MUNICIPAL RESOLUTION NO. 156

RESOLUTION REQUIRING ALL BARANGAY TO COMPLY WITH THE GUIDELINES FOR

THE UTILIZATION OF THE 1% FUND FOR SENIOR CITIZEN (SC) AND PERSON WITH
DISABILITIES (PWD) PURSUANT TO JOINT CIRCULAR NO. 2003-1 OF THE
DEPARTMNET OF BUDGET AND MANAGEMENT (DBM) AND THE DEPARTMENT OF
SOCIAL WELFARE AND DEVELOPMENT (DSWD)

WHEREAS, section 29 of the General Appropriations Act of 2003 directed all national governments
agencies, executive department, bureaus, offices, agencies, commissions, and state universities and
colleges to set aside at least 1% of their total budget to programs/activities for the older persons and
persons with disabilities (PWD);
WHEREAS, consistent with the provisions stated in Section 29, government financial institutions,
Government owned and controlled corporations and Local Government Units (LGU), shall issue
separate guidelines to their respective Boards or Sangguniang Bayan;
WHEREAS, in compliance with the joint Circular No. 2003-1 of the Department of Budget and
Management (DBM) and the Department of Social Welfare and Development (DSWD), the following
are the guidelines for the utilization of the 1% as appropriated/allocated in the Barangay budget;
WHEREAS, the funds shall be utilized for the implementation of program/project/activities/services
which will address the needs of older person and person with disabilities in any of the following areas;

A. Information, Education and Communication campaign/advocacy;

A.1 Seminar/orientation/programs to inform and raised the awareness of the general public on
ageing, needs of person with disabilities, prevention of discrimination, (honorarium/snacks and
meals/transportation costs;
A.2 Production of Information Education Campaign (IEC) materials to inform and raise the
awareness of the public. This may involve multimedia, including the production of uniforms of
identity the elderly and persons with disabilities; and
A.3 Generating additional resources and needed technical support for IEC.

B. Human Resources Development and Capability Building of the clientele groups;

B.1 Formal and Non-Formal education program including educational trip;

B.2 Livelihood Training Programs;
B.3 Vocational Skills Training Programs;
B.4 Care-Giving Training for family members of clientele groups;
B.5 Specialized skills training for professionals and services provides for clientele.

C. Provision of Employment and Livelihood Opportunities, including Financing/Micro Lending;

D. Health and Safety Programs;

D.1 Health programs devices/equipment for public use;

D.2 Medicines, medical laboratories and health devices for indigents; and
D.3 Protective devices in public utilities/areas;

D.4 Medical Mission;

D.5 Wellness Program such as sports, physical exercises, hair development, body massage,
pedicure, manicure and similar activities.

E. Empowerment of clientele groups;

E.1 Equipment/Furniture/Supplies for offices and clientele groups; and
E.2 Offices/Buildings of clientele groups.

WHEREAS, the provision under Joint Circular No. 2003-1 shall be applied in a supplementary manner
for any use/purpose not contained in the above provisions;

NOW, THEREFORE:
BE IT RESOLVED, as it is hereby resolved by the Sangguniang Bayan in session assembled, to
REQUIRE ALL BARANGAY TO COMPLY WITH THE GUIDELINES FOPR UTILIZATION OF THE
1% FUND FOR SENIOR CITIZEN (SC) AND PERSON WITH DISABILITIES (PWD) PURSUANT TO
JOINT CIRCULAR NO. 2003-1 OF THE DEPARTMENT OF BUDGET AND MANAGEMENT (DBM)
AND THE DEPARTMENT OF SOCIAL WELFARE AND DEVELOPMENT (DSWD);

RESOLVED FINALLY, that a copy of this resolution be furnished to the Local Chief Executive,
Honorable Alicia L. Primicias-Enriquez, MSWDO, Budget Officer, Municipal Accountant, and all other
concerned offices for their information, ready reference and proper guidance.
