INTRODUCTION

San Pedro National High School (SPNHS) stood its prestigious name in the
eastern coast of Pagadian City along the river bank of barangay San Pedro. SPNHS has
an identification number of 303911. It is bounded by kawit in the east, Pagadian City
Fish Port in the south, San Pedro Central Elementary School in the north and in the
other angle it faces to San Pedro Parish and San Pedro Public Market across the
Sabellano Sreet in the west direction with a latitude degrees of 7.823454 and longitude
degrees of 123.444596. This school is quite distance to Gaisano Mall of San Pedro. It
has a connection of internet, electricity and water from Pagadian City Water District and
San Pedro Local Water District. She is formerly called as the “Zamboanga del
Sur National High School-San Pedro Annex” since she was an annex school of the latter
established on June 1997.

She is occupying a land area of more or less 2,685 square meters extracted from
the lot of San Pedro Elementary School thru usufruct agreement.
Recently, she has seven comfort rooms for girls and seven comfort rooms for boys,
one computer laboratory with 100 units ebooks, one library, one canteen, one TLE
room, one SMAW shop room, 13 classrooms, a school clinic, one room for

the office of the school principal, two gates, entrance and exit gates, a stage and a
covered court. The number of teachers who are currently working with regular
permanent item position is 24 and the current school population is 741 students
including its Senior High School Curriculum enrollees.

Every year its enrollment increases up to a number of which the school


classrooms and other school facilities could no longer cater the inflating number of
enrollment that caused shortage of classrooms and chairs which prompted the school
administration on finding extra remedies just to reach solutions so that all enrollees
will be accommodated. The feather barangays of SPHNS contributing the increase of
the influx of school yearly enrollment are Kawit, White Beach, Muricay, Tuburan,
Lumbia, San Francisco, Santiago of Pagadian City, Tadlao and Mitukong of Dumalinao,
Zamboanga del Sur.
On her twenty five years of existence from creation she has produced a vast
number of graduates who are now professionals, many of them are already employed
either public or in private, others are on their lucrative way of living in the country sides
and some others also are working overseas. This school was established through the
efforts of retired school principal Sultan Pangsayan T. Radi Sr., Principal III of
Zamboanga del Sur National High School main campus with approved Resolution
Number 25, series 1997 by the Barangay Council led by the former Barangay Captain
Porferio Babanto addressed to the City Schools Division Superintendent Manuel
Muyargas and copy furnished to Sultan Pangsayan T. Radi Sr. of Zamboanga del Sur
National High School requesting that an annex campus shall be put-up in the said
barangay. On the intent of promoting the welfare of the youth on acquiring accessible
quality education, former Honorable Joaquin G. Pajares, City Mayor of Pagadian acted
the request of the Barangay Council of San Pedro of the same year. The series of
conferences between the concerned school officials and members of the barangay
council of Barangay San Pedro were urgently held to determine or identify all the
necessary facilities and materials needed to accommodate the two sections of First Year
curriculum and one section of Second Year curriculum to start the operation of
Zamboanga del Sur National High School-San Pedro Annex for School Year 1997-1998.
The barangay officials were doubling their efforts during summer time putting-up the
school plant and other fixtures for the students and teachers’ needs.
July 4, 1997, the exodus of First Year students and Second Year students from
the main campus to an annex campus, the effective date of the start of operation, HT
III Pedro J. Pantoja, was designated as School Head, he manned the school operation
right after it branched out from the mother school. During the transition period, Mr.
Pedro J. Pantoja re-emphasized and re-oriented the teachers on their role as providers
of learnings to students regarding their duties and responsibilities relative to curricular
and extra-curricular functions in school as there is a need of different adjustments since
this is a new born school and new environment for school personnel. The Pioneer
teachers were only four and three of whom were class advisers: Miss Aileen Luab, First
Year Gumamela with 55 students, Miss Lorelie F Recto, First Year Morning Glory with 50
students and Miss Divina S Victoriano, Second Year Guijo with 59 students, Miss Lorelie
F Estacio, was the Math teacher, Supreme Student Government Adviser and PTCA Focal
Person. The PTCA President at this period was Mr Meliton D Ortiz who was also at the
same time a barangay kagawad of Barangay San Pedro.

On the first school year, there were only 173 enrolled students coming from Barangay
San Pedro and its adjacent barangays, the barangay officials, the school official and the
teachers concern expected the influx of enrollment on the next year operation. Mr.
Pedro J. Pantoja terminated his term of office during his retirement on year 2001.

After the termination of office of Mr. Pedro J. Pantoja, from 2001-2004, Mr.
Brigido S. Bayocot, was directed to lead the school, In his term, there was one three
classroom building constructed and eight teachers worked in school including the PTCA
Paid and City Paid teachers. July 2005-April 2007, Mrs Gracita S Radi sent from the
main campus to continue the footsteps of Mr. Brigido S. Bayocot who was ordered to
move to Santa Lucia National High School as a school head. Among the
accomplishments of Mrs Gracita S Radi were dumping of boulders for reclamation of
swampy portion of the school ground and the construction of additional two classroom
building. She was dreaming for the integration of computer course in TLE subject and
the Computer Laboratory of the school was initially opened thru her effort.

With the healthy relationship or partnership of the school and the community, the
school stage was constructed when Mrs. Simplicia M. Bolotaolo, the PTCA president
affirmed the request of Mrs Gracita S Radi to use the PTCA fund for the stage
construction. When Mrs Gracita S Radi was promoted as Regional Supervisor she was
replaced by Mr. Faustino Yosores, the MAPEH Head Teacher III from the main campus,
he was only serving from April 2007 to September 2007. His stint in school was short-
lived as he retired after few months. September 2007-August 12, 2008, Mrs Genalyn B
Torrecampo assumed the responsibility as school head. The computer laboratory was
on full swing operation, it started with 38 computers given by the Department of
Information and Communication Technology (DICT) which helped the modernization of
the school operation. During her stay as head there were numerous improvements of
grounds and school operation. August 13, 2009 to January 3, 2012, Mr Jose B
Duhaylungsod, lead the school and widened the reclamation by filling-up of dumping
materials for swampy portion of the school ground and continued the school
beautification. The Science Laboratory was set-up inside the school library and the
construction of the school covered court.
May 2012 to July 2015, Mrs Avelina C Aranas, Head Teacher III from the main
campus descended to lead the school, during her term, three classroom buildings were
added, one of these is the two story six classroom building, school perimeter fencing
was continued and some other numerous projects and the number of teachers
increased with nine more additional teacher items were given to school. One of the
important projects and the most needed as vital installation acquired during her term of
office was the connection of water pipes from the Pagadian City Water District, she
entrusted the realization of water project to Mr Reynaldo G Ocampo so that the school
will no longer experiencing the problem of potable water supply since the water from
the barangay government is not at all times available.

June 13, 2017-July 1, 2018, Mrs Cristina C Parot, a new passer of NEAP from
Comprehensive National High School was commissioned by the division superintendent
Marcom F. Borongan of Pagadian City division to come down to accept the position as
Secondary School Principal I of Zamboanga del Sur National High School-San Pedro
Annex, few days later from assumption of office, the two story six classroom building
was turned-over. Projects during her term were sprouting like the construction and
concreting of basketball court and some parts of the school ground including the
improvement and beatification of school landscapes and the completion of perimeter
fencing. Mrs Kring as fondly called did not stay longer for she was again promoted and
transferred to other school. Followed her was another person of integrity, a dashing
and a woman of excellence who assumed the position of Secondary School Principal I,
the untiring school head Mrs Shirley P Sumugat who administered the school from July
1, 2018 to November 2, 2022 she was ordered by Superintendent Danny P Cordova to
transfer from Manga National High School to ZSNHS-San Pedro Annex, she made
plenty of accomplishments on her administration to make the school fully improved and
equipped with facilities for the learners’ needs.
Notwithstanding on her being hardworking school administrator she is also
adhered for the independence of the school from the mother school. She was
conceiving for the autonomy of the school when in terms of financial matter.

Amidst pandemic time that devastated the whole world and perished thousands of lives
Mrs Shirley P Sumugat did not cease on aiming more improvements of school. Among
of the major accomplishments she contributed for was the separation of Zamboanga del
Sur National High School-San Pedro Annex from Zamboanga del Sur National High
School Main campus, this was born when Deped Secretary Leonor Magtolis Briones thru
Deped Region IX Director Isabelita Bores approved the Government Authority Number
0002, series 2020 dated September 17, 2020 separating the ZSNHS-San Pedro Annex
from ZSNHS Main Campus and to be named as San Pedro National High School. The
independence of the school from the main campus made the school administration
comforted for it will no longer rely its decision making on school operation from the
mother school thus it would be easy already for the school administration to move
without interference. Prior to the said autonomy, the school principal, Shirley P
Sumugat requested the Schools Division Superintendent Danny P Cordova to designate
at least four responsible teachers for Head Teacher position that will assist her on
running the school operation, Superintendent Cordova did not hesitate the request and
granted it immediately and was the one to come to school to install formally his
designated head teachers.

Among of the designated head teachers he formally installed were Reynaldo G Ocampo,
Danny P Lumicay, Lilian R Guinea and Jocelyn S Pepino, they took their oath of office
on 03 January 2020 with also the presence of the acting Assistant Regional Director Mat
Singson and several others from the division office accompanying the schools division
superintendent. Shirley P Sumugat reigned the school for four years and four months
and was transferred by Superintendent Maria Liza Tabilon to Norberta Guillar National
High School of Barangay Buenavista.

She was replaced by another project oriented Principal Mrs Evelyn M Valdez from
Comprehensive National High School of Banale on November 2, 2022. Mrs Evelyn M
Valdez was warmly welcomed by the teachers on her first day of service, she
emphasized teacher’s cooperation for further school community improvement and
adhered everyone to be at all times responsible and accountable public servant.
Normally, as she assumed her office as principal, she started her work and showed her
expertise in managing the school. When month of December smells on the air
immediately thereafter followed so many school works and preparations to be done or
accomplished as urgently needed by the higher ups to submit, one of these is the
crafting of six years School Improvement Plan. Head Teacher and designated Head
Teachers were called to help crafting the School Improvement Plan for this will not be
completely prepared without the cooperation of the others. This School Improvement
Plan will guide the school administration for the entire six years operation on how to
lead the school strategically, how to manage the school operations and resources on
the utmost quality and efficiency, how to focus on teaching and learning solely suitable,
meaningful and applicable to the life of the learners, how to develop self and others
and how to build up connections to internal and external stakeholders so that DEPED’s
Vision and Mission will be truly achieved. With this plan, all necessary issues and
concerns of the school for the purpose of improving the life of the learners are the main
targets why this SIP is being prepared, before this plan crafted there was an
assessment conducted to determine what are the common problems and immediate
needs of students and teachers which were not reached of which the school
administration failed to answer.
Along with this before the December break teachers were required to list down and
submit all their needs in classroom, classroom facilities, problems regarding students
discipline, students attendance, students behavior, students learning outcomes and all
others pertaining to personal and academic development of learners. On managing
school operation and resources it’s not only the concern of the school higher authorities
but also needed the cooperation of teachers who are likewise the internal stakeholders,
the school higher ups and teachers should have a good rapport to parents, LGUs,
NGOs, Alumni and others who are external stakeholders for they are partners in school
governance. By this six years development projection that will start from 2023-2029,
the collaborated plan with the itemized objectives for learners progress, teachers
progress, teaching and learning outcome progress, school facilities and equipment,
school community progress and other relative concerns be satisfactorily implemented it
will be of great contribution not only for the learners but as well as the school
community itself.
