Cultural literacy is the ability to understand and participate in the customs, symbols and expressions of a given culture. It involves knowledge of both formal and informal aspects of a culture that are typically learned by being part of that culture rather than through formal means. In the Philippines, developing cultural literacy among Filipinos is challenging as there are questions around whose culture to focus on, how to teach culture, and how to assess cultural literacy. Key challenges include determining what knowledge constitutes cultural literacy, how to teach aspects of culture that are typically caught not taught, and addressing concerns that cultural education could be a means for a dominant culture to assert dominance over minority cultures.
