1 Scope

a. This Specification provides minimum requirements for the materials, manufacturing,


inspection, testing, documentation and preparation for shipment of carbon steel (LTCS and
high strength LTCS).
b. This Specification covers parent piping, welded pipe, forged flanges, wrought and forged
fittings, cast and forged valves, and plates used for welded pipe and fittings. It provides the
requirements for:
1. Product form.
2. Material standard and grades.
3. Steelmaking.
4. Chemical composition.
5. Heat treatment and delivery conditions.
6. Welding.
7. Mechanical testing.
8. Hardness testing.
9. Test sampling.
10. Extent of testing.
11. Hydrogen induced cracking (HIC) testing.
12. Non-destructive testing (NDT).
13. Repair of defects.
14. Hydrotesting.
15. Marking.
16. Packaging.
17. Certification.
c. This Specification includes galvanising requirements.
d. This Specification is applicable to all piping systems and valves whether forming part of
packaged equipment and its piping, general piping bulks or a stand-alone item.
e. This Specification provides the requirements for the supply of loose pressure containing
components only. Additional requirements for the welding, fabrication and testing of
piping assemblies is provided in separate specifications.
f. This Specification will be supplemented by other Company documents and Project specific
documents to define the scope of supply and design requirements for the equipment. The
applicable Company and Project documents will be identified in the Purchase Order.
g. This Specification does not replace the requirements listed within international, and
country codes, and standards. The purpose of this Specification is to:
1. Supplement basic codes and standards.
2. Define which options, if such exist, are required.
3. Specify any additional tests.
4. Specify any additional acceptance criteria.

3 Terms and definitions

For the purpose of this Specification, the following terms and definitions apply:

Company
BP p.l.c., an associate or subsidiary, or other organisation acting as owner, purchaser, or customer as
designated in the Purchase Order.

Company responsible engineer


Company engineer responsible for the technical requirements of the item.

Lot
A lot is defined as all products of the same heat and heat treatment load with a maximum deviation
from the test block thickness of 10 mm (0,39 in).

Sour Service
Exposure to oilfield environments that contain sufficient H2S to cause cracking of materials by
mechanisms addressed by NACE MR0175 / ISO 15156.

Supplier
Entity entering into a contract with Company to provide materials, goods, supplies, equipment, or

5 Order of precedence

a. The order of precedence of the codes and standards quoted in the specifications shall be:
1. International and local statutory regulations.
2. Project data sheets.
3. Project specifications.
4. This Specification.
5. Referenced Company documents.
6. Referenced national and international codes.
b. Areas of apparent conflict between documents shall be brought to the attention of
Company for resolution.
c. In the event of a conflict between this document and a law or regulation, the law or
regulation shall be followed. If the document creates a higher obligation, it shall be
followed as long as this also achieves full compliance with the law or regulation.
d. Design, engineering, procurement, and construction for equipment shall comply with the
statutory laws and regulations of the final location of the asset. Refer to documents
identified in the Purchase Order for a list of these regulations.
e. For projects where the final location of the asset is in the EU:
1. Products supplied shall be confirmed to comply with applicable EU directives.
2. A Declaration of Conformity shall be provided.
3. Components supplied shall be listed together with the EU directives with which they
comply and the rationale by which compliance has been achieved.
4. A Technical File in compliance with applicable EU directives shall be compiled and
retained for a period of 10 years.

6 Technical requirements

6.1 Sour service


a. If sour service or NACE is specified in Project documents, i.e. piping classes, P&IDs or
valve data sheets, the materials shall meet the requirements of this Specification and
ISO 15156 / NACE MR 0175, Parts 1 and 2 for carbon and low alloy steels.
b. The latest version of the ISO 15156 shall be used in conjunction with up to date
ISO Technical Corrigendum and Technical Circulars.

6.3 Galvanised components


For galvanised items or components, the “base” carbon steel material shall conform to the
respective carbon steel listed in the tables of this Specification. The items or components shall
then be galvanised in conformance to ISO 1461.

Mandatory European Pressure equipment design and materials shall comply with Pressure Equipment Directive
Requirement (97/23/EC). See Note 2.
Scope This Specification defines the selected options in the referred standards plus additional
requirements which shall be added or shall supersede the corresponding requirements in these
standards for seamless and welded pipe. ERW pipe shall not be used for seam welded
applications.
Maximum pipe wall thickness within this Specification shall be 30 mm (1,18 in). Additional
requirements that apply to thicker pipe shall be specified on a Project basis.
Steel Making Basic oxygen or basic electric furnace shall be used.
Chemical Standard grade: Chemical composition shall conform to the specification listed under
Composition (The seamless “STANDARD” above. Refer to “STANDARD” above for additions

MATERIAL SPECIFICATION B-PP-1-OO


TYPE OF MATERIAL: Carbon steel - Impact tested (Note 1)
Impact Testing Charpy V-notch at -46°C (-50°F) testing shall be required for thicknesses ≥ 6 mm (0,24 in) in the
transverse direction.
The minimum absorbed energy for three full size specimens shall be 30 J average and 25 J for
single specimen at -46°C (-50°F) (only one value shall be below 30 J and no value shall be
below 25 J). For PED compliance the single specimen limit of 27 J shall apply.
Reduction factors for sub-size specimens shall be: 7,5 mm (0,29 in) x 10 mm (0,39 in) - 5/6 and
5 mm (0,19 in) x 10 mm (0,39 in) - 2/3.
Welded pipe shall be tested on the weld centre line, weld fusion line and in the parent metal.
Hardness Testing Hardness requirements for parent material shall be in conformance to specification referenced
under “STANDARD” above.
Hardness testing shall be carried out in conformance to NACE MR0175 / ISO 15156. Results
shall also conform to NACE MR0175 / ISO 15156 for sour service (parent material hardness of
≤ 250 Hv10).
Weld procedure qualification shall conform to NACE MR0175 / ISO 15156 Part 2 requirements.
Test Sampling Refer to specification listed under “STANDARD” above.
Position and selection of specimens for mechanical testing shall be in conformance to
“STANDARD”.
Samples for HIC testing shall conform to ISO 15156 Parts 1 and 2.
Extent of Testing For each supplier one component per size per diameter per material shall be tested or as
specified in the Purchase Order.
One set of tensile and impact testing is required for each heat and heat treatment load.
Product analysis shall be carried out on each heat or base metal and weld deposit from each lot
as defined in the referenced standard.
Pipes to ASTM A671: Supplementary requirement S14 shall apply. Supplementary requirement
S2 for impact testing shall apply to the same extent as for tensile testing.
HIC Testing Pipe fabricated from plate shall be HIC tested in the final product form. See Note 3.
(NACE MR0175 / Seamless pipe where S ≥ 0,010% and welded pipe where S ≥ 0,003% shall be HIC tested to
ISO 15156 materials) demonstrate suitability for sour service (clause 8 and Table B.3 of NACE MR 0175/ISO 15156
Part 2).
Tests shall be made in conformance to NACE TM0284, using test solution A (ie. 5 wt % NaCl +
0,5 wt % glacial acetic acid + pH2S 100 kPa (15 psi)).
One set of three specimens shall be tested from each thickness of plate from each heat and
grade to EN 10028-3 Class II acceptance:
CLR (crack length ratio) less or equal to 10%
CTR (crack thickness ratio) less or equal to 3%
CSR (crack sensitivity ratio) less or equal to 1%
Following exposure, the test coupons shall be ultrasonically tested to locate evidence of HIC or
SWC in conformance to EN 10160 prior to sectioning and evaluation to section 7 of
NACE TM0284 and reported in section 8 of NACE TM0284.
Additional sections for microscopic examination shall be prepared through suspect locations.

MATERIAL SPECIFICATION B-PP-1-OO


TYPE OF MATERIAL: Carbon steel - Impact tested (Note 1)
NDT Non-destructive examination of the pipe shall be completed after heat treatment and hydro-test.
NDT operators shall be certified to level II in conformance to either ISO 9712 or ASNT.
Visual Inspection shall be as follows:
Method: ASME V.
Extent: 100% of all surfaces.
Acceptance criteria: Components shall be free from scale, gouges, laps and scratches greater
than 0,5 mm (0,02 in) in depth. Suspect areas shall be further examined by magnetic particle
examination to confirm the presence and subsequent removal of defects.
Magnetic particle examination of bevelled ends shall be as follows:
Method: ASME V.
Extent: 100% of all bevelled ends.
Acceptance criteria: ASME VIII, Div 1, Appendix 6.
Magnetic particle examination of weld metal shall be as follows:
Refer to Supplement S7 of ASTM A671 for both method and acceptance criteria.
Radiographic Inspection of completed pipe shall be as follows:
Method: ASME V.
Extent: 100% of seam welds and any repairs to seam welds.
Acceptance criteria: In conformance to “STANDARD”.
Repair of Defects Weld repair of seamless pipe and parent plate materials shall not be permitted.
Repair of weld seams in longitudinal welded pipe shall be in conformance to a procedure
qualified to ASME IX or ISO 15614.
100% NDT shall be performed on all weld repairs.
Hydrotesting Pipe shall be hydro-tested in conformance to “STANDARD” above. Fresh water shall be used.
The requirements for hydrotesting are as specified below:
a. Test shall be conducted at ambient temperature and shall be dried immediately with air or
nitrogen.
b. No residual water pools shall remain after dewatering and drying.
c. Fresh water shall have pH 6,5 to pH 7,5.
d. The maximum chloride content in hydrotest water should be lower than 50 ppm.
Marking The component shall be marked to ensure full traceability to melt and heat treatment batch.
Method of marking shall be as specified on the Purchase Order. Only industry standard
formulations for marking inks for carbon steel shall be used.
Chemically applied marking shall be removed before heat treatment (if applied) for shipment.
Packaging Packaging requirements shall be as specified on the Purchase Order. A plastic barrier shall be
placed between the component and the pallet/box. All components shall be supplied with plastic
end caps.
Certification Material certification and traceability shall be in conformance to the Supplier Quality
Requirements Specification or other quality documents as specified in the Purchase Order.
Notes:
1. Impact tested carbon steels shall be tested at -46°C (-50°F). This shall include impact testing as part of welding procedure
qualifications.
2. The PED shall only be specified for European Projects.
3. Pipe manufactured from HIC tested plate is suitable for sour service only if the grade does not change after the fabrication stage.
HIC testing of the final product form shall be required if there is a change of grade after fabrication or a non HIC tested plate is

Manufacturing Forged bar  350 mm (13,7 in) finished diameter manufactured and tested in conformance to this

25 J). For PED compliance the single specimen limit of 27 J shall apply.
Reduction factors for sub-size specimens shall be: 7,5 mm (0,29 in) x 10 mm (0,39 in) - 5/6 and

Weld end connections shall be tested on the weld centre line, weld fusion line and in the parent

Hardness Testing Hardness requirements for parent material shall be in conformance to specification referenced
under “STANDARD” above.
Hardness testing shall be carried out in conformance to NACE MR0175 / ISO 15156. Results shall
also conform to NACE MR0175 / ISO 15156 for sour service (parent material hardness of
≤ 250 Hv10).
Weld procedure qualification shall conform to NACE MR0175 / ISO 15156 Part 2 requirements.
Test Sampling Refer to specification listed under “STANDARD” above.
Position and selection of specimens for mechanical testing shall be in conformance to
“STANDARD”.
Samples for mechanical testing shall be representative of the components to be supplied. For
small items sacrificial components shall be taken. See Note 4.
For castings, the test blocks shall be integrally cast with the casting and left attached for heat
treatment. The test blocks shall be heat treated together with the castings they represent.
For forgings, test samples shall be taken from a rough forging or a prolongation of the part, except
for die forged components. A sacrificial component from the test lot shall be used for destructive
testing if testing of prolongations is not undertaken.
Test block thicknesses shall be equal to the thickness of actual components. For flanged
components the largest flange thickness shall apply.
Extent of Testing For each supplier one valve per size per material shall be tested or as specified in the Purchase
Order.
Forgings to ASTM A350: One set of tensile and impact testing shall be carried out for each
material heat and heat treatment load.
Castings: One set of tensile and impact test shall be required for each melt and heat treatment
load. A test lot shall not exceed 5 000 kg (11 000 lb).
NDT NDT for valve castings and forgings shall be undertaken in the finished form and shall conform to
the valve specification included in the Purchase Order.

Repair of Defects Forgings:
Weld repair of forgings material shall not be permitted.
Castings:
Castings that leak through the body during hydrostatic or gas testing shall be rejected, and no
repairs shall be allowed.
Castings shall not be repaired by peening or impregnation.
Weld repairs to castings are permitted within limits of the specified ASTM. Weld repair procedures
shall be qualified to ASME IX or ISO 15614. All weld repairs shall be mapped.
Post-weld repair heat treatment shall apply to all weld repairs made prior to final machining.
Where defects are identified after final machining these may be weld repaired without heat
treatment provided the required excavation does not exceed the lesser of 20% of wall thickness or
10 mm (0,4 in).
Weld repairs to carbon steel castings shall be post weld heat treated in conformance to ASTM
specification as listed under “STANDARD” above.

shall apply to 10% of all forgings (same test lot as defined for mechanical testing) with NPS > 2.
The testing shall be carried out after final machining. The acceptance criteria shall be to
ASME VIII, Div. 1, Appendix 6.

NDT NDT operators shall be certified to level II in conformance to either ISO 9712 or ASNT.
Standard grade Ultrasonic testing: The plate shall be ultrasonically tested to
EN 10160 quality class S2/E2.
Z quality and HIC tested Ultrasonic testing: The plate shall be ultrasonically tested to
plate EN 10160 quality class S2/E2. Scanning on a 100 mm (4 in) square
grid the following acceptance criteria shall be used:
Max individual imperfection - 500 mm2 (0,78 in2)
Max imperfection density - 10 per 500 mm2 (0,78 in2)
Minimum imperfection considered - 150 mm2 (0,23 in2) (15 mm
(0,59 in) in length, 8 mm (0,32 in) in width).
Through thickness testing shall be carried out on plate in its final
condition.
Z-quality plate to EN 10028-3 P275, EN 10164 Z35 and suspect
areas shall be further sampled and tested.
Visual Inspection shall be as follows:
Method: ASME V.
Extent: 100% of all surfaces.
Acceptance criteria: Plates shall be free from scale, gouges, laps
and scratches greater than 0,5 mm (0,019 in) in depth. Suspect
areas shall be further examined by magnetic particle examination
prior to and following the removal of any defects.
Repair of Defects Weld repair of plate material shall not be permitted.
Marking The component shall be marked to ensure full traceability to melt and heat treatment batch.

HIC Testing Pipe fabricated from plate shall be HIC tested in the final product form. See Note 4.
(NACE MR0175 / Tests shall be made in conformance to NACE TM0284, using test solution A (ie. 5 wt % NaCl +
ISO 15156 materials) 0,5 wt % glacial acetic acid + pH2S 100 kPa (15 psi)).
One set of three specimens shall be tested from each thickness of plate from each heat and

Acceptance criteria for surface examination by magnetic particle and ultrasonic methods:
Defects, with depths exceeding 5% of the nominal wall thickness or 1,5 mm (0,059 in),
whichever is the lesser, shall not be permitted. Cracks or linear defects shall not be permitted
regardless of dimensions. Parts shall be subject to rejection if surface imperfection permitted
above are not scattered, but appear over a large area in excess of what is considered as
standard.
For sour grade:
The requirements in API 5L/ISO 3183 Annex K shall apply in addition to the standard grade
requirements.
Repair of Defects Weld repair of seamless pipe and parent plate material shall not be permitted. Repair to the
longitudinal weld seams in welded pipe shall be subject to a fully qualified weld procedure to
ASME IX or ISO 15614.
Pipes subject to weld repairs shall be reheat treated in conformance to ASTM specification as
listed under “STANDARD” above.
Hydrotesting Pipe shall be hydrotested in conformance to API/ISO as listed under “STANDARD” above.
Fresh water shall be used. The requirements for hydrotesting are as specified below:
a. Test shall be conducted at ambient temperature and shall be dried immediately with air or
nitrogen.
b. No residual water pools shall remain after dewatering and drying.
c. Fresh water shall have pH 6,5 to pH 7,5.
d. The maximum chloride content in hydrotest water should be lower than 50 ppm.

1. Impact tested carbon steels shall be tested at -46°C (-50°F). This shall include impact testing as part of welding procedure
qualifications.
2. The PED shall only be specified for European Projects.
3. For microalloyed steel, Q&T materials, if C< 0,12 wt%, Pcm formula shall be used to calculate weldability. Pcm shall be 0,21
maximum.
4. The test sample shall consist of a forging of similar profile and dimensions, which has undergone the same finished material
processing as the production forging.
5. Fittings manufactured from HIC tested plate are suitable for sour service only if the grade does not change after the fabrication
stage. HIC testing of the final product form shall be required if there is a change of grade after fabrication or a non HIC tested
plate is used. HIC testing is not a requirement if HIC resistant plate is used to manufacture fittings.
6. V stamping is only permitted on flange outer circumferences. Round V stamping may be permitted elsewhere provided that
identities are placed on the external surfaces of low stress areas.
