Ortega WHEREAS, the Provincial Government of La Union acknowledges the remarkable contributions of former Congressman Eufranio “Franny” C. Eriguel to the lives of its people especially the poor through infrastructure projects and social services that helped them in their daily lives; WHEREAS, the former Congressman was a “SARANAY AWARDEE” in 2013, the highest award given to a resident of La Union for his achievements and contributions to the province; a C ee tan ceam mbPAOrdinance No. 164-2019, Page 2 WHEREAS, the life of the former Congressman has exemplified the very essence of Public service, which is the welfare of the people as he was awarded as an Outstanding Mayor ‘of Agoo, La Union and a dedicated physician caring for the health and well-being of his constituents; WHEREAS, the Provincial Government of La Union condemned the assassination of the former Congressman on May 12, 2018 at Brgy. Capas, Agoo, La Union as embodied in Resolution No. 228-2018 of this August Body; NOW, THEREFORE, on motion of Christian |. Rivera, unanimously seconded, be it ordained by the Sangguniang Panialawigan of La Union, as it is hereby ordained, to enact this ordinance: Section 1, Declaration of Former Congressman Eufranio “Franny” C. Eriquel Day. In order to commemorate the death anniversary of Former Congressman Eufranio “Franny” C. Eriguel, May 12 of every year shall be declared as the Former Congressman Eufranio "Franny" C. Eriguel Day which shall be a Special Day in the Province of La Union. Section 2. Implementing Office. — The Provincial Information Office of the Office of the Governor shall plan and implement appropriate ceremonies for the commemoration and observance of the Former Congressman Eufranio “Franny” C. Eriguel Day. Section 3. Funding. Expenses for the observance of Former Congressman Eufranio “Franny” C. Eriguel Day shall be derived from the General Fund and from private donations. Funds accruing to and expenses made by the Provincial Information Office shall be subject to the usual accounting and auditing rules and regulations. Section 4. Separability Clause. - In the event that a provision of this Ordinance is found or decreed to be invalid or unconstitutional, all other provisions hereof not affected by ‘such pronouncement or decree shall remain to be in full force and effect. Section 5. Repealing Clause. — All ordinances, rules and regulations, or parts thereof, in conflict with or inconsistent to the provisions of this ordinance are hereby repealed or modified accordingly. Section 6.
