The Identification & control of access in waste treatment facility is a key element in providing a
comprehensive security culture and Health & Safety of everyone throughout ABC Sanitation Solutions.
Entry into the facility is achieved by having a means of identification categorized with reference to the
area of visit. Thus, access levels are allocated to an individual’s ID badge, which is implemented at the
security post in addition to the security escort of all visitors to their approved visit locations.

All information regarding the level of access must be communicated to the visitors during the HSE
induction training. At the facility, access for waste collectors are only granted if all HSE rules of Oshodi
Transfer Loading Station has been implemented.

At the cooperate head office, identification and access is control using an electronic system and staff
identification card.

2.0 Purpose

The purpose of the Identification and Access Control Policy is to ensure the following:

 To restrict members of the public from gaining access to areas and departments of the
Hazardous treatment facility without obtaining permission.

 To provide a variety of security access or egress levels to control the movement of staff and
visitors to and from higher than normal risk areas of our buildings.

 To develop a security awareness culture to encourage staff to challenge anyone not wearing an
ID badge in ABC Sanitation Solutions.

3.0 Scope

This policy applies to all staff, voluntary organizations, contractors, official visitors and external
agencies. Standards, procedures and guidelines will be reviewed and re-issued where and when
necessary. They will be deemed to form part of this policy and all staff, visitors and other interested
parties who may need of access into the treatment facility and/ or head office should comply with
them.

4.0 Definitions

 ID Badge: An Identity (ID) Card issued by the HR & Admin Manager for staff and the Security
officers for non-staff. It displays a clear image of the owner, their name, job title and department
for staff and the visitor’s number and access level for non-staff.

 Staff: For the purposes of this Policy “Staff” will describe all ABC Sanitation Solutions staff.

 Official Visitors: Expected visitors organized by prior arrangement.

 Contractors – External company employee working under a written contract on ABC Sanitation
Solutions sites.

 External Agencies: Other services or groups required to work or provide a service on ABC
Sanitation Solutions premises. i.e. Regulators, External Auditors, Lagos State Ambulance and
Fire Service etc.

5.0 Identification & Access Control Policy

ABC Sanitation Solutions is committed to creating safe and secure environments for our staff, visitors
and clientele. Identification badges and access cards form an important aspect to the overall security,
safety and protection of staff, visitors and contractors.

 ABC Sanitation Solutions Photo Identification and Access Control program will be developed,
managed and administered by the HSE department.

 Identification badges and access cards remain the exclusive property of ABC Sanitation
Solutions and must be returned upon the cessation of employment or relationship.

 The employee’s manager, or contract manager, shall be responsible for ensuring all photo
identification badges and/or access cards are returned to the HR & Admin Office.

 Identification badges and access cards issued to short term contractors must be returned to the
issuing department at the end of each day.

 Pictures intended to produce identification badges will be taken in accordance with processes
established by the HR & Admin department.

 Compliance to the access level should be absolutely adhered to.

 Access for all category of visitors will be done post the facility and Office HSE induction.

5.0 Responsibilities

The overall responsibility for safety and security within ABC Sanitation Solutions rests with the Chief
Executive Officer.

5.1 Individual Responsibilities:

 Staff and all categories of visitors must wear the identification provided. The access level will be
made visible in a clear manner to ensures that person may be easily identified, always, while on
duty or conducting business on behalf of ABC Sanitation Solutions.

 Names, position titles, department information and all other information appearing on
identification badges will be in accordance with the ABC Sanitation Solutions Photo ID and
Access Control Program.

 Staff members will have both their given and surnames (last) displayed. Short form names will
be permitted (i.e. “Kathy” for “Katherine”, “Bob for “Robert”, etc.), but alias’s or “nick” names
shall not be used.

 Defacing or altering the identification badges is not permitted.

 For visitors and Waste Collectors, the access control will only be granted if HSE and Security
checks have been clarified.

 The safe keeping and appropriate use of identification badges and/or access cards is the
responsibility of the person to whom the card was issued and are intended for their express use
only and may not be used by any other individual for either identification or to gain access.

 Failure to visibly display proper identification while on ABC Sanitation Solutions business or
the loaning of identification badges and/or access cards to another person may result in
disciplinary action being taken.

6.0 Procedures and Guidelines

6.1 Door Control

6.1.1. Entry Control

Doors identified as requiring access control will have a signage indicating the level of access and
individual category.

6.1.2. Egress (Exit) Control


In most locations egress will be directed using signages and made visible using the emergency
lightening. An emergency exit control will also be fitted.

6.1.3. Fire Alarm Activations


Doors to lead to the Muster point shall be used once the fire alarm is activated.

6.2. Identity Badge Design


The Security Policy provides further information.

6.2.1. The Identity badge will be printed on white plastic cards containing all the necessary information
for the implementation of the identification and access control program.

6.2.2. There will be designated badge designs for all groups of staff and for contractors in this Policy.

6.3 The Management of Staff ID Badge and Access Levels


Access levels for ABC Sanitation Solutions employees will be administrated by the HR & Admin
Department. ABC Sanitation Solutions personnel will be allowed access to substantial risk areas only
when the ID badge service receives a request from the HSE department with sole responsibility of
authorization resting on the HSE Manager and HR & Admin Manager.

6.4 The Management of the Contractor ID Badge and Access Levels.


6.4.1. All ‘Contracts of Engagement’ will contain a clause, which stipulates that the Contractor must,
when on site, adhere to the ABC Sanitation Solutions’ Identification & Access Control Policy. A breach
of this policy may result in the removal of the offending contractor’s employee from the site. Specific
contractor’s identification badges and access levels will be issued via HSE departmental procedures.
6.4.2. The Security Department is responsible for the management and issuing of all contractor’s ID
badges.

6.5. Miss-Use of the ABC Sanitation Solutions ID Badge


6.5.1. The ID badge is issued to an individual member of staff, visitor or contractor. The ID badge
should not be loaned to another person. Miss-use of the ID badge could lead to disciplinary action
being taken against the card holder.

6.6. Lost Identity Badge


6.6.1. A lost ID badge is a potential risk to security until it is reported to the Security, HR& Admin and
the HSE department. The following course of action should be followed as soon as a badge has been
confirmed as lost:
 Prompt reporting of a lost badge is imperative.
 Inform your line manager and the Security, HR& Admin and the HSE department

6.7. Visitor Access


For the safety of staff, visitor access to ABC Sanitation Solutions buildings is only permitted through
authorized entrances and should adhere to the HSE rules and guidance.

6.8. Employees Leaving the Organization


6.8.1. A list of all staff leaving the organization will be provided by the HR & Admin department. All
staff listed as leavers will have their ID badge returned and inactivated.

6.9. End of Contract Periods


6.9.1. The Security Department is responsible for the card management of contractors who provide a
service to the organization.
6.9.2. Departments who also have management responsibilities for contractors are to ensure that they
inform the Security and HSE departments upon termination/end of the contracted period or work.
They are responsible for regaining possession of any card issued to a contractor and returning it.

7.0 Dissemination and Implementation


7.1. Managers need to ensure that the staff they manage are aware of this policy. This should be
achieved by highlighting and discussing the issue at Departmental Induction for newly appointed staff
and through regular performance review process for existing staff.

7.2. The document will be stored electronically and controlled by the document control center

7.3. ABC Sanitation Solutions will continue to raise staff awareness annually by publicizing the
existence of the policy through a variety of methods which may include: HSE meetings, Toolbox talks,
HSE trainings, Bulletin, all user email, pays lip message, poster/leaflet.

7.4. Training
 ABC Sanitation Solutions is committed to delivering a staff training programme that encourages
and develops a pro-active Safety & security culture. This will contain induction training,
security awareness displays, conflict resolution and physical intervention training. This training
will assist with the provision of a safe and secure environment for all.

8.0 Updating and Review

8.1. This policy will be reviewed yearly or earlier in view of developments which may include
legislative changes, national policy instruction or ABC Sanitation Solutions Board decision.

8.2. Revisions will be made ahead of the review date if there are any changes to legislation or
organizational structure which may impact this policy. Changes or revisions made will be taken
through the standard consultation, approval and dissemination processes.
