Dumagoc Elementary School warmly welcomes you all for one more year of great and fun
learning experiences.
The school is guided with the mission and vision of the Department of Education. So, learners
will surely feel safe and motivated. Also, it is tied up with the unfading core values – Maka-
Diyos, Maka-tao, Makakalikasan at Makabansa.
Thus, with all of these things, the school is a wonderful avenue for acquiring knowledge and
honing the skills of the learners to optimum level. Sense of belongingness is a plus thing the
school has offered for years to each learner to provide a supportive and desirable environment.
In this place also, you are trained to become selfless citizens ready to contribute great things to
proudly hoist the Philippine flag in all nations.
Apart from all of those, you learners, must first abide the rules and existing policies
implemented in school. Good manners are first taught at home and your parents are your first
teachers. The school believes that with the help of your parents, the rules and policies printed
in this hand book will be followed accordingly. Thus, learning will be more fun and more
meaningful.
The school will be happier if you make yourselves obedient, responsible and useful all the time.
So, make yourself and parents proud, your school and the nation prouder and God the proudest.
May your stay here for a year contribute a happy and fruitful life for yourself, your family,
your school, the nation and most of all to the Most High.
Remember, everyone is expected to learn as much as each of you can. Obey the norms
composed in this handbook. Make this as your guide and let your parents know all the things
this contains.
The provision in this handbook shall apply to all pupils while in the school premises and while
attending any official function outside the school campus.

SECTION II
In 1959, a mountainous gloomy place with a total area of 35.95 hectare surrounded with trees
and all kinds of animals, which was owned by Datu Pangandaman. The place is an urban
barangay located in the middle part of Balangasan, Napolan, Bomba and Santa Lucia. Before
the Martial Law, there was a conflict between the different tribes to own this place. This was
reserved and utilized as a camp for Philippine constabulary. The place got its name
“Dumagouk” due to the strong and heavy flowing water under the mountain. It is about 1.60
kilometers from the city hall and it takes 7 minutes to travel from the city hall to Dumagoc.
The most important feature of the place is that it looks like an island when you are at Daodao.
It looks like a ship when you are at a distance sea. A heart-shaped mountain in an aerial
viewing. Dumagoc being a military reservation area with a very few inhabitants was turned
into one of the relocation area site for more than 847 families who were tidal wave victims in
1976. With the growing number of population barangay officials headed by Basilio Paller sent

a petition for the establishment of an Elementary School to the Department of Education. Their
petition had been granted when the late President Corazon C. Aquino assumed office in 1986.
On the first day of the school in June 1987, the school's Philippine flag was raised... It was a
complete Elementary School with six teachers and two classrooms. But this did not hinder
them to quench their thirst for knowledge. Grade I and II pupils were accommodated in a multi-
purpose building but were divided into morning and afternoon sessions. For Grade III and IV
classes were held under the mango trees and some nearby houses. With the support of the late
Governor Ariosa and Mayor Benjamin F. Arao, another building had been constructed in 1995
there were enough classrooms. School population continued to rise up. Presently the school
has 813 pupils with 23 teachers and 14 usable classrooms. But the school is still suffering
because it has 7 classroom shortages. Dumagoc Elementary School is a prestigious institution
in terms of Academic performance that won in the District, Division, Regional, and National
levels of contests. Facing the test of time, the school is indeed working hard to achieve its goal's
mission and vision in general.
SECTION III
A. SCHOOL UNIFORM
The uniform identifies one as a bona fide learner of a school. It is a badge of honor. It
must be worn properly every day and should be clean and neat at all times. However, not all
can afford to have it worn at all times.

2. The official school ID card is part of the uniform and should be worn properly every day.
The ID must be worn at all times while inside the campus. It has to be free of all
decorations (stickers, writings on it, cut in desired forms or shapes).

3. Hairstyle for the girls must be simple and becoming. Short and decent haircut must be
maintained for the boys. Skinhead and crew cut are not allowed. Dyeing of hair is not
allowed, too.
4. Black, white or blue ribbons, hair bands or hairclips may be worn with the uniform.
6. Make-up, nail polish and other accessories such as gaudy earrings, anklets, bangles or bands
should not be worn with the uniform. Jewelry (multiple rings, earrings, lip rings, nose rings,
etc.) is not part of the school uniform.
B. ATTENDANCE
1. ABSENCE
a. When a learner is absent, he/she must inform the Adviser, on the first day of absence,
the reason for his/her absence.
b. Upon his/her return to school, he/she is required to submit to the Principal, a formal
note stating the days and cause of absence (signed by his/her parents or guardians), for
signature or approval. This serves as a re-admission slip.
c. Absence does not excuse learners from fulfilling their assignments and projects except
when they have been sick. Furthermore, it does not excuse them, too, from their quizzes
unless the reason for the reason of absence is valid as determined by the adviser or
subject teacher and approved by the Principal.
d. Learners who make themselves absent from class for two consecutive weeks (10 days)
without prior notification or without being excused by school authorities will be
automatically dropped.
e. Learners who have been absent in excess of the allowed 20% of the total number of
school days during the school year shall be dropped as per DepEd regulation.
f. Excuse slip signed by persons other than their parents or authorized guardians are
disregarded.
g. After a prolonged absence caused by sickness, pupils must first go to the school nurse
to check if they are physically fit for school.

a. The habit of punctuality should be developed early in life. Coming on time for all
classes, assemblies, activities and the like is expected to every learner.
b. All learners are expected to be in school by 7:00AM for the flag ceremony. Learners
who are not able to attend the flag ceremony by 7:10am are considered late. For the
periods after recess and after lunch, a pupil is considered late if he/she is not in his/her
class at the stroke of the first bell.
c. Tardy learners should accomplish the Disciplinary Measures stated on this Handbook.
C. GENERAL BEHAVIOR
1. CLASS DISCIPLINE
a. Learners should go to their line formation quietly when the bell rings; and pass quietly
back to their classrooms after the flag ceremony.
b. Learners should stand at attention during the flag ceremony and giving of
announcements.
c. They must sit on the seats assigned to them by the teacher. Anyone who is seated in
his/her place is marked absent.
d. During class hours, pupils should pass through the corridors quietly. Loitering in
corridors, in school premises and lingering outside the classrooms should be avoided.
f. Learners may not eat during class hours or study periods. Gum is strictly prohibited in
the campus.
g. Learners should keep their classrooms spic and span for it to become desirable to
learning. They should abide by the set guidelines and follow their leaders in the spirit
of team building.
h. Chairs and tables must be clean at all times. Learners should never put markings on
them except for nametags.
i. Learners should not write or erase notices on the blackboard or bulletin boards without
permission from their teachers.
j. Bringing of cell phones, gadgets, tapes, toys and other things not intended for school
use inside the classroom is discouraged. Teachers can confiscate these items when used
during class hours. Charging of cell phones is strictly prohibited.

k. Learners are responsible for their personal belongings. The school assumes no
responsibility for lost articles.
l. Learners should not engage in buying or selling any goods to other pupils and school
personnel. Likewise, borrowing money is discouraged.
2. ON CAMPUS
a. All pupils are responsible for all official notices and announcements posted on bulletin
boards.
b. Bulletin boards are used for dissemination of official notices only. No announcements
may be posted on the bulletin boards without the permission of persons authorized by
the Principal. Learners should respect notices on bulletin boards.
c. Learners should give circulars, letters and appointments slips to their parents as soon as
they arrive home.
d. Pupils who are sent outside the campus for any reason must secure a gate pass and let
the adviser signed it and to be approved by the principal.
e. All matters pertaining to the school or any matter related to the learner should be
referred to the Office of the Principal. This includes arrangements or appointments with
teachers or any other school personnel or a learner. No parent or visitor may go neither
directly to the classroom and be entertained there.
f. Misplaced or lost articles found in the campus have to be turned over to the Principal
or any teacher.
g. Learners are expected to be more responsible for the things they need to bring to school.
h. Learners are required to show respect for the school property by keeping all areas of
the buildings and campus clean and orderly. They should report damages done on
school property whether they are responsible for these or not as a sign of cooperation
and concern.
i. On campus, all pupils are requested to respect warning signs (e.g. “off limits, “danger”,
“silence”, “no entry”, “no littering”, “no loitering”, etc.) They are there for safety and
consideration for others.
j. Learners are requested to notify the class adviser about any change of family name,
address and telephone and or cellular phone number.
k. Learners need to secure permission from the office before giving announcements
(verbal or written), borrowing materials, practicing or rehearsing during class hours.

l. When pupils get sick in the school, the school contacts the parents to request them to
fetch their sick children. Pupils who are already sick/ feverish before they leave the
house should not be allowed to come to school.
m. Social activities sponsored by the pupils, class solicitations, sale of tickets, etc.,
affecting the school directly or indirectly require the permission of the Principal.
3. OFF CAMPUS
a. Pupils have to bear in mind that at all times and in all places, they are responsible to the
school for their conduct, especially when they are in school uniform; thus their conduct
should be dignified, proper and becoming.
b. Pupils should not go to pub and beer houses, music and videoke bars, computer games
cafes, billiard halls and the like.
c. The name of the school may be used for an activity only with the approval of the school
administration.
D. STUDENT DISCIPLINE
Cases involving discipline of the students or any report of misconduct that involves the
status of a pupil or affects the reputation of Saint Columban College, whether inside or outside
the school, shall be subject to inquiry and investigation by the Principal/Assistant Principal.
