SUBJECT MODERATION OF THE IMPLEMENTATION OF THE LTMS

MOTOR VEHICLE INSPECTION AND REGISTRATION
SYSTEM UNTIL 30 JUNE 2023

This has reference to the on-going implementation of the LTO LTMS Motor Vehicle
Inspection and Registration System (MVIRS) - New Registration, which commenced on
27 February 2023 (stock reporting) and 20 March 2023 (initial registration) in the
National Capital Region (NCR), Region Ill and Region IV-A, and its full roll-out in all
regions nationwide by 30 June 2023 .

With its implementation in the aforesaid regions, I have received verified reports on the
challenges encountered by the accredited manufacturers, assemblers, importers,
rebuilders and dealers, including our officials and employees, particularly with regard to
the familiarization and usage of the LTMS which has significantly impacted the number
of stocks reported and new units registered using the LTMS.

In view thereof, and upon careful evaluation that an additional length of time is
necessary for all our stakeholders and our personnel to fully adjust and adapt to the
LTMS, it is hereby directed that from the date of this Memorandum until 30 June 2023,
the mandated strict and exclusive use of the new system shall be moderated or eased ,
and the following guidelines shall now be observed:

• All accredited manufacturers, assemblers, importers and rebuilders, may be

allowed to process and report their stocks using the old system based on
justifiable grounds and request for the same shall be submitted and evaluated at
the Operations Division - Central Office.
• In case where LTMS Initial Registration is not yet rolled-out in a certain region,
the Office's policy on GAOR on sales reporting and initial registration as
reiterated in office Memorandum dated 21 February 2023 (copy enclosed) shall

not be observed if the CSR was processed using LTMS. Such may be transacted
in adjacent regions or at the LTO Central Office/Diliman District Office.

In additio n, it is further instructed that in regions where initial registration using the
LTMS has not been rolled out, the documentary requirements for new/renewal of
MAIRDs accreditation may be submitted by applicants at the concerned regional office
and will be processed using the old system.

The MID, however, shall create/update the LTMS user log-ins of those accredited
MAIRDs prior to the roll-out of LTMS initial registration in those regions for seamless
transition.

In this connection, all are hereby directed to continue to strictly adhere to and enforce the
Office's standing policy to only accept and process applications for sales reporting and
initial registration of motor vehicles only from accredited dealers within your respective
