LESSON I
OBE (Outcome Based Education)

Outcome Based Education (OBE) is an educational system that emphasizes the learning
outcome of the student/learner.
Dr. William G. Spady is known as the father of OBE. He founded the OBE in the year 1988.
Dr. Spady described OBE as “the reorientation in educational system towards what is essential
for all students to be successful at the end of their learning experiences.

Key to Remember
 NCBTS
National Competency-Based Teacher Standards- it is used to test the level of
competitiveness of a teacher.
 Intended Learning Outcome (ILO)
ILO is the clear and specific outcome that the students or learners will attain after a
particular lesson or topic.
 Performance Standards
It serves as an indicator for the teachers and students if the students performed
effectively based on the ILO of the topic.
 Guiding Principles of OBE
-Students- are the performers.
-Performable- there should be something performable.
-Performance Based- Transformational- progress/ there are changes in Teaching and
Learning process.
 Instructional Materials (IMs)
The content of information that is being conveyed by the use of textbooks, multimedia
components and etc.

Theoretical Framework of OBE


The purpose of this framework is to have a scope of relevant idea that is significant in
implementing the Outcome-Based Education. This framework help students and teacher have a
clear understanding of the nature of Outcome-Based Education and for the students to be aware
of the following procedures to be performed for their effective learning.

The framework is composed of the ILO’s, Learning Tasks and Assessment. The
framework shows that Intended Learning Outcome (ILO) is constructively aligned from
Institutional ILO to Program ILO down to Course ILO. Program ILO is based from the
Institutional ILO and Course ILO is based from Program ILO. The learning task of OBE
educational system is constructed as Engage, Explore, and Apply. In the Engage phase,
teacher/instructor introduces the specific topic, students are given a clear and specific focus of
the topic. In the explore phase, students will generate more idea from the topic. In the Apply
phase, students will have their “first-hand experience” of the task/activity for the topic. In the
assessment part of the framework, it is where students apply their learning from their
understanding to an elevated output, task, or activity and it is assessed based on the
performance standard.

LESSON II
Principles of OBE

Clarity of Focus-
Teacher provides a clear and specific discussion to the specific topic. It is to help
students develop knowledge and skills and for them to achieve the Intended Learning Outcome
effectively.

Designing Backwards-
It means that the delivery process must start from the last process which is from
distinguishing the intended learning outcome and the objectives to the learning materials. It is
to focus on the essential topics for the intended learning outcomes

Expanded Opportunity-
It means that teacher identify the strength and weaknesses of the students. It is because
not all students can learn the same way of approaches or procedures of their learning process.
This is to provide students appropriate opportunities for them to achieve high standards of
education.

High Expectation-
It means that teacher provides students challenging and effective knowledge and skills.
It is for the students to achieve high standards of education.

LESSON III
2E-2A Model of Instruction

Engage-
In the first phase of the model of instruction, engage phase is where the teacher delivers
the content of the topic to the students clearly.
Explore-
In this phase, teacher will demonstrate the specific task or activity of the topic while
students observe, explore and generate idea from the demonstration.
Apply-
In this phase, students will demonstrate the task or activity performed by the teacher. It
means that it must have a return output. Students will be having a first-hand experience of the
task or activity. Teacher will be the observer while the students are the performer.
Assess-
In this last phase of model of instruction, students will apply their knowledge and skill to
an elevated or improved output. It means that there will be an elevated assessment.

It refers to the utilization and application of technology to enhance the teaching and
learning process in the educational system.

It is the ways, strategies, procedures and approaches in the utilization of technology for

Technology in Education
It is the application and utilization of technology for the operational purposes in the
educational system.
Legal and Ethical use of Educational Technology
1. Unauthorized access and use of hardware, software, network and computer files.
 It can be prevented by Firewall. Firewall is a network security device that prevents
unauthorized access to a network.

2. Hardware Theft and Vandalism.


 Hardware Theft is the stealing of hardware components of a computer system.
 Hardware Vandalism is the breaking or destroying hardware components of a computer
system.

3. Software Theft
 It is an act of stealing software “Software Piracy”. It can be multi-user or single-user.

4. Information Theft
 It is an act of stealing personal information or data.
 Counterpart: Encryption “the process of converting information or data into a code,
especially to prevent unauthorized access”

5. Malicious Acts in Software


 Spam-
Unsolicited messages or emails with unwanted links.
 Phishing (Carding/Spoofing)-
Steal confidential information (especially financial information, passwords, credit
numbers)
 Malware (Virus)-
Can be prevented by “Anti-virus”.
 Adware-
Display and download unwanted advertising while you are online or while the program
is running.
