The Sandiganbayan was established under the administration of President Fernidand
E. Marcos on June 11, 1978 in the PD No. 1486 in the 1973 Constitution. The court has equal rank to the Regional Trial Courts known as the Courts of First Instance. In December 10, 1978 PD No. 1606 elevated the ranking of Sandiganbayan to match in Court of Appeals which is the second highest judicial court in the Philippines. The Sandiganbayan begin in February 12, 1979. The seal of Sandiganbayan has a standard size in a circular for and consisting two concentric circles as its margins with inscription running from left to right and on the upper margin of the word Sandiganbayan and on the lower margin of the Republika ng Pilipinas with 13 stars representing the 13 judicial regions immediately along the outer edge of the inner circle and with a design in the center of the triangle with a trisected area composed of the national colors of white on its upper part, blue on the left and red on the light and with the word KARAPATAN on the left side, KAPANAGUTAN on the right side and KARANGALAN on the base, a star in each corner of the triangle representing Luzon, Visayas and Mindanao and a bolo inside the triangle with the superimposed balance. The vision of the Sandiganbayan is to make the Philippines graft-free country and the mission is gives life to the constitutional mandate that public office is a public trust by exacting public accountability through a fair and expeditious adjudication process with the core values of Honor, Integrity and Accountability. The Sandiganbayan is a special appellate collegial court in the Philippines that has jurisdiction over criminal and civil cases involving graft and corrupt practices and other offenses committed by public officers and employees, including those in government- owned and controlled corporations.
