1 INTRODUCTION

TOTALGAZ D7 (TGV D7), a LPG storage terminal and filling plant is located at Village 5, Tan
Thuan Dong Ward, District 7, Ho Chi Minh City. The plant was built and has been operating
since 1991 by TOTAL VietNam. With over 19.325 m 2 site area, the plant is designed into 05
main lots, including: LPG tank farm & piping, LPG Pumps & Compressors Area, LPG filling
hall, Tank-truck loading & unloading, Fire Fighting System, Generator Area and Workshop,
Canteen & Office Building.

The tank farm is equipped with 18 LPG tanks including: 14 x 150 m 3 bullet tanks; 04 x 330 m3
bullet tanks to meet the storage with max capacity 1600 MT. The Jetty is owned by the plant for
reception of LPG vessels with deadweight 3,000MT.

The filling hall with 01 Carousel 24 posts, 01 Carousel 36 posts for 12kg -12.5kg cylinders; 01
stationary filling line for big cylinders (39-45kgs) and 1 stationary filling line for 6kg cylinders.

Utility area is equipped with Air compressors, Power generators, Electrical system is able to
cover the demand of production & office.

Main fire water source is from Saigon river (brackish water during April to July). The Fire
Fighting & Fire Alarm system in TGV D7 Plant includes :

1. 01x160m3 fire water tank (concrete buffer tank);


2. 03x570 m3/h electrical submersible pumps for suction river water for providing water to
the buffer tanks;
3. 03x570 m3/h Diesel fire pumps (centrifugal type);
4. 01 electrical jockey pump;
5. 03x 0.4m3 DO tank for diesel pumps;
6. Deluge valves & piping systems + cooling rings with sprinklers at LPG tanks;
7. Fire detection system and gas detection system;
8. Emergency button system;
9. Independent HHLA system mounted on all LPG tanks;
10. System of monitors and some water curtain points.

In this project, TOTAL shall upgrade the Fire Fighting System to comply with TOTAL’s new
HSE requirement and supply the cooling water for the current Fire scenarios of Plant.

Therefore, TOTAL VietNam is looking for a suitable CONTRACTOR who has enough capacity
and experience for getting agreement with TOTAL Vietnam as a competent CONTRACTOR to
provide the service with scope of work to be defined hereunder.

2 COMPANY SPECIFICATION, CODES AND STANDARDS

For any use, the following order of precedence shall apply:

 The local regulations and guidance (Vietnam Codes & Standards)


 TOTAL Codes and Standards, TOTAL General Specification)
 International codes and Industrial standards
 Other relevant codes and standards for fire fighting system.

Any case of apparent conflict between those documents shall be brought to the notice of the
COMPANY by the CONTRACTOR. The CONTRACTOR are obliged to always check
that the applicable regulations, in particular regarding HEALTH, SAFETY,
ENVIRONMENT and QUALITY, do not impose more restrictive measures. Unless
otherwise agreed by the COMPANY, the more stringent requirements in the general order
of precedence shall apply.

2.2 Codes and Standards

2.2.1 International Standard

The latest edition of the following codes and standards below shall be applicable. The
CONTRACTOR may propose an equivalent alternative code compliance, in which case
the CONTRACTOR shall clearly identify the propose alternate in their proposal.
However, any proposed alternate shall be subject to The COMPANY approval.

 NFPA 15 - Standard for Water Spray Fixed Systems for Fire Protection
 NFPA 20 - Standard for the Installation of Stationary Pumps for Fire Protection
 NFPA 22 - Standard for Water Tanks for Private Fire Protection
 API RP 2030 - Application of Fixed Water Spray Systems for Fire Protection in
the Petroleum and Petrochemical Industries
 API STD 2510 - Design and construction of LPG Installations
 API PUBL 2510A - Fire Protection considerations for the Design and Operation
of Liquefied Petroleum Gas (LPG) Storage Facilities

2.2.2 Vietnamese Standards

The CONTRACTOR shall be responsible for ensuring compliance with all applicable
Vietnamese codes, standards, and regulations.

3 PROJECT SCOPE OF WORK

This project is aim to upgrade the existing Fire Fighting System :

 Meet minimum requirement in TOTAL General Specification GS-MS-HSEQ


333 – Fire Fighting System and CR_MS_ENG_301_EN_01 Provision of Fire
Hazard Management Resources and Capability, with some derogation. TOTAL’s
new HSE requirement and supply the cooling water for the current Fire scenarios
of Plant;
 Supply the adequate cooling water in new fire scenarios of plant. Relocate the
existing Deluge Valves;
 Modify the existing water curtain system and add some new curtain in storage
area;
 Replace the corrosive fire water pipe from Deluge valves to cooling rings at
storage area.

The new fire scenarios and required flowrate might have a significant impact on the
existing firefighting system including pumps, valves and water network piping,
generator... Then the whole system must be upgraded follow then.

The layout of plant & other related technical information of existing Fire Fighting
System are available is Attachment 1: General Layout. All sizes and quantities indicated
shall be used as a guideline only. The CONTRACTOR shall re-measure and verify all
quantities/dimensions during Engineering Detailed Design and obtain Company's
approval thereon.

The Contractor shall provide manpower and tool/software to carry out Engineering of
the modification work and Cost Estimation for Procurement, Installation & Construction,
in accordance with the following requirement:

 Conduct site survey, including but not limited to surveying the firefighting piping
and equipment and other related systems of the plant to study the possibility of
new installation / integration;

 Get Approvals of Competent authorities for the change of firefighting system,


including preparation the documents for Fire Fighting Permit (require) and
Construction Permit (if any);
 Submit to the Company for approval into 2 steps: The Basic Design and The
Detailed Engineering Design for the Work no later than 3 months, (max 0021
mosnth for Basic Design and 02 months for Detail Designdocuments for permit),
from the Effective Dat,e, including: Providing Design Concept, Contractor’s
schedule; Contractor’s document list, Engineering design documents (as details
in part 5.6) and any other necessary documents for execution of the Work. The
submission will be in 02 rounds for each step: Issued for Review & Issued for
Approval.The detailed design will only start after having Fire Fighting Permit
from Authorities. The max duration of detailed design is 03 months.
 Submit to the Company the Cost Estimation for ±30% (Basic Design) and ±15%
(Detail Design).

4 GENERAL INFORMATION FOR BIDDERS

4.1 General Description

General Layout is attached in Attachment 1, for information to Contractor.

4.2 Input for Design

4.3 Schedule & Project Completion

Expected time of delivery: 23 months as maximum including providing for Design


concept (max. 1 month) , Engineering Detailed design & Cost Estimation (max. 32
months) . The CONTRACTOR to propose the detail schedule to the COMPANY.

Place: TOTAL GAZ D7, Village 5, Tan Thuan Dong Ward, District 7, Ho Chi Minh
City, VietNam.

4.4 Concept of study

Fire Scenarios of Plant: Total discuss with contractor during the design;

Water flowrate: Contractor check with Local Authority the requirement of Water
flowrate (can keep 7.2 l/min/m2 for existing plant?) and confirm during Basic Design.

Due to the constraint of the existing Fire Pump House, the concept of adding new Fire
Pump is not feasible. Contractor study the concept of adding new submersible pumps
(number n+1), integrated into the existing main ring or the new ring, whatever feasible.

Water curtain can be used in this plant to minimize radiant heat and separate the fire
zone in sequence. Contractor study to install water curtain system along the pipe, in
front of the tank 1-11, 12-18.

In each fire scenario, there is requirement of minimum 2 fixed monitors positioned to


cover each tank from different angles. Both monitors shall provide at least 60 m³/h of
water. Flowrate of the existing fixed monitor is 180m3/h, consider this flowrate in the
Calculation sheet.

Number of 02 Fixed Monitor those can cover equipment surface area  in Pump House is
a requirement (including outskirt of at least 0.6m).

Add Flowmeter to check the flowrate of system.

5 GENERAL TECHNICAL REQUIREMENTS

CONTRACTOR have a survey to evaluate & re-calculate then give out the Concept &
Detailed Design for Modification for upgrading existing system.

The Fire fighting system shall fulfill the following requirements:

 shall be safeguarded from fire by adequate separation distance from fire hazards,
or by fire proof enclosure, or by active fire protection – or a combination of
these;
 shall be accessible in case of fire (operating devices);
 shall be protected against unauthorized access (if indoors);
 shall have suitable ventilation (if indoors);
 shall not be installed in indoors areas which are used for flammable or
combustible storage and/or production;
 shall have sufficient markings;
 shall be safeguarded against mechanical damage.

5.1 Fire Water source

Fire water source: Sai Gon River Water (Brackish water during April – July).

5.2 Requirement for Fire water buffer tank & water capacity

The fire water capacity shall be sized to cover the needs that are associated with a
credible over 4 hours.

The existing fire buffer tank is utilized.

The water capacity is always kept filled, the water level shall never be more than 10 cm
(4”) below the designed fire service level.

5.3 Requirement for Fire water network design

The fire water mains shall always be strictly independent of the other water networks
(process water, drinking water, etc.) and shall only be used for fire-fighting purposes.

New pipes, fittings, valves and accessories shall be in compliance with the requirements
provided in GS-MS-PVV-001 and GS-MS-PVV-002. Firefighting equipment and
pipelines shall be identified and painted according to GS-MS-COR-001. Those
documents are provided during execution.

Ball valves, in the fire water line to monitors, and butterfly valves shall be provided with
gear operators limiting its closure time to 10 to 15 seconds to avoid damage to piping by
water hammer.

Maximum Water Demand: Contractor to calculate & confirm the new capacity based on
requirement on Table 1, with some derogation. Total will discuss in detail during the
engineering detail design.

5.4 Requirement for electrical and control system

Contractor restudy the control system and provide the new integrity concept to integrate
the new pumps into main control system.

Contractor study power supply for new pumps and capacity of generator.

5.5 Fire Hydrants & Fixed Monitor

Refer to GS-MS-HSEQ-333 and CR-MS-ENG-301EN for details.

Number of 02 Fixed Monitor those can cover equipment surface area  in Pump House is
a requirement (including outskirt of at least 0.6m).

5.6 Final Documentation

CONTRACTOR shall provide the Final Documentation (Design Deliverable) for both
documents/drawings for modification scope and updating existing drawing to comply
with the current status at site, including but not limited to:

6 OTHER REQUIREMENT FOR CONTRACTORS

6.1 Contractor’s Capacity

CONTRACTOR have business license on Engineering Design for Fire Fighting System.

CONTRACTOR’s assigned managers/ engineers/ staffs must have at least 7 years


experiences (for Engineering manager & Leaders) and 3 years experiences (for
Engineers) in design, installation & construction and commissioning similar Fire
Fighting projects. Engineering Manager & Leaders show experience in joining at least
05 similar Fire Fighting projects. Project manager & Leaders have Professional
License/Certificate in their fields.

CONTRACTOR have experience in performing Engineering Design (FEED, Detailed


Design…) for Fire Fighting system for LPG Plant/Depot/Petroleum Station/Other Plants
& Factories.

CONTRACTOR have experience with TOTAL in similar project will be added more
score in evaluation.

All the above requirements of CONTRACTOR’s capability will be referred by


documents of company profile, working experiences and projects list, organization,
staffs information (CV), certificate, business license which are submitted during bidding
attendance.

CONTRACTOR must do the survey at site before sending their offer/proposal.

6.2 Safety Requirements

CONTRACTOR shall be requested to comply with TOTAL safety requirement during


site survey & working on site including, but not limited to, HSE training, PPE,
Prevention Plan (if any), Job risk analysis (if any), Permit to work (if any).

7 BIDDER’S CHECKLIST

The BIDDERS are required to submit to COMPANY all the documents complied with
