1. Introduction
At the present time, Automation process of building permission elevates ease doing business under
government initiative for Mumbai city and Suburb. The online application of MCGM will grant
permission for building construction and NOC’s from various Departments for the end user.
This document is brief about the steps to be followed for the submission of a proposal in MCGM for
Building permission.
After creation of the one project (Refer the User manual of One Project) one should need to follow
crucial steps to apply for building permits.
2. Login Page of MCGM
By clicking on this https://autodcr.mcgm.gov.in/bpamsclient2/Login.aspx link, you will land on

MCGM login Page.
You should log in with your respective credentials (User name and Password).
Click the Login Button.

3. Architect Console
Once the architect login, the above architect’s console will appear. Where you have provision to
check for past proposals from the drop-down list, the status of proposal shown in tabular form as
shown in the above screenshot. Apart from that user can create the new application for building
permission or to grant NOC’s.

4. Creating New Applications
Click on the Applications button.
Select the Create Application.

5. Selecting Permission Type
1. You want to select, who is the planning authority.
(Select for building permission and to grant various NOC’s)
(Select to apply for NOC’s only)
2. Select the Department i.e. (Building Permission)

3. Select the project as per your convenience.
Note: The selected project must contain the information of licensed plumber and
Developer/Owner if the proposal is for building permission.
4. Select the commencement option (For Development of new Building)

5. Proposal Submission for:
(Select only for approval of the plan and basic scrutiny, the proposal will
move till Ex. Engineer for approval.)
(Select to approve the concession, the proposal will move to till

MC for approval)
6. Type of Notice
 Select the type of notice

1. Choose 337
 Proposed Application
1. Proposed development
 The major use of the plot

 Choose as per your convenience
 Choose Application Type
1. New (If the file is new)

2. Amended (If existence proposal need some modification)
Click Create Application

6. Application Draft
After clicking on creating applicants the above page will open, where your application is in the draft
stage, on the left-hand side of the application shows a list of the section and the green coloured
section shows the information is already filled. (While creating One Project).

7. MRTP Forms
7. Select the MRTP Forms section, Fill up the form as per your convenience. Click the save button, to
save the information.
 Note: Asterisk Mark (*) fields should be mandatorily filled in by the user.
8. Drawing Concession
8. Click on Drawing (Concession), attach the DWG file. As shown in the above figure.

9. Document Checklist
9. Select Document Checklist section,

10. Click Get Latest button, to get the list of latest attached documents. (List of latest documents
Showed in colour format).
To attach the document first check the box and click on the attached here icon button. To upload
the documents.
Once the document is attached, you are able to Preview the attached document.
Click View/Add button to add or view existing remark.
Click the Save button, to save the documents.

10. Additional Documents
In the Additional Document Section,
To add an additional documents,
11. Click Add Button, Check the box, Fill in the name of the document, Select the stage from the
drop-down list.
Click Save As Draft Button.
12. After Clicking on Save as a Draft button Attach Here icon will appear. Now you can able to attach
the document.
Click Submit Button. The warning message will appear as shown below.

Click Ok to submit the document.
11. Applying for NOC’s
In Apply NOC’s section,
13. There are lists of NOC’s available, as per your convenience:
Select Yes, (If you wish to apply for NOC’s)
Select No, (If you already have NOC’s) (Attach Here Button will appear)
Select NA, (If NOC is not required).
Click on the Save button to Save the uploaded documents.

After successfully uploading of documents the above message will pop up,
Click OK button to proceed further.

12. Site Progress
In the Site Progress Section,
Fill in the required field.
In Photographs Section,
14. Click Attach More button select the photograph from your computer. (The file format should be
in PDF, .DWG, .DCR, .JPG, .GIF, .BMP, .PNG OR .DOC files)
15. Similarly, for each Direction Video should be uploaded, the video should be of format (3GP, .MP4,
.MPEG, .AVI files).
After uploading photograph and video
Click Submit Button
Click Ok, to proceed further.

13. Digital Signature
16. Before submitting the proposal to the corporation, you have to digitally sign the documents,
drawing and application details/ data and confirm yourself as declarations for all Ownership.
Check the box
Click View & Sign Declaration
Click OK, The below screen will appear for signing.

After the digital signature,
Click on Submit Application button.
Once the proposal is submitted, now the Challans payment process gets started, in application
progress, the status will displays Payment Pending.

14. Payment Process
17. After Digital Signature, for making online payment against demand notes generated by MCGM
BPAMS, in the view challans section, Click on Pay Now Button.

18. Fill in the File/Challan No., Click GO Button, Architect name, owner name... Etc. Will generate
automatically. Payment can be done through online banking. Click Pay button.
19. This will redirect you to above respective Online Payment Portal, where you have to fill your bank
details for payment, Choose the option as per your convenience. Click Make Payment

Once payment is done online, the payment receipt will get auto-generated.

15. Final Submission
Now the file is ready to submit to the corporation.
20. Click Submit to Corporation button to submit the final proposal to the corporation.
Now the proposal follows the workflow based on the option that you have chosen. Tracking of your
proposal can be seen in above screenshot under Application Progress option. Which authority is
holding the proposal can be seen in Application Summary option in application flow.

16. Correspondence List
Now the file will move to higher authorities, where the higher authorities has provision to give
remark on the proposal from their consoles, where you will get the notification of remarks given by
them will display in architect console just by clicking on bell icon.

9. Select Document Checklist section,

12. Site Progress

In the Site Progress Section,

Fill in the required field.

After uploading photograph and video

Click Submit Button

Click Ok, to proceed further.

13. Digital Signature

Check the box

Click View & Sign Declaration

Click OK, The below screen will appear for signing.
