1.0 INTRODUCTION
In a world surrounded by the advancement of science and technology, humans are
becoming increasingly intelligent as the country develops and progresses. As well as the
beauty industry in Malaysia is thriving in parallel with developments at the global level and
especially skincare products. Skincare is basically a product that give a significant influence
on consumers' skin, both favorably and badly. Skin care includes a wide range of treatments

that protect the skin's integrity, improve its look, and treat skin conditions. Skincare products
you may take to maintain beautiful and healthy skin include sunblock as well as various kinds
of creams and lotions for the face, hands, and feet.
In Malaysia, the majority of users are Malays, who are overwhelmingly Muslims.
They consume Halal goods, which are pure of porcine or other animal ingredients that have
not been treated in accordance with Islamic law since they are Muslims. Halal is a special
standard that Muslims utilize all around the world to guarantee the quality, safety, and
hygienic conditions for food and beverages as well as the material substance used in a
product's manufacturing. Regarding Malaysians, particularly Malay Muslims, doubts over
halal status are another hot concern. Especially if there are several instances where citizens
claim they are uncertain about a product's halal certification.
One of the issues that are trending because one of the Twitter users uploaded a post
about the ingredients Dr. Morita Hyaluronic Acid Moisture Essence Facial Mask contains a
Japanese fermented rice wine, known as ‘saké’. She shared a screenshot from a Beauty and
Skincare Influencer’s Instagram story post that gives awareness about the product because of
its haram ingredient. Many people voiced their disappointment in the comments due to the
fact that some people are new to wearing it and others are loyal supporters of this mask. The
users love how this mask makes their skin feel after using it since it plumps it up, soothes,
and softens their skin. This is all because they were unaware of the ingredients in their
skincare.
With the use of this case study, we shall investigate the main factors that contributed to
Dr. Morita’s sheet mask issue emergence as well as the most recent revision of the Halal, and
study the solutions for this issue.

4.0 SOLUTIONS TO THE ISSUE

4.1 Responsibilities of the government agencies

This matter is one of the upmost priority since every Muslim must place a high priority on
halal certification on products that they use or consume in everyday life. It is the obligation of
every Muslim to ensure that their actions are in line with the guidelines provided by Islam. If
this matter goes on, many malay Muslims of Dr Morita’s users will be more likely to
continue using the sheet mask and purchases more at the market. As a result, our iman will
severely affected and acts of lawlessness can send a person to hell. According to hadith,
Rasulullah (Sallallahu Alayhi Wa Sallam) said: “Halal is clear and Haram (unlawful) is clear.
Between the two there are doubtful matters concerning which people do not know. One who
avoids them to safeguard his deen (religion) and his honor is safe, while if someone indulges
in it, he may be indulging in the lawful...” (Bukhari).
To guarantee of this sort of issue do not persist among Muslims is the participating
government office such as The Federal Territory Mufti Office (Pejabat Mufti Wilayah
Persekutuan). This organization are responsible to carry out their duties and must do all in
their power to fulfil their obligations providing the community with explanations and
comprehension about fatwas and syariah law as well as conveying and correcting information
that departs from the ‘aqeedah of Ahlu Sunna Waljama'a.
Regarding this issue, The Federal Territory Mufti Office already declared and outlined the
legislation in relation to this issue on their website on July 2020. They clarified that “ 'Sake' is
produced through a brewing process similar to beer where starch is converted to sugar before
it is converted to alcohol” and “Thus, we tend to say that it is a type of alcohol and it is
forbidden to use it. We cannot take advantage of it either for the purpose of food, drink,
cosmetic medicine, perfume, and others”. Along with the information about sake, the mufti's
office strenghtened their explanation with Qur'anic verses from Al-Ma’idah verse 90.

َ ‫يَ ٰـَٓأيُّهَا ٱلَّ ِذينَ َءا َمنُ ٓو ۟ا ِإنَّ َما ْٱل َخ ْم ُر َو ْٱل َمي ِْس ُر َوٱَأْلن‬
َ‫صابُ َوٱَأْل ْزلَ ٰـ ُم ِرجْ سٌۭ ِّم ْن َع َم ِل ٱل َّش ْيطَ ٰـ ِن فَٱجْ تَنِبُوهُ لَ َعلَّ ُك ْم تُ ْفلِحُون‬
90. O, believers! Intoxicants, gambling, idols, and drawing lots for decisions1 are all evil of
Satan’s handiwork. So shun them so you may be successful.
(Al-Ma'idah, 90)

They also provided extensive explanations with phrases from a religious book such as the
book of al-Mausu’ah al-Fiqhiyah al-Kuwaitiyah: “Jumhur fuqaha’ say it is forbidden to
benefit from alcohol for medicinal purposes, and any other form of benefits, such as using it
in perfume or food or clay". Every alcoholic drink contains alcohol. However, not all alcohol
is alcohol. Alcohol obtained from the process of making alcohol is illegal and impure”.

This is enough to give us awareness about how we should give greater attention to the
ingredients of our skincare products to avoid any harm and impurity. As always, everything
that Allah has provided is permissible for us and is tremendously advantageous for our way
of life.

4.2 Impose Rules For The Separation Of Halal And Haram Products For Drugstores

As is well known, the owner of the supermarket premises is required by law to separate
halal and non-halal food goods. The Malaysian Consumer Protection and Welfare Board
recommends the Ministry of Domestic Trade, Cooperatives and Consumerism (KPDNKK)
create a special guideline related to the separation of non-halal products so that the
implementation is more uniform.
In an article from the Berita Harian newspaper, “KPDNKK officials told that retailers,
including suppliers and wholesalers, must establish their own solution because they have long
been subject to the current law, which is the supply of goods and services order (goods made
from any part of pig or dog). Halal and non-halal items must be kept apart, according to 2013
regulations.” (Rosli, 2017)
As we can clearly see, there is a section of the supermarket labeled non-halal for items
containing pork and alcohol for non-Muslims. If the authorities apply this law of separation
of halal and non-halal skincare items and cosmetic products are applied to drugstore
premises, Malay Muslim customers can avoid purchasing non-halal skincare goods. In a
hadith from Anas bin Malik, the Prophet S.A.W saying:

‫اربَهَا َو َحا ِملَهَا َو ْال َمحْ ُمولَةَ ِإلَ ْي ِه َو َساقِيَهَا‬


ِ ‫ص َرهَا َو َش‬ ِ َ‫ص َرهَا َو ُم ْعت‬ ِ ‫قَا َل لَ َعنَ َرسُو ُل هَّللا ِ صلى هللا عليه وسلم فِي ْال َخ ْم ِر َع َش َرةً عَا‬
ُ‫ي لَهَا َو ْال ُم ْشت ََراةَ لَه‬
َ ‫َوبَاِئ َعهَا َوآ ِك َل ثَ َمنِهَا َو ْال ُم ْشت َِر‬
Rasulullah saw cursed ten people related to alcohol. The one who squeezes, the one who asks
for milk, the one who drinks, the one who brings, the one who is brought to him, the one who
pours the wine, the one who sells, the one who eats the proceeds of the sale of wine, the one
who buys and the one who is sold for him.
(Hadith Jami' at-Tirmidhi: 1295)

In accordance with the info provided, the issue of halal and haram concerns can be handled if
the seller labels the goods as "halal" or "non-halal" and sets them on the shelf. and the
authorities must take action against the defaulting sellers if this premise does not follow these
standards. It is undeniable that the conflict between halal and non-halal items may be
overcome if a certain law has to be reinforced. (Saudaraku, 2020)

4.3 Read and Research About The Product

The need of reading labels before purchasing any goods or product is still not well
understood by the general population in this country. Today's society uses a culture known as
"viral" or "widespread" to spread information, whether it be a tale or goods and products that
are entertaining and beneficial that occur in everyday lives. This viral phenomenon spreads
faster and becomes unstoppable as more social media platforms come online.
Because of that, this influenced the decision of Malay Muslim millennials who always want
to try new things and try viral skincare. It is a crucial consideration for Muslims when
deciding whether or not to purchase a product and each of us must play our part to read
product ingredients if it contains non-halal substances before buying anything. This culture
goes to other users of skincare products who need to develop the habit of reading product
ingredients. It is also advised that this practice be extended to youngsters and teenagers,
particularly students. (NOORDIN, 2019)
In addition, if a product has a halal issue, we must conduct internet research on the product in
order to dispel any lingering questions. Halal Malaysia Official Portal is an example of the
government's initiatives to help us determine whether a product is halal or not. It is so easy
that we can search for the product’s halal status just by keying in the product’s name or brand
on the website. Their aim is to provide the general people more assurance while
utilizing products that are assured to be halal.
In the end, it is crucial for Muslim millennials to have good halal awareness in spotting the
logo or verifying the material list of the products and to make it the major reason for their
decision to consume it. It is true that a woman's confidence will undoubtedly grow if she has
clean skin but must not forget our obligation to always seek halal so that our Iman will
increase and achieve Jannah hereafter later. Therefore we must accept the law that was
initially unconstitutional rather than creating new legislation at will for our personal benefit.
