
galleys, ditches, and washes shall be of sufficient width (within the right-of-way) to allow
adequate passage of construction equipment and vehicles. Grading of the right-to-way
shall be performed in such a manner as to minimize interference with existing natural
drainage. Where terraces or diversion dams are cut, restoration shall be expected. All
grading shall be finished to restore the original drainage or flow conditions, as practicable
and shall conform to requirements of regulatory bodies having jurisdiction. Terraces and
drainage structures may be crossed by boring and jacking of the pipe under such
structures at the CONTRACTOR's option with COMPANY approval, if the integrity of
the structure can better be maintained in this way. Boring and jacking of such structures
may be required by the landowner in some instances.

CONTRACTOR shall install adequately sized conduits, as necessary, to maintain natural


drainage when constructing temporary fills for passage of equipment. Where temporary
bridges are needed, CONTRACTOR shall construct bridges of sufficient strength and
width to permit passage of all construction equipment. CONTRACTOR shall maintain
the conduits and temporary bridges in such a manner that drainage is maintained and
adjacent properties are not damaged. At any points where the right-of-way crosses
levees, drainage canals, or irrigation ditches, CONTRACTOR shall construct temporary
dikes as required to hold back water from adjacent properties.

CONTRACTOR shall place excess excavated material in piles, in order that it may be
replaced to its original position. Such material shall not be scattered along the right-or-
way and shall not be placed in low areas without approval of COMPANY. Material
removed from stream banks shall not be placed in the stream beds.

2.7 Warning Signs and Lights at Road Crossing

CONTRACTOR shall comply with all city, county, or state regulations as to placing
warning signals and lights. In the absence of such regulations, CONTRACTOR shall
place warning signs, visible 500 feet during daylight, and warning lights, visible 500 feet
during darkness, in both directions of traffic. Signs shall be located a minimum of three
hundred (300) feet from pipeline crossings. It shall also be required that warning lights
be set and kept lit on each side of such road crossings immediately adjacent thereto.
Warning signs shall be readable at one hundred (100) feet.

2.8 Access and Construction Roads

The right of ingress to and egress from the rights-of-way furnished by COMPANY shall
be limited to points where such right-of-way intersects public roads rights-of-way.
Arrangements for other access, use of existing privately owned roads, construction of
temporary roads, or building of bypass roads due to terrain shall be made by
CONTRACTOR at its expense. CONTRACTOR shall obtain written agreements from
the landowner or from regulatory agencies for such access, and shall furnish COMPANY
with a copy of each written agreement. Immediately following final use of the access or

roads, CONTRACTOR shall obtain releases from the landowners or regulatory agencies
and furnish COMPANY with a copy of compliance with state laws or regulations, if any.

2.9 Blasting

When blasting is necessary to grade the right-of-way, the stipulation on blasting in the
DITCH provisions of the SPECIFICATIONS shall be complied with by the
CONTRACTOR.

2.10 Limitations of Right-of-Way

COMPANY reserves the right to limit the distance CONTRACTOR may prepare
right-of-way ahead of laying crews. If COMPANY makes a separate arrangement for the
hauling and stringing of line pipe and casing on the job, CONTRACTOR will not be
responsible for claims by the Motor Carrier for detention time caused by the limitation of
right-of-way.

2.11 Keeping Right-of-Way Clean

CONTRACTOR shall arrange the maintenance and servicing of work equipment and
vehicles so as to keep the right-of-way and adjacent land free of gasoline and oil spills
and discarded parts. Right-of-way and adjacent land shall be kept free of all debris
brought onto the job by CONTRACTOR including, but not limited to, waste, oil, grease
cartridges, oil cans, containers, skids, scrap pipe or cuttings, coating material and welding
electrodes. Each work crew shall be responsible for cleaning up its debris on a daily
basis. Such debris shall be disposed of as approved by COMPANY.

2.12 Fence Stiles and Mile Post Markers

When fence stiles and mile post markers are removed to facilitate construction, they shall
be placed at one edge of the right-of-way and reinstalled by CONTRACTOR in their
original locations when fences are permanently repaired.

2.13 Protection of Pipelines, Telephones, Conduits, etc.

CONTRACTOR shall be responsible for locating pipelines, telephone conduit, and other
underground structures of COMPANY or others, and shall take precautions to avoid
damaging these facilities. CONTRACTOR shall be liable for all repairs, loss of revenue,
or other losses occasioned by damage to such structures. Some such facilities are shown
in their approximate location on the construction alignment sheets provided by the
COMPANY. These facilities will be marked by the survey party during the pre-
construction staking. This is for information only and in no matter relieves the
CONTRACTOR of the responsibilities set forth above. All repairs shall be made
promptly.

All pipelines, utilities, or other underground structures exposed shall be supported and
protected from damage. Backfilling operations shall be conducted such that adequate

compassion is maintained so that movement of existing facilities does not occur. Matting
or other appropriate methods shall be used as required to prevent damage to underground
facilities.

2.14 Notification to Outside Companies/One Call System

CONTRACTOR shall be responsible for notifying pipeline, telephone, power, and other
companies or agencies who have structures above or below ground across the
construction route, or near enough to the construction route that there could be damage
during construction. Such notification could be accomplished by contacting the
appropriate one call system (if applicable). CONTRACTOR will provide COMPANY
with a record of all notifications. Notification shall be sufficiently in advance of
construction activities to allow for a representative to be present during construction.

3.0 UNLOADING, HAULING AND STRINGING

3.1 Qualification

If CONTRACTOR does not own adequate equipment to perform the unloading, hauling,
and stringing operations, it may subcontract such work to a licensed Motor Carrier with
COMPANY's approval. Under no circumstances shall CONTRACTOR lease or rent
equipment to perform the work.

3.2 Permits and Licenses

CONTRACTOR or any SUBCONTRACTOR that it employees to transport pipe or other


materials for the job, shall secure appropriate permits from the appropriate Federal and
State agencies authorizing them to perform the types of transportation service required
for the job. CONTRACTOR shall secure all necessary permits and licenses at its own
expense for such transportation services as well as for the operation, hauling, and
transportation services as well as for the operation, hauling, and transportation of its
equipment. All such transportation services shall be performed in strict accordance with
all federal, state, and local statutes and regulations applicable thereto and at the rates and
in accordance with all the provisions of the tariffs applicable thereto.

3.3 Delivery of Pipe

CONTRACTOR shall designate the unloading points for all line pipe, river pipe, and
casing, and the quantity of pipe to be shipped to each point. Where circumstances do not
permit pipe to be hauled and strung directly to the job site, COMPANY shall make
arrangements for intermediate storage at locations on an alternate site.

When storage is required, the method of stacking and number of tiers to which the pipe
may be placed shall be designated by COMPANY as shown in 06708300-STD-PL-12.
Where the storage site is not adjacent to the unloading point, CONTRACTOR shall haul
the pipe from the unloading point to the storage site for stacking. CONTRACTOR shall
subsequently haul the pipe from the storage site and string it along the right-of-way.

COMPANY will not be responsible for and will not honor any claims for time lost, or
claimed to have been lost, or any other expenses of CONTRACTOR due to a delay in
delivery of pipe unless caused by the omission or neglect of COMPANY.

3.4 Demurrage

CONTRACTOR shall be responsible for demurrage on railroad cars due to its failure to
promptly unload cars and material when the delay is caused by its negligence, insufficient
equipment or labor, or equipment breakdown.

3.5 Inspection of Materials

CONTRACTOR and COMPANY shall jointly inspect all pipe and other materials upon
transfer of custody to CONTRACTOR. Damage incurred prior to this inspection shall be
noted and marked by CONTRACTOR, and damaged items shall be segregated for further
handling. CONTRACTOR will be liable for damage incurred following this inspection.

3.6 Handling of Pipe

In loading and unloading onto or from railroad cars and trucks, pipe shall be lifted with
devices that will not damage pipe or its coating such as wide fabric slings, soft lift hooks
fitted to the curvature of the pipe, adequately padded calipers, or other COMPANY
approved devices. In loading pipe joints, each joint shall be lowered to position without
being dropped or knocked against other joints and each succeeding joint shall be placed
evenly, as practicable, with other loaded joints. Pipe shall be loaded in such a manner
that flexing and shifting of the pipe during hauling will be avoided. After loading,
suitable fabric straps shall be used to secure the pipe to the truck.

Where yard coated pipe is involved, truck bolsters shall be at least twelve (12) inches
wide and well padded to distribute the pressure on the coating. Pads shall be provided
between the coated pipe and the fabric strips used for securing the load. The bolsters are
to be kept free of debris.

3.7 Hauling and Stringing

CONTRACTOR shall string pipe ahead of the ditching operation, unless unusual
circumstances should warrant COMPANY's approval to string after the ditch is
excavated.

Hoisting equipment shall be used to off-load pipe; pipe shall not be rolled off of trucks.
When handling coated pipe, extreme care shall be taken to prevent damage to the coating.
Coated pipe shall be strung on padded skids, and shall be free from contact with the
ground, rocks, stumps, or other debris that could cause damage to the coating. Where
authorized by COMPANY, such as in areas of loose, sandy soil free from rocks or other
deleterious objects, coated pipe may be strung on the ground. Concrete coated pipe shall
be strung on the ground, or on a sufficient number of skids to prevent damage to the
concrete coating.

Gaps shall be left between adjacent lengths of pipe at suitable intervals and at all well
defined trails to permit the free passage of livestock or vehicles during the time interval
between stringing and other construction operations. Where the right-of-way crosses
rough terrain, special care shall be exercised in lowering the pipe from the truck to see
that pipe is not dropped on rocks or allowed to rest on start and jagged surfaces.
Dragging of pipe will not be permitted.

Pipe shall be properly placed by size, weight. Any moving of pipe resulting from failure
to comply with these requirements shall be at CONTRACTOR's expense. Pipe shall be

placed at a suitable distance from the staked line and strung in proper amounts to avoid
moving pipe forward and backward or stringing surplus line pipe in an area.

Where it is impossible to string pipe, such as at river, railroad, and highway crossings, or
in swamps or marshes, CONTRACTOR shall stack pipe at COMPANY furnished
locations convenient to the particular work and satisfactory to COMPANY.

3.8 Stringing Where Blasting is Required

Where it is evident that blasting of the ditch will be required, CONTRACTOR shall not
string pipe until all blasting operations have been completed. Where the necessity for
blasting develops after the stringing of pipe has been done, CONTRACTOR shall take all
necessary steps to completely protect the pipe and pipe coating from damage during
blasting operations.

3.9 Damage to Pipe

CONTRACTOR shall exercise all reasonable care to avoid damage to pipe, pipe ends,
bevels, and coating, in its unloading, hauling, and stringing operations. CONTRACTOR
shall pay COMPANY for all pipe it damages, and at its expense, shall cut out, bevel,
weld pipe, or repair coating where necessitated by such damage.

4.0 DITCH SPECIFICATION

4.1 Ditch Dimensions

The minimum dimensions of the finished ditch shall conform to the table shown. The
depth of the ditch shall be measured from the level of the graded ground on each side of
the ditch.

When pipeline is within 50 feet of any private dwelling or building where persons work
or congregate, an additional 12 inches of cover shall be provided. Payment to be

4.2 Finished Ditch

CONTRACTOR shall excavate ditch along the staked line established by COMPANY.
The finished ditch shall be free of rocks, hard clods, stumps, roots, or other debris which
would damage the pipe or coating when the pipe is lowered into the ditch. All tree roots
shall be cut flush with the side wall and bottom of the ditch to prevent contact with the
pipe. The bottom of the ditch shall be graded and contoured so that the pipe will have a
substantially continuous and uniform bearing.

CONTRACTOR shall excavate the ditch in such a manner as to minimize the need for
fabricated sag bends or over bends and, as a minimum, to comply with the requirements
of Section 5.1 of these SPECIFICATIONS. To insure this condition is met, the
CONTRACTOR shall proceed with the construction of the pipeline in the following
order: dig the ditch, bend the pipe to fit the ditch, complete the welding, lower the pipe
and backfill. It is the intent of this requirement that insofar as practical, as determined by
COMPANY, ditching be performed in such a manner as to allow pipe to conform
naturally to the finished ditch. This shall be accomplished by cutting the approaches and
crests of ridges and hills slightly deeper by gradually adjusting the cutting depth of the
ditching machine. Similar adjustments to cutting depth shall be made to approaches to
locations such as, but not limited to roads, railroads, water courses, terraces, ravines,
galleys, ditches, and washes. Such adjustments to depth will not be considered "extra
depth" ditch. Where over bends or side bends are required, ditch shall be excavated to
provide proper distance between the inside of the bend and the bottom or side of the
ditch. Such adjustments to depth will not be considered as "extra depth" ditch for the
purpose of compensation.

CONTRACTOR shall prevent vegetation or other foreign material from being mixed
with the spoil that will be used to backfill the trench. Should cave-in of the ditch occur
before the pipe is lowered, CONTRACTOR shall restore the caved-in section of the ditch
to its original depth.

To prevent damage to the coating, as illustrated in Section 4.1, CONTRACTOR shall


place six (6) inch pads of loose soft earth, free of clods and rocks, and other hard objects,
about two (2) feet long in the ditch so that the bottom of the pipe shall be a minimum of
4" above the bottom of the ditch throughout the suspended lengths. The dirt shall be
tamped down before the laying of the pipe in the ditch. In lieu of the pads,
CONTRACTOR may place earth or sand filled bags in the ditch, particularly where rock
is encountered at crossings of water courses.

4.3 Normal Excavation

Earth, sand, loose or broken rock, rock mixed with earthen material, and soft rock such as
calcite, all of which can be removed with mechanical ditch excavating machinery is
classified as normal excavation. Mechanical ditch excavating machinery shall include
but not be limited to wheel type ditchers, beaches, drag lines, rotors, rock plows, rippers,
and similar type equipment. For protection of existing facilities, see Section 2.0.

4.4 Normal Ditch in Pipeline Corridors

Where the new line is in close proximity to an existing line, the ditch shall be stepped as
shown on drawing 06708300-STD-PL-19

4.5 “Double” Ditching/Separation of Top Soil

There are certain properties on the right-of-way where "double" ditching may be
required. In such cases, the CONTRACTOR shall remove the top soil, segregated it from
the remaining ditch spoil, and following the backfill operation, replace the top soil as
close as possible to its original position. Any surplus soil that cannot be returned to the
ditch shall be hauled away and disposed of at locations satisfactory to the COMPANY.

When rock is encountered, soil cover shall be stripped from the surface of the rock, kept
separate from the excavated rock, and preserved as padding material to be placed around
the pipe or for replacement as top soil. When necessary additional dirt is shall be hauled
to the site to complete the backfill.

4.6 Rock Excavation

Rock excavation is defined as solid rock which must first be broken up by means of
drilling and blasting, or by pavement breakers, before excavation can be accomplished.
COMPANY reserves the right to approve the method used for rock excavation.

The CONTRACTOR shall use all practical means of excavation with mechanical ditch
excavating equipment before resorting to drilling and blasting unless it is obvious in
COMPANY's opinion that rock excavation is required.

Rock excavation shall meet the following depth SPECIFICATIONS:

(a) Standard Depth Rock Excavation

Where rock is encountered at the surface of the ground, ditch shall be excavated
in accordance with the ditch dimension table for rock excavation. When rock is
encountered below the ground surface, ditch shall be excavated to place the top
of the pipe six inches (6") below the surface of the rock with a minimum total
cover of eighteen inches (18"). Total depth of the ditch will then include the
eighteen inches (18") of cover plus the pipe diameter plus six inches (6") of
padding soil. Standard depth rock excavation shall be computed on a linear foot
basis measured along the ditch line (see Rock Excavation Table in Section 4.1).

(b) Extra Depth Rock Excavation

Rock shall be excavated to provide cover in excess of standard depth where


required by COMPANY. In such cases, COMPANY shall specify the minimum

cover required, and CONTRACTOR shall excavated rock as needed to comply


with the stipulation.

4.7 Excavation and Shoring

All trenches dug shall be sloped to the proper angle of repose (see 06708300-STD-CV-
07). Trenches dug more than 5' in depth shall be shored. And laid back to a stable slope,
or some other means of protection provided if employees may be exposed to cave-in,
unless state or local code requires that trenches of a lesser depth be shored or sloped.
When field conditions so require, trenches less than 5' in depth shall be shored or sloped,
state or local code notwithstanding. This determination shall be made by the
CONTRACTOR with COMPANY approval.

All excavated material must be placed a minimum of 2' back from the edge of the trench.

Excavations near to or reaching the footing level of an existing structure must have
shoring adequate to support the additional load transmitted by the structure foundation. If
shoring will not provide adequate support, or if the excavation is too near the structure to
allow shoring, adequate underpinning of the existing structure must be provided. The
presence of hydrostatic pressure must not be overlooked.

4.8 Blasting

Before any blasting is done, CONTRACTOR shall obtain necessary permits at its
expense and shall notify all regulatory authorities, any operators of existing pipelines
within the vicinity, as well as occupants of nearby buildings, stores, houses, or places of
business. Farmers must be notified in sufficient time to protect property or livestock. No
blasting shall be performed unless COMPANY is present. No mobile radios or similar
equipment shall be used when blasting is being done. In performing blasting operations,
CONTRACTOR shall employ qualified personnel that are experienced in the handling of
explosives. At COMPANY's option, CONTRACTOR shall provide evidence as to the
qualifications of said personnel. CONTRACTOR shall excavate to obtain only the depth
of ditch required and shall blanket the ditch with spoil or blasting mats to contain the
blast.

If rock is scattered over the right-of-way or adjacent property during the blasting
operations, CONTRACTOR shall clean up the rock, haul it from the premises, or bury it
to the satisfaction of the COMPANY and/or others. CONTRACTOR shall use extra
precautions in blasting near telephone, telegraph, or electrical conduits, water lines, water
wells, springs, pipelines, and other underground and above ground structures.

4.9 Ditching by Hand

In cases where shrubbery, trees, or valuable growing timber are encountered in the
right-of-way and in locations where, in the opinion of COMPANY, the use of mechanical
ditch excavating machinery may result in unnecessary damage to property,
CONTRACTOR shall excavate the ditch by hand.

4.10 Additional Depth of Ditch at Certain Locations

CONTRACTOR shall provide extra depth ditch at no additional compensation as part of


its normal ditching operations, when necessary for:

(a) Crossing or Terrain

When ditching short distances across or adjacent to locations such as, but not
limited to, highways, railroads, water courses, farming terraces, and at points
where the contour of the earth may require additional depth to eliminate bends,
CONTRACTOR shall excavate to the necessary depth.

(b) Tie-ins to Existing Lines

CONTRACTOR shall excavate to the required depth to tie-in to the pipeline


system without using hot bends except where approved by COMPANY. Price to
be included under BID 1.

(c) Crossing or Paralleling Other Facilities

When trenching operations parallel or cross existing above ground or


underground facilities, such as pipelines and cables, CONTRACTOR shall
exercise extreme care to prevent any damage to these facilities. When trenching
operations parallel existing facilities, the spoil bank shall be placed so that the
subsequent construction operations may be accomplished without operating
heavy equipment over the existing facility. CONTRACTOR shall give proper
notification to the respective designated authorities, including the one call system
that have jurisdiction over such facilities, prior to the commencement of any
excavation at these locations, and CONTRACTOR's operations at these locations
shall be governed by the requirements of the respective authority.
CONTRACTOR shall obtain prior permission from the respective authority and
shall expose such underground facility by hand excavation prior to performing
any machine excavation near the facility. Respective authorities may require
their facilities to be exposed by their own employees prior to commencement of
CONTRACTOR's excavation near their facilities. CONTRACTOR shall provide
the required trench to allow installation of the pipeline either below or above
existing facilities particularly high pressure pipelines with a minimum clearance
between the facility and the pipeline of 24 inches. Provided that the minimum
cover stipulations are met, generally, the pipeline shall be installed below such
underground facility unless such facility exists at extreme depth that would
render such an installation impractical and permission is granted to COMPANY
by the respective authority to install the pipeline above the facility.

When the right-of-way easement of Job Description specifies that the pipeline
shall have more than the normal amount of cover at locations other than those

mentioned above, CONTRACTOR shall excavate to the specified depth for the
distance involved.

4.11 Drain Tile

When drain tile, plastic pipe or other similar drainage items are encountered,
CONTRACTOR shall dig the ditch so that the pipeline shall be laid over or under such
tile with a minimum clearance of twelve inches (12"). When any active drain tile is
damaged, cut, or removed, it shall be repaired immediately in such manner that the drain
tile can function properly.

4.12 Water Courses

CONTRACTOR shall provide a minimum of five feet (5') of cover under the bottoms of
rivers, creeks, ravines, man-made drainage ditches, irrigation ditches, and other water
courses unless otherwise specified in ATTACHMENT “A”, attached drawings, or special
requirements of public or private agencies. The depths of ditches in the approaches shall
be in accordance with profiles supplied by COMPANY or Permitting Agencies, or in
accordance with the requirements stipulated herein under Finished Ditch (4.2).

4.13 Crossings for Property Owner

When the ditch is excavated through lands where livestock is confined or through
cultivated fields where it is desirable for landowner or tenant to have a passage way
across ditch, CONTRACTOR shall provide safe temporary bridges or leave dirt plugs for
crossing the ditch wherever necessary in the opinion of COMPANY.

4.14 Drainage Through Spoil Bank

Certain areas, such as cultivated fields, may require provisions for water drainage through
the spoil bank to prevent flooding. CONTRACTOR shall provide such drainage as
required and shall assure that the ditch is free of standing water when pipe is lowered in.
Existing artificial and natural drainage courses shall be kept in functional condition.

4.15 Limit of Open Ditch

Total amount of open ditch shall not exceed three (3) miles at any time unless prior
approval of COMPANY.

5.0 BENDING, ALIGNING AND WELDING PIPE

5.1 Bending

The CONTRACTOR shall make field pipe bends only where it is necessary to make the
pipeline conform to the finished ditch contour. Only cold bending shall be permitted
using bending equipment approved by the COMPANY. Each bend shall have a smooth

contour and be free from buckling, cracks, or other mechanical damage. Bends shall be
made with a tangent of at least 5 feet on each end. Pipe with longitudinal welds shall be
bent with the weld aligned as near as practical to the neutral axis of the bend. Each girth
weld located where the stress during bending causes a permanent deformation in the pipe
shall be radiographic ally examined after the bending operation and meet the
requirements of Section 5.14. Care shall be exercised to prevent damage to the pipe
coating during bending operations. Concrete coated pipe shall not be bent.

Field bending of grade X60 or higher pipe shall not exceed 3/4 of a degree of bend for
each length of pipe equal to the pipe diameter. For grades below X60, bending shall not
exceed 1-1/2 degrees of bend for each length of pipe equal to the pipe diameter. All sag
bends shall conform to the ditch. Over bends shall be made so as to provide 6 inches to 8
inches of clearance between the pipe and the ditch bottom. Likewise, the outside radius
of the side bends shall rest near the outside ditch wall. The curvature of the bend shall be
distributed throughout as great a length of pipe as possible. Any bend that does not
conform to the above requirements or does not fit the ditch to the satisfaction of the
COMPANY shall be cut out and replaced at the CONTRACTOR's expense. All bends
shall allow passage of an internal magnetic inspection tool.

5.2 Prefabricated Bends

The COMPANY shall furnish prefabricated bends for installation at specific locations
where, in its judgment, the use of such bends is preferable. The COMPANY will advise
the CONTRACTOR of the locations where they are to be installed. All prefabricated
bends shall allow passage of an internal inspection tool. Use of any fittings other than
prefabricated bends supplied by the COMPANY shall be approved by the COMPANY.

5.3 Internal Cleaning

The CONTRACTOR shall remove all foreign material from the interior surface of each
joint of pipe with a swab before alignment for welding. Alternate methods may be used
if approved by the COMPANY.

5.4 Covering Pipe Ends

Open ends of welded sections of pipe shall be covered to prevent the entrance of water,
skids, animals, or other obstructions which would interfere with the final cleaning of the
pipe. The covers shall be secured to the pipe using mechanical fasteners and shall not be
removed until tie-ins are made. Tack welding of covers to the pipe or use of covers with
securing devices that mar or damage the pipe shall not be permitted unless authorized by
the COMPANY.

5.5 Installing Pup Joints

The CONTRACTOR shall, on a daily basis, pickup, haul, and install pieces of pipe
(pups) which have been cut off for any reason other than rejected pipe as specified in
Section 5.6. The minimum length of the pups shall be 3 feet for nominal 4 inch OD

through 12 inch OD pipe, 4 feet for nominal 14 inch OD through 20 inch OD pipe, 5 feet
for nominal 22 inch OD through 30 inch OD pipe, and 6 feet for nominal 32 inch OD,
and 6 feet for nominal 32 inch OD and larger pipe. The CONTRACTOR shall not allow
short pieces of pipe to accumulate but shall move them ahead of the stringing operations
and weld them into the pipeline intermittently. Only pipe and pups of the same wall
thickness shall be welded together. Pipe shorter than the minimum lengths, including
trimmings, shall be transported by the CONTRACTOR to a COMPANY designated
salvage area. CONTRACTOR shall bevel all remaining pups with a length of 3 feet or
longer.

5.6 Pipe Defects

The CONTRACTOR shall not install any pipe which has been damaged. Pipe containing
lacerations, deformations, gouges, laminations, split ends, or other defects shall be cut out
as required by the COMPANY. All damaged pipe shall be set aside and not moved from
the location until the COMPANY has had an opportunity to inspect and evaluate the
damage. Rejected pipe shall be transported by the CONTRACTOR to a COMPANY
designated salvage area.

5.7 Aligning Pipe for Welding

5.7.1 Line-Up

Pipe shall be placed on skids with adequate clearance from the ground to
accommodate welding. Sufficient skids shall be used to properly support the
pipe and to insure safe working conditions. Coated pipe shall be placed on
padded skids. Pipe shall be handled in such a manner to prevent damage to pipe
walls and coating. Pipe shall be placed over or parallel to the ditch in such a
manner that, when the pipe is lowered, all bends shall lay in the ditch at the
proper locations. The CONTRACTOR shall align the pipe to provide adequate
slack when lowered. The alignment of abutting ends shall minimize the offset
(high-low) between surfaces. The offset shall not exceed the requirements of
Section 4.2 of API 1104.

5.7.2 Line-Up Clamps

For 6 inch OD pipe and larger, the CONTRACTOR shall use internal line-up
clamps to position and space the pipe ends for welding. Clamp tension shall not
be released until the stringer (root) bead is complete and the pipe joint properly
supported with adequate ground clearance for additional weld passes. The
COMPANY may, where it is impractical to use internal clamps, allow use of
external clamps provided the clamp tension is adequate to provide proper
alignment and spacing of joints. External clamps shall not be released until the
pipe is properly supported and a minimum of 50 percent of the stringer bead is
complete in approximately equal segments uniformly spaced around the
circumference of the pipe.

5.8 Welding and Welding Procedures

All welding shall be performed per the requirements of API 1104 (latest edition),
"Standard for Welding Pipelines and Related Facilities". The CONTRACTOR shall use
COMPANY welding procedures listed in 06708300-STD-PL-21. The CONTRACTOR
shall qualify the procedure per API 1104 and Section 5.14 of these SPECIFICATIONS;
procedure qualification shall be witnessed by a COMPANY representative. Before the
start of construction, the CONTRACTOR shall furnish three (3) copies of the qualified
welding procedures (WPS's) and supporting procedure qualification records (PQR's) for
review and approval by the COMPANY welding engineer or designated representative.

5.9 Welding Equipment

All welding equipment used on the project shall be satisfactory to the COMPANY and
kept in good mechanical order to produce sound welds. Any equipment or supplies not
satisfactory to the COMPANY shall be replaced by the CONTRACTOR as directed by
the COMPANY.

Welding machines shall have a minimum NEMA rating of 200 amperes, 35 volts, 60
percent duty cycle. Welding machines shall have adequate controls to obtain output
adjustments for all shielded metal arc welding (SMAW) requirements and be maintained
in good condition for the full rated output. CONTRACTOR shall furnish sufficient
meters, portable or permanent, to allow monitoring of voltage and amperage of each
welding machine. COMPANY shall monitor voltage, amperage, and electrode travel
speed periodically during the welding work. Any defective or erratic welding machines
shall be repaired or replaced before welding is allowed to proceed. Welding cables shall
be of sufficient capacity and condition so the voltage drop in full cable length does not
exceed 10 percent.

Splices in welding cable shall be made in a skilled manner that assures a secure
connection which will not heat up while in service. Splices shall be suitably insulated to
prevent electrical shock hazard to field personnel.

Electrode holders shall be fully insulated and as light as practical with whips
approximately 10 feet long. Electrode holders and electrodes shall not be placed in water
for cooling purposes. Grounding shall be done in the weld groove or weld metal.
Ground attachment devices shall have as large a contact area as practical and shall be
designed to firmly grip the pipe and not arc. Arc strikes due to poor grounding shall be
considered equal in severity to welding electrode arc strikes and shall be removed from
the line by cutting out and replacing a cylinder of pipe containing the defect at the
CONTRACTOR's expense.

5.10 Welding Electrodes

Welding electrodes shall be stored in original hermetical sealed containers or in


COMPANY approved "electrode ovens" or "rod caddies" to avoid damage or
contamination of the electrode coating. Electrodes shall be handled in such a manner to

avoid contamination or coating damage. Any electrodes subjected to moisture absorption


or coating damage shall be discarded. When "low hydrogen" electrodes are required,
particular attention shall be given to storing and handling per the manufacturers
recommendations.

5.11 Preheat Equipment

All preheating shall be done with propane torches or electric resistance heating pads.
Acetylene torches shall not be used. Where propane torches are used, internal preheating
equipment shall be used unless otherwise authorized by the COMPANY. Internal heaters
shall be fitted with a device which will limit the depth of entry into the pipe from the
weld area to minimize damage to external pipe coating. Heaters shall be rotated or
rocked to heat the pipe uniformly around the entire circumference. Preheat shall be per
the applicable qualified welding procedure(s).

5.12 Welder Qualification

All welders shall be tested and qualified per the requirements of Section 3.0 of API 1104,
and Section 5.14 of these SPECIFICATIONS. Welder qualification shall be performed
per a COMPANY approved welding procedure, qualified per Section 5.8 of these
SPECIFICATIONS. All qualification tests shall be witnessed by a representative of the
COMPANY. Each welder shall be evaluated by visual, nondestructive, and destructive
testing. The CONTRACTOR shall furnish the destructive testing apparatus; testing
equipment shall have been calibrated within 90 days of welder qualification.

5.13 Welder Identification

Each welder passing the qualification test shall be issued an identification number and
shall identify his weld or portion thereof with a non-indenting, weather resistant surface
mark. In the event a welder leaves the job, his identification number shall not be used by
another welder.

5.14 Standards of Acceptability

5.14.1 Standard Service

All welds shall meet the standards of acceptability in Section 195.228 of the
DOT Regulations. In addition, the following requirements shall apply:

5.14.1.1 Any arc strike and/or crack shall be removed from the line by cutting
out a cylinder of pipe containing the defect(s).

5.14.1.2 Any weld with an indication from radiographic inspection which is


darker than the parent metal shall be repaired.

5.14.1.3 Any weld with multiple defects may be repaired; however, only one
repair of a weld shall be allowed.

5.14.2 Special Service

When construction is performed on refined products in metropolitan and


environmentally sensitive areas, chemicals or offshore pipelines additional
SPECIAL SERVICE requirements shall apply as follows:

5.14.2.1 Inadequate penetration, incomplete fusion, burn through, hollow bead,


or slag shall not be allowed in the stringer bead in any weld.

5.14.2.2 Porosity exceeding 1.16 inch in diameter or slag exceeding 1/16 inch
in width shall not be allowed in any weld.

5.14.3 Inspection

Visual inspection supplemented by radiographic inspection shall be used to


determine acceptability. Radiographic inspection shall be performed according
to the COMPANY supplied written procedure that meets, as a minimum, the
requirements of Section 8.0 of API 1104. Radiographic testing shall be 100%

5.15 Repair of Defective Welds

5.15.1 General

Welds that do not meet the requirements of Section 5.14 shall be repaired or
replaced within the next workday and prior to lowering the pipe into the ditch
and backfilling. In the event pipe with a defective weld is installed in the ditch or
installed in the ditch and backfilled, the CONTRACTOR shall expose the
defective weld and repair or replace same at CONTRACTOR's expense.

5.15.2 Repairable External Defects

The following external defects shall be considered repairable:

5.15.2.1 Excessive reinforcement (high cap)


5.15.2.2 External concavity (low cap)
5.15.2.3 External undercut
5.15.2.4 Lack of fusion (cold lap)
5.15.2.5 Surface porosity (pin holes)

5.15.3 Repairable Internal Defects

5.15.5 Removal of Defects

Repairable defects shall be removed by grinding without damaging the pipe wall
adjacent to the weld. Removal of internal defects shall result in a grove with 30
degree bevel angle, plus 5 degrees, minus 0 degrees.

5.15.6 Repair Procedure

Immediately prior to welding, the entire weld shall be uniformly preheated to a


minimum of 250 degrees F. The preheat shall be maintained until the repair is
completed. The repair shall be made using the same electrodes and welding
procedure used for the original weld.

External defects shall be repaired by striking an arc in the weld and running weld
metal across the defect and back into the weld before breaking the arc. At the
COMPANY's option, more than one repair may be made to external defects
provided the repair does not adversely affect the mechanical or metallurgical
properties of the pipe. If, in the opinion of the COMPANY, a repair would
adversely affect the pipe, the defect weld shall be removed from the line and
replaced.
5.15.7 Inspection

External defect repairs shall be visually examined. The COMPANY reserves the
right to radiographically examine any external defect repair.

Internal defect repairs shall be radiographically examined.

All repaired welds shall meet the requirements of Section 5.14. Any weld which
fails to meet these requirements shall be removed from the line and replaced.

5.16 Test Welds

The COMPANY reserves the right to cut any weld from the pipeline and to test the weld
for conformance with these SPECIFICATIONS. If the weld proves satisfactory when
tested, the COMPANY shall reimburse the CONTRACTOR for the cost of replacing the
weld, except that the COMPANY shall be permitted to cut out one (1) test weld from the
line made by each welder at no cost to the COMPANY. If the test weld fails any of the
COMPANY's examinations, the welder shall not be permitted to continue welding on the
pipeline. If two (2) or more welders participated in making the weld which failed, the
CONTRACTOR and the COMPANY shall jointly determine which welder or welders
were responsible for the defective work. All welds which fail a test shall be replaced at
no expense to the COMPANY.

The COMPANY shall, whenever possible, cut test welds from the pipeline in such a
manner or at such a time to result in minimum replacement cost. If it is not possible to
pull the pipe back into position after a weld has been removed, a pipe nipple with a
minimum length of that established for "pup" joints in Section 5.5 shall be installed to
close the line.

5.17 Unsatisfactory Welding Performance

The CONTRACTOR shall take every precaution to produce welds which meet the
requirements of these SPECIFICATIONS by the initial welding process. Should the
number of welds failing to meet these SPECIFICATIONS exceed 10 percent of the total
welds in a working day, the COMPANY reserves the right to suspend welding operations
until problems are identified and corrective measures submitted for the COMPANY'S
approval.

All of the CONTRACTOR's costs associated with unsatisfactory welding shall be at the
CONTRACTOR's expense.

5.18 Partially Completed Welds

At the end of each workday, all welds started shall be hot passed. No more than two (2)
welds per firing line welder shall be left unfinished at the end of the day. Before welding
starts on any weld partially completed during a previous workday, the weld and the base
metal shall be uniformly preheated to a minimum 250 degrees F. Care shall be taken to
prevent damage to the pipe coating while preheating.

5.19 AC Grounding/Residual Magnetism

Pipe fabrication and installation may be done near high voltage AC power lines. The
CONTRACTOR shall take all necessary precautions to ensure any induced AC voltage
and current is limited to levels that are not dangerous to personnel nor deleterious to
welding.

Monitoring, grounding, and protection of personnel shall conform to applicable sections


of the National Association of Corrosion Engineers Standard RP-01-77 (latest edition).
Grounding and bonding shall also conform to the requirements of the GENERAL
SPECIFICATIONS.

If welding problem such as "arc blow" occurs due to working near AC power lines or due
to any form of residual magnetism in the pipe, the CONTRACTOR shall provide the
necessary means to overcome the problem to produce sound welds without additional
cost to COMPANY.

6.0 COATING JOINTS, BENDS AND REPAIRS

6.1 General

The COMPANY shall furnish pipe to the CONTRACTOR with a plant applied coating.
Both ends of each pipe length shall have the coating removed for a distance of
approximately 6" (cut back) to accommodate welding. The CONTRACTOR shall apply
coating to each field joint and bend after welding has been completed and the weld
accepted by the COMPANY. Coatings shall not be applied until welds/bends have been
accepted/approved by Company inspector. Any damaged coating shall be repaired by the
CONTRACTOR as directed by the COMPANY. All material required for field joints
and bends, coating of valves and flanges, repair of damaged coating, and repair of coating
holidays shall be furnished by COTRACTOR.

6.2 Materials and Storage

6.2.1 Material to be used for job and application shall be as described in


ATTACHMENT “A”.

6.2.2 All materials shall be stored in a dry warehouse and transported to the job site in
a covered conveyance. All materials shall be kept at a temperature of at least
40ºF. Stacking of coatings shall be in accordance with the manufacturer
recommendations.

6.3 Patching and Holiday Repairs

6.3.1 Coating defects shall be repaired with material as described in 06708300-PL-05.

6.3.1 All defects disclosed by holiday detector and defects occurring from mechanical
damage shall be repaired by the CONTRACTOR. Prior to any repairs, the area
surrounding the holiday shall be trimmed and cut smooth (feathered). The repair
area shall be abraded utilizing 80 grit carborundum cloths.

6.4 Handling of Coated Pipe

6.4.1 Coated pipe must be handled at all times with equipment designed to prevent
damage to the coating and to the pipe. The use of tongs, bare pinch bars, chain
slings, rope slings without padded canvas covers, canvas or composition slings
with protruding rivets, pipe hooks without proper padding, or any other handling
equipment found to be injurious to the pipe or coating shall not be permitted.

6.4.2 Any pipe on which the coating is damaged or which, in the opinion of the
Company may have been damaged in the lowering-in or handling operation, shall
be removed from the ditch, retested, patched if required, and recovered without
additional cost to the COMPANY.
6.4.3 Walking on coated pipe at any time or located shall not be permitted.

6.5 Inspection

6.5.1 All pipe shall be grounded prior to inspection with a holiday detector. See
General Requirements Section 1.3.1 for grounding procedures. Immediately
before lowering the pipe in the ditch, the plant applied coating, field joint
coating, and any coating patches shall be inspected visually and with a holiday
detector approved by the COMPANY. The detector shall be an AC type and
operated at a minimum output of 14,000 volts. The CONTRACTOR shall supply
proper instrumentation to verify the inspection voltage. COMPANY shall
monitor the inspection voltage at least twice each work day. Any inspection
equipment which cannot achieve the minimum inspection voltage shall be
replaced by the CONTRACTOR. The exploring electrode shall have a travel
speed of one foot per second or less. The detector shall be used only when the

coated pipe surface is dry. Any holiday found shall be repaired per Project
Specifications.

6.5.2 Fittings coated with approved mastic shall be inspected using a wet sponge type
of DC holiday detector. The inspection voltage shall be 150 volts minimum.

6.5.3 CONTRACTOR shall furnish for training prior to construction those personnel
who will be installing coating materials. CONTRACTOR shall insure no other
personnel perform coating installation except those so trained. Any coating
installed by other personnel shall be removed at the CONTRACTOR's expense
unless specifically witnessed and approved by the COMPANY Job Coating
Inspector.

The COMPANY Coating Inspector will have final approval for all coating
installations and variations.

7.0 LOWERING, BACKFILL AND CLEAN-UP

7.1 Lowering Pipe in Ditch

No pipe shall be lowered until the ditch is free from loose rocks, hard clods, roots,
welding rods, or debris which would damage the coating. Where coating is field applied,
the pipeline shall be lowered into the ditch immediately behind the coating and wrapping
machine, wherever practicable. Lowering-in belts shall have a minimum width equal to
the diameter of the pipe. The belts shall never be placed under a weld joint and the
spacing between each belt shall be at a close enough distance to prevent any undue strain
on the pipe or pipe deformation.

7.2 Distribution of Slack Loops

Necessary slack in the pipeline shall be obtained by lowering sections into the ditch while
alternate sections are held above the ditch on skids. Slack loops shall be held up only as
necessary to obtain proper fit of bends in the ditch and prevent pushing the pipeline
ahead. CONTRACTOR shall perform all work necessary per the direction of the
COMPANY REPRESENTATIVE to obtain the proper fit and depth of pipe in the ditch.

7.3 Lowering Slack Loops

After the necessary backfilling has been done to hold bends in their proper position, slack
loops shall be lowered at a time approved by COMPANY. Lowering shall be done at a
time when the pipe temperature is at its lowest point during the workday, except in case
of hot oil lines which should be lowered during the warmest part of the day. Where it is
found that the line does not contract sufficiently to allow slack loops to have the
minimum cover after lowering, bell holes shall be dug and the pipe cut and rewelded to
give the required cover. In no case shall pipe be ridden into the trench by driving
tractors, trucks, or other equipment over it to force it down.

7.4 Water-Filling to Submerge Pipe

At those locations where, in the opinion of COMPANY, the ditch cannot be dewatered
prior to lowering the pipe into the ditch and where permanent weighting is not required to
provide negative buoyancy when the pipe is in service, CONTRACTOR, with
COMPANY's approval, may submerge the pipe by filling with clean, fresh water. The
water shall not be removed until the ditch is completely backfilled.

7.5 Building Retards

On hillsides or sloping ground, two or more 1-Cu. ft. earth-filled bags, foam, or approved
equivalent shall be placed in the bottom of the ditch before the pipeline is lowered in
position. Before backfilling the ditch, additional earth-filled bags shall be placed on and
around the pipeline to form a retard. The retard shall be built slightly higher than the
surface of the ground to prevent water flow in the bottom of the backfilled ditch.
COMPANY shall designate the locations and the number of earth-filled bags to be used
for the installation of the retards.

7.6 Normal Backfilling

(See Section 4.0)

After lowering in, plugs of dirt shall be backfilled first at a spacing of every 2-3 joints to
check pipe location and movement before covering. Backfilling shall be performed by
means of an auger-type backfilling machine or other company approved equipment.

NO FOREIGN SUBSTANCE SUCH AS SKIDS, WELDING RODS, CONTAINERS,


BRUSH, TREES, REFUSE OF ANY KINK SHALL BE PERMITTED IN THE
BACKFILL. EARTH, SAND, OR OTHER SOFT AND LOOSE MATERIALS THAT
DO NOT CONTAIN ROCKS OR HARD CLODS MAY BE BACKFILLED
DIRECTLY ON THE COATED PIPE. After the ditch has been filled to within 6 to 8
inches of the level of the surrounding ground, rubber tired equipment shall be run down
the ditch to compact the backfill.

After this operation, the remaining spoil shall be spread and shaped over the ditch as
shown in the sketch below. Line locators shall be used to ensure that the crown is placed
over the ditch.

Special care must be taken for protection of existing facilities. (See Section 2.0)

7.7 Backfilling Where Rock is Encountered

(See Section 4.0)

Ditch excavated in loose or solid rock must be backfilled in a manner that will not cause
damage to the pipe or coating. No rocks, hard clods, or other hard objects shall be placed
on the coated pipe. The pipeline shall be covered with twelve (12) inches of soft earth
before any rocks or hard objects are placed in the ditch. Where there is insufficient loose
dirt available on the right-of-way to provide the minimum 12 inches of padding over the
coated pipe, CONTRACTOR shall furnish, haul, and place such dirt.

After the pipeline is covered by the 12-inch layer of padding, the remainder of the spoil
shall be placed in the ditch provided that any rock that will interfere with plowing and
cultivation shall not be allowed in the ditch. It shall be the responsibility of the
CONTRACTOR to remove this rock from the right-of-way. Dirt shall be hauled in if
necessary to fill the ditch.

Packing of backfill by use of rubber-tired equipment shall not be done where the coating
might be damaged, or in locations where drain tile might be damaged. In these areas,
tractors or other machinery shall not be permitted to travel down the backfilled ditch.
In lieu of requiring dirt to be hauled for padding the ditch, COMPANY may permit the
use of "Rock Shield" for protecting the coating. COMPANY REPRESENTATIVE shall
designate when and what type of rock shield is permitted. (Note - certain types interfere
with catholic protection.) When "Rock Shield" is permitted, CONTRACTOR shall
install it in accordance with manufacturer's recommendations. Where concrete coated
pipe is used, this restriction may be relaxed, with COMPANY approval.

7.8 Backfilling on Sloping Ground

CONTRACTOR shall open all natural water courses disturbed by construction. Where
directed by COMPANY, CONTRACTOR shall construct furrows and terraces across the
pipeline ditch to divert the flow of water away from the backfilled ditch and into natural
drainage courses.

7.9 Backfilling Frozen Ground

When the spoil is frozen into hard clods and does not contain rock, CONTRACTOR shall
remove the outer frozen surface of the spoil and use loose, unfrozen material for covering
the pipeline. The remaining thawed spoil shall be placed directly over the ditch.

7.10 Backfilling in Irrigated Fields

When backfilling in irrigated fields, CONTRACTOR shall provide furrows across the
right-of-way to direct the flow of water into normal irrigation courses. Backfill must be
returned to the ditch or otherwise disposed of. All levees, terraces, or sides of drainage
ditches or irrigation canals shall be compacted to provide a good bond between the
undisturbed sides of the ditch and the backfill material. A 95% compassion level shall be
attained per COMPANY approved procedure.

7.11 Water-Pack

CONTRACTOR shall, where designated by COMPANY; water-pack the ditch, by


COMPANY approved method. The backfilled ditch after water packing shall be level
with the surrounding terrain. CONTRACTOR shall supply all water.

7.12 Protecting Water Course Crossings

In the banks of rivers, streams, or other water courses, or where farm terracing is
encountered, CONTRACTOR shall restore the banks or terraces. If required by
COMPANY, CONTRACTOR shall protect the backfill with earth-filled bags, cement
and sand-filled bags, or rock rip-rap.

7.13 Distance Between Backfilled and Lowered-In Pipe

CONTRACTOR shall keep the backfill as close as possible to the lowering-in operation
and at no time shall the distance between these operations exceed one (1) mile. In
addition, the CONTRACTOR shall at a minimum provide a 12-inch layer of backfill over
all pipe lowered into the ditch that same day.

7.14 Clean-up of Right-of-Way

As soon as backfill is completed, CONTRACTOR shall clear the right-of-way of all


waste materials, debris, and rock resulting from its operations. CONTRACTOR shall fill
and smooth all holes and ruts, repair damage to the land, and restore the land consistent
with its condition prior to the construction of the pipeline. All temporary fills and
bridges shall be removed and cleaned up.

Pastures or cultivated areas shall be tilled by discing, harrowing, or similar methods as


approved by the COMPANY.

Where required by COMPANY, land under cultivation subject to soil compassion shall
be plowed to a depth of ten (10) inches except directly over shallow drain tile or other
underground structures.

COMPANY will not prevent CONTRACTOR from attempting to clean up the right-of-
way due to inclement weather or ground conditions. However, if CONTRACTOR

proceeds with clean-up during adverse weather or when unfavorable ground conditions
prevail, CONTRACTOR will assume full risk of acceptance.

COMPANY and CONTRACTOR shall cooperate together in contacting landowners or


proper authorities in regard to obtaining acceptability of the clean-up. However, prior to
final acceptance by the COMPANY, CONTRACTOR shall obtain landowner signed
releases accepting final clean-up.

7.15 Seeding Right-or-Way

Where required by COMPANY, CONTRACTOR shall sow seed over the right-of-way in
a uniform manner and in the amounts specified by COMPANY. Required seed will be
furnished by COMPANY. CONTRACTOR shall furnish all required equipment.
Seeding over the right-of-way across public lands will be done in a manner described in
06708300-STD-CV-03.

7.16 Repairs to Fences

Upon completing the clean-up of the right-of-way, permanent repairs shall be made to all
fences cut by CONTRACTOR, by using new and like kind of fending materials (see
typical drawings, ATTACHMENT “D”). CONTRACTOR shall furnish and install
GOOD pressure treated, penta, or cedar posts of 4-inch minimum top diameter in all
fences except where steel, concrete, or specially constructed posts are required. In these
cases, CONTRACTOR shall furnish and install such special posts.

7.17 Removing Temporary Access to Right-of-Way

CONTRACTOR shall remove all temporary means of access to the right-of-way which it
may have installed excepting those which may be left for use at the landowner's written
request. CONTRACTOR shall repair and restore to original condition all public rights-
of-way at the points where they have intersected the pipeline right-of-way. Structures
shall be placed in condition as good as or better than at the beginning of construction.

7.18 Removal of Materials and Equipment

CONTRACTOR shall remove from the right-of-way or from storage sites all materials
left from the construction work and shall deliver such materials to points designated by
COMPANY. CONTRACTOR shall remove from the right-of-way all equipment, tools,
and facilities which were used in the performance of the WORK.

7.19 Distance Between Clean-Up and Lowered-In Pipe

The distance between clean-up and lowered-in pipe, which shall include all tie-ins, shall
not exceed ten (10) miles or a distance designated by the COMPANY. In the event
CONTRACTOR neglects clean-up WORK or it is not within the stipulated distance of
lowered-in pipe, COMPANY shall have the right to stop all of CONTRACTOR'S

construction operations until the clean-up WORK is on schedule. No payment will be


made to CONTRACTOR for such SHUTDOWNS.

8.0 AIR SWAB

8.1 Swabbing Line

Drawing 06708300-STD-PL-28 shows typical air swabs and a general layout of the swab
operations. After a section of pipeline is lowered and backfilled, CONTRACTOR shall
run an air-propelled swab through the section to clean the line and check for obstructions.
Length of a section to be swabbed shall not exceed five (5) miles without approval of
COMPANY.

In river crossings, congested areas, and refinery or plant grounds, etc., COMPANY may
require CONTRACTOR to swab designated pipeline segments separately.

8.2 Cutting Out Swab

In the event that a swab should become lodged in the line, CONTRACTOR shall at his
expense cut the line, remove the obstruction, reweld the line, and x-ray welds with
CONTRACTOR designated x-ray contractor, and complete the swabbing operation.
COMPANY reserves the right to reswab the entire section of pipeline where a swab has
been cut out.

8.3 Company to Witness Swabbing Operations

Unless COMPANY is present when CONTRACTOR inserts swab in line, removes it


from the opposite end of the swabbed section, and cuts out obstructions and repairs line,
the swabbing operations will not be accepted.

8.4 Constructing and Maintaining Air Swab

CONTRACTOR shall furnish an air swab similar to the type shown on 06708300-STD-
PL-30 and 31. The swab shall comply with the dimensions stipulated for diameter of the
gauging plate and maximum length. When the rubber disc cups on the swab become
worn, CONTRACTOR shall replace such to maintain the stipulated diameter.
CONTRACTOR shall also replace rubber disc cups that are worn excessively in opinion
of COMPANY. A suitable trap shall be securely welded on the end of the section of line
being swabbed to prevent the discharge of the swab.

8.5 Limitations

Swabbing of the line shall be completed as soon as practicable behind the backfilling. In
any case, the swabbing shall be performed ahead of the final cleanup, and must be
performed before any testing will be permitted by COMPANY.

8.6 Sizing Plate Damage

If the sizing plates are damaged excessively, as determined by the COMPANY Inspector,
CONTRACTOR shall determine the cause of damage, correct it, and run the sizing plate
again.

9.0 HYDROSTATIC TESTING

9.1 General

This section applies to hydrostatic testing of buried pipeline sections, above ground
pipeline sections, and pipe fabrications.

Hydrostatic testing begins after the pipeline has been laid and trench backfilled and/or
fabrications completed. At that time, the CONTRACTOR shall clean out the pipe and
perform the required hydrostatic test to the specified pressure outlined by the Project
Specifications. COMPANY will determine whether the pipeline shall be tested as one
section, or in several sections due to progress of construction. Fabrications may involve
more than one test due to planned different maximum operating pressures and/or installed
fittings. The testing will be conducted in a safe and workmanlike manner in accordance
with CONTRACTOR SAFETY MANUAL, acceptable pipeline practices, and all
applicable federal, state, and local laws and regulations.

9.2 Water for Test

Water for filling and testing the pipeline shall be delivered to the test site or be obtained
from rivers, creeks, canals, or other water sources near the pipeline, or be obtained as
specified in 06708300-PL-18. CONTRACTOR shall obtain all permits for obtaining,
using, and disposing of water as outlined by 9.10 for cleaning and testing purposes.
Copies of all permits shall be provided to COMPANY prior to proceeding with work.
CONTRACTOR shall comply with the provisions of the permits, including the submittal
of volume, flow, and timing information to the permitting agency. The suitability of
source and disposal points and cleanliness of the water and method of moving the water
to the pipeline shall be subject to COMPANY's approval. The use of a test medium other
than water shall not be permitted without approval of COMPANY.

9.3 Equipment

The equipment for the test shall be properly sized and in good working order. Equipment
shall be designed to produce and measure the range of pressures to be encountered in
each section of the HYDROSTATIC TEST.

CONTRACTOR shall furnish the necessary certified test instruments and their
connections described herein for each test section. CONTRACTOR shall furnish and
install calibrated recorders at both ends of each test section immediately prior to filling
and retain them in their individual positions through the complete testing period.

10.0 WATER COURSE CROSSING

10.1 General

CONTRACTOR shall construct the pipeline across rivers, streams, drainage ditches,
lakes, or other waterways as set forth herein.

10.2 Permits

Where water courses are under the jurisdiction of Federal or State agencies or other
regulatory bodies, COMPANY shall furnish CONTRACTOR with copies of the
necessary permits and right-of-way easements for the pipeline crossing. CONTRACTOR
shall comply with the rules and regulations set forth in these documents. In case the
permit stipulations are less than COMPANY minimum requirements, then COMPANY's
requirements shall govern.

CONTRACTOR shall secure permits required for the performance of the work such as
licenses or operational permits for use of equipment, vehicles, boats, docks, personnel,
explosives, excavation, etc.

10.3 Plans and Profiles

CONTRACTOR will furnish plans and profiles on those water course crossings where
permits are required, where other than normal excavation equipment is necessary, or
where conditions may warrant special design considerations. The plan and profile will
show the alignment survey, elevations of the existing banks and water bed, depth of water
in the crossing, and elevations of the pipeline to be installed. ATTACHMENT “D”
shows a typical profiled crossing.

If the depth of water, topography of the crossing, or other conditions should change
between the time the profile was made and construction commences, COMPANY will
not make additional payments to CONTRACTOR because of such changes.

If COMPANY does not furnish a profile and plan for a water course crossing, it shall be
the responsibility of CONTRACTOR to investigate the crossing and develop a
construction plan, subject to COMPANY's approval.

Crossings of this type shall be installed in the general manner shown on ATTACHMENT
“D”. Pipe shall be laid horizontally throughout the bed of the water course and shall
extent a minimum of 25 feet into the banks before being brought to normal grade with a
gradual slope.

Pipe shall be laid to achieve a cover of five (5) feet below the lowest point in the bed of
the water course except where rock is encountered. When solid rock is present, minimum
depth of the top of the pipe below the surface of the rock shall be eighteen (18) inches.

Where intermittent rock is encountered, COMPANY shall advise CONTRACTOR of


ditch requirements, which will depend on the extent of the rock and nature of water
course.

10.4 Survey

On crossings where a profile and plan have been prepared, CONTRACTOR will furnish
survey data, including crossing alignment, base lines, survey reference points, water level
gauge, and elevation bench marks. CONTRACTOR shall be responsible for protecting
all reference marks during construction.

CONTRACTOR shall provide water transportation and all other equipment necessary for
sounding and profiling the crossing during construction. CONTRACTOR shall run
levels, as needed, to obtain elevations required for excavations in the banks and bed of
the water course, as well as on the pipeline when installed. CONTRACTOR's elevation
data shall be available to COMPANY upon request.

Before the backfilling is performed, COMPANY's survey crew will run elevations on the
installed pipeline to check CONTRACTOR's compliance with COMPANY's
requirements.

10.5 Materials

Pipe and coating materials for the crossings will be described in the ATTACHMENT
“D”. Heavier weight pipe will be laid in the crossing and on the adjacent sides,
CONTRACTOR shall install transition nipples between the heavier and thinner wall pipe
where designated by COMPANY.

10.6 Notification of Work Commencement

No pipe shall be installed in any water course unless COMPANY inspector is present.
Where a crossing is constructed by authority of a permit, CONTRACTOR shall notify
COMPANY at least twenty-four (24) hours in advance of commencement of any work on
the crossing and shall give the same notification before installing pipe in the crossing.

10.7 Installing Crossing

CONTRACTOR shall excavate ditch so that the pipeline can be laid to the specified
elevations. Spoil from the excavation shall be placed in locations designated by the
permits or otherwise as determined by COMPANY. Before placing any pipe in the ditch,
the ditch must be checked to see that there are no high points or other obstructions that
will interfere with the installation at the specified elevation.

After the pipe is welded, coated, and inspected, it shall be lowered or pulled into place
with sufficient slack to leave the line in compression in case there should be settlement.

Where designated by COMPANY, CONTRACTOR shall install anchors or river weights.


If anchors or weights are not specified and additional weight is required to lower the
pipeline in the ditch, CONTRACTOR may submerge the pipeline with COMPANY
approval by filling it with clean fresh water.

If the pipeline is not laid to the required elevations or does not rest in the bottom of the
ditch, it shall be removed and the ditch re-dug to comply with COMPANY's
requirements.

When backfilling is specified, by the permit or COMPANY, spoil shall be distributed in


such manner that the water course bottom will be similar to its original contour with no
impediment to the normal flow of water. When complete backfilling is not required,
spoil shall be distributed along the ditch line into the water course as far out as a dragline
can reach from a position on each bank. All spoil not used in the backfill shall be
disposed of in a manner satisfactory to the regulatory agency or COMPANY.

10.8 Bank Protection

Disturbed banks of the water course shall be restored and protected from erosion by sand
and cement bags, concrete matting, earth-filled bags, or rock rip-rap if permitted.
CONTRACTOR shall designate the locations requiring protection and the number of
bags or quantity of concrete matting, or quantity of rock rip-rap to be placed.

10.9 Protection of Coating

CONTRACTOR shall take particular care to protect pipe coating at all times. If pipe is
to be pulled or pushed into place and the line is not concrete jacketed, COMPANY
approved material shall be placed around the pipe to prevent damage to the coating.

10.10 Subterranean Crossings

Where designated by COMPANY or required by permits, the pipeline shall be installed


by means of a bored, punched, or similar water courses. The crossings may be made with
or without casing as stipulated by COMPANY.

SPECIFICATIONS in section on Roads, Highways, and Railroad Crossings shall be


followed in installing these crossings. As soon as pipe is laid, the bell holes shall be
backfilled with suitable soil that is wetted and packed thoroughly around the pipe to
prevent seepage of water down the ditch. The backfill will be packed a distance of fifty
(50) feet from either side of the crossing.

10.11 Radiography of Welds

Radiography will be used for inspecting all field welds in submerged water course
crossings. CONTRACTOR will furnish this inspection service.

11.0 SPANS

11.1 Locations

Spanning of water courses will be utilized where it is impractical, in COMPANY's


opinion, to make underground crossings. The location, length, and design of each span
will be determined by COMPANY. Written approval of the landowner or proper
authority will be obtained by COMPANY prior to installation.

Spans shall be installed at such height above the drainage flow that danger of flood
waters or driftwood striking the pipeline are minimized. Where approaches to spans are
to be made with horizontal or vertical bends, each bend shall be installed an adequate
distance into the bank to assure a firm bearing for the pipe. If the banks are not of solid
or stable material, in COMPANY's opinion, concrete pads shall be poured to provide
suitable bearing foundations for the span. In excavating the ditch for the approach to a
span, the ditch bottom shall be graded upwards to provide a slight camber in the pipe
span.

12.0 ROAD, HIGHWAY AND RAILROAD CROSSINGS

12.1 Permits

COMPANY shall obtain the necessary permits from State, County, Municipality, other
regulatory authorities, and railroad companies for pipeline crossings of roads, highways,
or railroads. CONTRACTOR shall construct each crossing in accordance with the
permits and COMPANY Specifications and Drawings. In case the permit stipulations are
less than COMPANY's minimum requirements, then COMPANY's requirements shall
govern. On roads not requiring individual permits, COMPANY will advise
CONTRACTOR of the type of installations that will be permitted. Copies of permits or
information concerning crossings will be given to CONTRACTOR, as soon as available.

As roads or highways may be proposed, revised, widen, or relocated immediately before


or during the time the project is underway, and as permit requirements may deviate from
those anticipated for the work, COMPANY reserves the right to change quantities of
casing, types of installations, add or delete crossings, as may be necessary during the
course of construction.

CONTRACTOR shall not start work on any highway or railroad crossing before
obtaining approval of COMPANY. CONTRACTOR shall notify the appropriate
authority at least 24 hours in advance of the time it proposes to work on a crossing, or as
stated on permits.

CONTRACTOR shall obtain all necessary permits for CONTRACTOR's equipment


crossing of roads, highways, and railroads.

12.2 Precautions at Crossing

As stated in GENERAL REQUIREMENTS and PREPARATION OF RIGHT-OF-WAY,


CONTRACTOR shall place caution signs and flares at stipulated distances from each
crossing, provide barricades and guard rails where necessary to protect the general public,
provide flagmen to direct traffic when equipment is moved across a traveled way, and
comply with rules and regulations imposed by the authority having jurisdiction.

When crossing roads and highways with equipment, CONTRACTOR shall use tires,
planks, or suitable buffers to prevent the equipment from damaging road or highway
surfaces. If damage should occur, CONTRACTOR shall be responsible for restoring the
surface to its original condition. CONTRACTOR shall keep all road and highway
surfaces free of dirt, rock, oil, or debris that could be hazardous to the traveling public.

CONTRACTOR shall exercise extreme care at all crossings to prevent damage to


telephone lines, telegraph lines, power lines, underground cables, pipelines, and other
structures. In the event such facilities are damaged, CONTRACTOR shall immediately
notify COMPANY and officials having jurisdiction over the damaged facilities.

CONTRACTOR shall be liable for facilities damaged by CONTRACTOR under the


terms stated in the contract.

12.3 Methods of Installation

CONTRACTOR may use the methods listed below for pipeline installation under roads,
highways, and railroads, subject to approval of COMPANY and the authority having
jurisdiction. These methods may be employed for installing either casing or line pipe,
whichever is designated by COMPANY for a particular crossing. Casing shall be
installed only where required by permit or where casing is necessary for structural
reasons, as determined by COMPANY.

(a) Boring

(1) Wet Method

A small 2-inch to 4-inch pilot hole is drilled, then a cutter blade is pulled
back through the pilot bore. The cutter blade enlarges the hole to proper
diameter to accommodate the pipe. Pipe is then inserted by pulling it
through the hole. Water is used during the drilling and cutting operations
to soften the ground and facilitate cutting the hole.

(2) Dry Method

Pipe installed by this method of boring shall be done with a machine


which will feet drill or dummy pipe into the bored hole simultaneously
with the boring operation. Pipe will be fed into the hole directly in back
of the cutter blade on the auger.

(3) Rock Augering

When boring in solid rock, special rock bits may be required for drilling
the hole. A rotary type drilling machine or an air-hammer type machine
are most commonly used for such work.

Hole made by boring shall not be more than 1-1/2 inches larger in
diameter than the outside diameter of pipe to be inserted.

(b) Tunneling

When pipe cannot be installed by boring due to rock or an obstruction, tunneling


may be employed to install the pipe. During the tunneling operation, cribbing or
shoring or adequate strength shall be installed to prevent cave-in. When pipe has
been installed through the tunnel, voids between the tunnel hole and pipe shall be
filled in a manner satisfactory to COMPANY.

(c) Punching

Where short crossings are involved and ground conditions are favorable,
punching may be utilized. Punching provides a hole by the driving of a shaft in a
reciprocating and semi-rotary motion along the proposed axis of the desired hole.
Holes that may be punched shall not be more than 1-1/2 inches larger in diameter
than the pipe to be inserted.

(d) Ditching

This method consists of installing pipe across highways or roads in an open cut
or trench made by conventional ditch or excavating equipment. After the pipe
has been installed, the ditch across the road or highway shall be backfilled and
compacted immediately, or CONTRACTOR shall install temporary bridgework
the full width of the road of adequate strength and proper construction to insure
safety of traffic.

At no time shall the excavation for the boring, tunneling, or punching operations be
carried out within the right-of-way limits of the traveled way, unless approval is given by
COMPANY. Where excavation is permitted within the right-of-way limits, ditch
excavated for such operations shall be kept a minimum of ten (10) feet from the edge of
the road surface. COMPANY reserves the right to designate which side of the road is to
be used for starting the boring, tunneling, or punching operations.

12.4 Depth of Crossings

Crossings shall be installed to provide a minimum of four (4) feet of cover between the
top of line pipe or casing, as applicable, and lowest point of the borrow ditches, or
provide a minimum of five and one-half (5-1/2) feet of cover between the line pipe or
casing and top of road surface or railroad cross ties, whichever dimension provides the
greatest depth for the pipeline.

CONTRACTOR shall excavate approaches to the crossings so that pipe may be installed
in the approach areas without bending, wherever practicable in COMPANY's opinion.
Pipe shall be laid without sagging or bending across the entire right-of-way of the
railroad, highway, or road.

CONTRACTOR shall provide the required trench to allow installation of the pipeline
either below or above existing facilities particularly high pressure pipelines with a
minimum clearance between the facility and the pipeline of 24 inches. CONTRACTOR
shall maintain drainage ditches so that natural flow is not disrupted.

12.5 Installing Casing

CONTRACTOR shall install casing ahead of the pipe bending crew. Casing shall not be
coated, unless required by permit. Only the footage of casing shall be installed at each
crossing that is designated in permit or otherwise shown on the construction drawing.
Any additional footage that is present due to welding together of joints of casing shall be

removed. If casing cannot be inserted through bored or bunched holes with use of
minimum force, CONTRACTOR shall pull casing and remove restrictions.

As soon as casing is in place, the vent piping shall be installed, the inside of the casing
cleaned out, and both ends of the casing capped to satisfaction of COMPANY.

12.6 Vent Pipe Location

CONTRACTOR shall fabricate and install vent piping in the manner required by the
permit, or otherwise as shown in 06708300-STD-PL-08. Generally, two vent pipes will
be required for highway crossings except where there is insufficient space available to
install two vents then one vent will be satisfactory. Two vents are required on all railroad
crossings. Vent risers should extend not less than four (4) feet above ground surface and
should be placed just inside the right-of-way lines. Where widening of roads and
highways is proposed, vent risers should be so located as to minimize the necessity for
relocating of vents after the road or highway revisions are complete. Installation of vent
piping shall be completed by installing a vent hood on top of each riser and by painting
the vent risers and hoods.

12.7 Installing Pipe in Casing

CONTRACTOR shall install sections of pipe through casing in accordance Specifications


and Drawings in ATTACHMENT ‘D”. which includes the placing of insulators on the
line pipe, sealing of ends of casing to line pipe with casing seal bushings, and installing
corrosion test stations.

CONTRACTOR shall not force line pipe into the casing, and shall pull line pipe and
remove restrictions if more than minimum force is required for the insertion.
CONTRACTOR shall protect pipe coating from damage during insertion, and shall repair
coatings if damage should occur.

The line pipe at each end of each casing shall be placed on firm supports of sand-cement
filled sacks to minimize the weight of the line bearing on the casing insulators and casing
seals. The first support shall be 5 feet from the end of the casing and additional supports
shall be placed at intervals which will provide firm support and a smooth transition of the
pipe from the end of the casing to the bottom of the ditch. Each support shall rest on
undisturbed earth. A soft pad shall be placed between pipe and sand-cement sacks to
protect pipe coating.

12.8 Testing for Shorted Casing

After the line pipe has been placed inside the casing, casing seals installed, casing
backfilled to final compassion and the carrier pipe filled with hydrostatic test water to
provide weighted condition on pipeline insulators, CONTRACTOR, with COMPANY
review, will use the Pan Handle Eastern Methodology to test the volt/current relationship
between the line pipe and the casing.

In this test method, the current source shall be varied in increments of 0.5 amp through a
range of 0.5 to 10 amps with voltage potentials noted at each increment.

CONTRACTOR shall remove line pipe, make necessary repairs and reinstall line pipe
and retest if this method indicates shorted casing at CONTRACTOR's expense.

12.9 Crossings Where Casing is not Specified

Where a casing is not required and ditching is not permitted, line pipe shall be installed
under roads or highways by boring, punching, or tunneling, as designated by
COMPANY.

Additional coating or concrete jacketed pipe may be required when line pipe is to be
inserted through bored or punched holes. Where specified CONTRACTOR shall flood
coat, double wrap or otherwise provide the additional protection. CONTRACTOR shall
not force pipe through the bored or punched holes, and shall pull pipe and remove
restrictions if more than minimum force is required for insertion.

12.10 Backfilling Crossings

All backfill within the right-of-way limits of the traveled area shall be completed
immediately after laying the pipeline. Backfill shall be thoroughly compacted in six inch
layers by tamping across the complete right-of-way, including borrows ditches, to the
satisfaction of the COMPANY and officials having jurisdiction over the facility. To
obtain proper compassion, moisture shall be added to backfill material as necessary.
However, pending the trench in backfilling shall not be permitted. CONTRACTOR shall
arrange, whenever possible, to complete road crossings before the end of the workday to
avoid hazards to night travel.

Where the pipeline has been installed by ditching across hard surface roadbeds,
CONTRACTOR shall resurface each crossing with materials identical to the original
surface. On dirt or gravel roads, the top twelve (12) inches of backfill shall be made with
gravel or crushed rocks mixed with clay as appropriate.

No EXTRA WORK bills will be approved for repairing backfills due to rains, floods, or
other conditions. Such backfills shall be properly maintained by CONTRACTOR until
the section of pipeline has been accepted in writing by COMPANY.

When a crossing is completed, the CONTRACTOR shall clean up the area before moving
to another work site.

12.11 Limitations of Work

No casing installations will be permitted ahead of the right-of-way preparation without


approval of COMPANY. If CONTRACTOR elects to use a SUBCONTRACTOR for the
crossing work, CONTRACTOR understands that his SUBCONTRACTOR may have to

work intermittently due to working behind the right-of-way preparation and due to delays
that might occur in obtaining permits much in advance of actual pipe laying.

13.0 PAINTING

13.1 General

All aboveground facilities, including pipe spans, scraper traps, manifolds, valve
assemblies, vent pipe and hoods, guard rails, marker posts, metering facilities, "A" frame
supports, and other designated facilities shall be painted. CONTRACTOR shall furnish
all labor, equipment, paint, and supplies to perform the painting in accordance with the
COMPANY approved Paint Systems and manufacturer's recommended application
procedures.

13.2 Surface Preparation

The COMPANY requires abrasive blasting and where impractical with COMPANY
concurrence, a minimum surface preparation shall be by solvent cleaning method
according to the requirements of 06708300-AR-02.

14.0 INSTALLATION OF CONCRETE JACKETED PIPE

14.1 Materials for Field Joints, Bends, etc.

Cement shall conform to ASTM Designation C-150, latest revision, "Standard


Specifications for Portland Cement," for the ASTM Type Cement specified in the Job
Description.

Aggregate

(a) Sand shall be clean, hard, and conform to requirements for fine aggregate in
ASTM Designation C-33, latest revision, "Tentative Specifications for Concrete
Aggregate."

(b) Barite shall have a minimum barium sulfate content of 85 percent, by volume,
and a minimum specific gravity of 4.1. It shall contain no foreign matter or
impurities and shall conform to the following sieve analysis:

Reinforcement shall consist of:

(a) 2" x 2", No. 14 galvanized welded steel wire mesh or

(b) 1-1/2", No. 17 galvanized steel wire key mesh

Mixing water shall be clean and free from harmful materials.

14.2 Care and Handling

Pipe shall be handled with equipment, approved by COMPANY, and in a manner which
will prevent damage to pipe, pipe coating, and concrete jacket. Equipment requirements
include, but are not limited to, the following:

(a) Carriages, conveyors, racks, or other equipment shall be designed to prevent


damage by nicking, gouging, flattening, or other means.

(b) Pipe hooks shall be contour type constructed to contact one-third the pipe
circumference and to extend one-fourth the pipe diameter into the joint.

(c) Pipe and fittings jacketed on site, shall not be stacked in less than 24 hours, or
transported until the end of the curing period.

14.3 Laying

Welded sections of pipe shall be supported on a sufficient number of skids to prevent


cracking from bending stresses.

14.4 Field Joints

Field joints shall be made in accordance with 06708300-PL-09.

After welding and x-ray of the field joint, the exposed bare pipe shall be coated with
specified coating system. Reinforcement shall be installed to form a continuous sheath
around the joint. Reinforcement shall be placed no closer to the pipe than one-half the
concrete jacket thickness and at least one-fourth of the jacket thickness from the outside
surface.

A sheet metal form shall be placed around the field joint. The form will be open at the
top to facilitate pouring. The form shall be poured from one side until the concrete rises
on the other side after which the remainder of the form may be filled. Sufficient
vibration shall be used to insure consolidation of the concrete within the form. Roding
shall not be permitted as a means to pack the form. The CONTRACTOR shall insure
that the form is filled completely without voids or air inclusions. The top of the form
shall then be closed.

Curing shall be achieved in accordance with Section 14.5, except that the sheet metal
form shall not be removed in less than twenty-four (24) hours or before the concrete is set
hard enough to withstand mechanical damage. When the curing is complete, the forms
shall be removed. Where immediate submersion is required the form shall be closed
immediately after pouring and the top and ends of the form shall be sealed watertight and
the form left in place.

14.5 Curing

Concrete shall be maintained in a moist condition for a minimum period, dependent on


cement type, as follows:

(a) Curing Time

(1) ASTM Types I and II cement--three days.

(2) ASTM Type III cement--three days.

(3) ASTM Type V cement--five days.

(b) Water curing may be accomplished by any acceptable means which meets the
curing requirements and shall commence not later than one hour after concrete
jacket has been applied.

(c) Membrane curing. White pigmented sealing compound of a COMPANY


approved type may be used subject to the following requirements, and
ASTM-C309 publication "Standard Specification for Liquid Membrane Forming
Compounds for Curing Concrete."

(1) Compound shall be applied within one hour after concrete is applied.

(2) Compound shall be applied to give complete coverage of the concrete


surface. Coverage shall not exceed 150 square feet per gallon.

(3) Compound shall be mixed continually and thoroughly during application.

(4) During cold weather, compound may be heated to a temperature not


exceeding 100ºF, but in no case shall it be thinned.

14.6 Patching

All cracks over 1/8 inch wide shall be repaired by wetting and filling with 1:3 cement-
sand mix with a putty-like consistency or other approved grout.

14.7 Cold Weather Requirements

When the atmospheric temperature is below 40ºF, concrete shall be applied and cured in
accordance with the American Concrete Institute Standard 306, latest revision,
"Recommended Practice for Cold Weather Concreting."

15.0 CATHODIC PROTECTION

15.1 Insulating Flanges

CONTRACTOR shall install flange sets supplied by COMPANY in the line, or as part of
valve assemblies, at locations designated by COMPANY. Work shall be performed in
accordance with the stipulations of 06708300-STD-PL-41.

COMPANY will measure the resistance between each stud bolt and an adjacent point on
the flange. If this test indicates a resistance of less than 10 ohms, CONTRACTOR shall
remove the stud bolt, replace any damaged insulation, and reinstall stud bolt and
insulation in accordance with the manufacturer's or COMPANY's SPECIFICATIONS.

15.2 Corrosion Control Test Stations

CONTRACTOR shall install corrosion control test stations at intervals of approximately


one kilometer, where designated by COMPANY. Accessible locations in fence lines at
road crossings are preferred. Test stations shall also be installed at casing installations,
insulating flanges, foreign line crossings, underground telephone cables, and other special
locations as specified by COMPANY. Where specifically requested by the owner of a
foreign line, wires will be installed on the foreign line. Installations shall be made in
accordance with 06708300-STD-EL-01 and 06708300-STD-EL-02.

15.3 Block Valves

CONTRACTOR shall install block valves, where designated by COMPANY, in


accordance with the construction drawings. WORK may include but is not limited to the
fabrication and erection of guard rails or chain link protective fencing, as well as the
installation of transition nipples where required. Installation of check valves will be
included where specified. Typical installation is shown on 06708300-STD-CV-21

15.4 Aerial Markers

CONTRACTOR shall install Aerial Markers at approximate three-mile intervals (5 kms),


where designated by COMPANY, in accordance with 06708300-STD-PL-34 Aerial
Markers shall be located in same general manner as Mile Post Markers.

15.5 Pipeline Markers

For underground lines, the location of each pipeline crossing shall be conspicuously
identified by a line marker installed on each side of the river, highway, or railroad
crossing in accordance with 06708300-STD-PL-35. Markers shall be placed on casing
vents or special markers posts located over each pipeline at fence of property lines.

Pipeline marker signs should be sufficiently elevated above the grade to allow them to be
clearly viewed from a distance and to remain visible above normal vegetation or normal
snow accumulation. Pipeline marker signs shall be supplied by CONTRACTOR.

15.6 Permanent Fence Gates

CONTRACTOR shall furnish and install permanent right-of-way fence gates where
designated in accordance with 06708300-STD-CV-02.
