OUTCOME - BASED EDUCATION

Clearly focusing and analyzing everything in the Educational system. It is an educational
approach that focuses on measuring student learning outcomes rather than focusing on
inputs, The emphasis is on ensuring that students have mastered specific skills or
competencies before moving on to the next topic or to the next level.
William G. Spady
Was one of the proponent of OBE. His work emphasized the importance of clearly
defining desired outcomes and aligning all aspects of the educational system
(curriculum, instruction, assessment, and professional development) to support the
achievement of those outcomes.

Explore: In the "Explore" phase, students are introduced to new concepts and ideas, and
encouraged to explore and develop a deeper understanding of the subject matter.
Engage: In the "Engage" phase, students are encouraged to actively engage with the
subject matter and apply what they have learned. This might involve activities such as
projects, experiments, or simulations, where students have the opportunity to practice
and apply their knowledge and skills.
Apply: In the "Apply" phase, students are given opportunities to apply their learning to
real-world situations or problems. The goal is to help students develop skills and
competencies that are transferable to different contexts and situations.
The Engage, Explore, and Apply framework is intended to help educators create
learning experiences that are meaningful and relevant to students, and that help them
develop the skills and competencies they need to be successful in their future careers
and lives.
NCBTS - National Competency Based Teaching Standards.
 What is framework?
- It is a guiding cycle.
- It secures the output.
- To attain what we need to attain or constructively aligned process.
 What is intended learning outcome?
- It points out to the clear learning results.
 Guiding Principles of OBE
- Students - are the performer
- Performable - there should be performable.
- Performance Based - Transformational
IBE (Input Based Education) and OBE (Outcome- Based Education) has also evident
comparison in terms of the teacher, student and intruction.

Principles of OBE
- The principles of OBE are intended to promote student-centered, outcomes-focused
education, with a focus on active and engaged learning, and the development of skills
and competencies that are relevant and applicable to students' lives and future careers.
Different phases on the Principles of OBE:
 Clarity of Focus (Topic)
- Clear or specific topic
- Means that everything teachers do must be clearly focused on what they want
students to know, understand and be able to do.
 Designing Backward (ILO)
- Identify learning barriers
- Teachers would be able to find students with difficulties on particular topic.
- Means that curriculum design and TL processes must start with clear definition of
the intended outcomes that students are to achieve by the end of the program.

 Expanded Opportunities (Activities)

- Deploy or use different strategies to reinforce the identified learning barriers.
- Must strive to provide expanded opportunities for all students.
 High Expectations (Assessment)
- Measure whether or not the goal or expectations were reached.
- Focusing on students.
- Helping students to succeed by providing them engagement deeply with the issue.
ASSESSMENT = HIGH EXPECTATIONS
Performance Standard
- Level of output/performance
- Indicator for teachers

2E - 2A Model of Instruction: Engage, Explore, Apply, Assess

- Serve as guide in Teaching and Learning which uses 4 phases and also interconnected
with the 4 principles of OBE.
 ENGAGE: Input phase
- The specific topic (Clarity of focus)
- Context that we will give to learners.
- Facts, Concepts, Theories, Methods and Procedure
 EXPLORE:
- Processing of input through interactive activities.
- New information
- The teacher will demonstrate first then the students will generate the idea.
- The goal is to identify areas where the student excels and areas where the student
may need additional support. .
- Provide explanation and feedback.
 APPLY: Application Task
- Return output
- The students will do what the instructor do.
- Teachers will facilitate and students will do on how the process is being done
(First Hand Experience).
 ASSESS: (higher order thinking skill)
- Elevated form of assessment.
- Conducting asessment shall be elevated.
- Students will now do the craft that is constructive allign with the ILO.
