Good day!

We, the concerned residents of Brgy. Sapangputik, San Ildefonso, Bulacan is requesting your attention on the
ongoing water drilling project or Recharging Groundwater Supplies in our Barangay.

The water drilling project is being implemented by Prime Water which is we believe is in partnership with San
Ildefonso Water District.

We are bringing the concern to your attention because we believe that some provisions of the Water Code of
the Philippines as per its amended Implementing Rules and Regulations as follows:

1. Provided under Section 2 of the IRR of WCP, a Water Permit/Authority must be secured from the NWRB as per
PD 1607. However, granting of permits on Recharging groundwater supplies is delegated to DENR. In this
connection, the company implementing the project have not presented to our Barangay Officials and to us as
residents of the barangay if there is an approved water permit.
2. Provided under Section 5 of the IRR of WCP, among other requirements, that a Certificate of Conformance from
LWUA and Environmental Certificate or Certificate of Non-Coverage from DENR Regional Office 3 shall be
secured.
3. Provided under Section 9 of the IRR of WCP, Processing, Posting, and Sending of Notices of
Applications/Petitions, that notices shall be sent to the Barangay Chairman of the place where the point of
diversion is located and to the Municipal Secretary, Secretary of the Sangguniang Panlalawigan, DPWh and NIA.
However, our barangay officials were saying that they were not informed prior to the implementation of the
project, more so, No Notice of Applications/Petitions were posted.
4. Provided under Section 10 of the IRR of WCP, A. Investigation and Studies shall be conducted after 7 days from
the first day of posting of notice to determine the following:
a. The approximate seasonal discharge of the water source
b. The amount of water already appropriated for beneficial use
c. The water requirement of the applicant as determined from standards of beneficial use prescribed by
the board
d. Possible adverse effects on existing grantees/permittees or public/private interest including mitigating
measures
e. Environmental effects
f. Land-use economics
g. Climate Conditions and changes
h. Other relevant factors

With this, we, the concerned residents of Brgy. Sapangputik, San Ildefonso, Bulacan are stating our protest
against the Water Drilling Project or Recharging Groundwater supplies in our Barangay for violation of some provision of
the Water Code of the Philippines and for the absence of studies that the residents of Brgy. Sapangputik will be the first
to benefit from the project.

We believe that you will take appropriate action regarding the issue at hand.
