Activity Measuring of cables

1.0 Description of work

The intention of this method statement is to describe the works to be carried out and the
processes to be followed when undertaking the measuring of the cables at the above
location. The works will be carried out for Cleveland Bridge and generally comprise:

• Gain access to the top of the towers using industrial rope access techniques
• Measurement of 10 cable lengths.

4.0 Responsibilities

• Managers and Supervisors must ensure that persons under their control have completed
the ALPS site induction.
• Operatives must be trained and competent for the task and in the use of plant or
equipment which they are required to use.
• Directors and Managers must ensure that the necessary equipment is available to carry
out the works safely and with due regard to the environment
• Managers and Supervisors must ensure works are carried out in accordance with this
method statement and that controls identified in risk, COSHH or other assessments are in
place. Personnel must be briefed on and sign up to these documents.
• Operatives must carry out works in accordance with this method statement, associated
risk and COSHH assessments or as instructed by their Supervisor.

5.0 Sequence of work

5.1 Undertake CBUK site induction


5.2 ALPS briefing on contents of RAMS – amendments as required / Toolbox talks.
5.3 Access up to the boom using the main stairs, from there use the ladders to get to the
top of the tower(s).
5.4 Fix main (bail out) ropes in such a position that they can easily be gotten to in the
event of a rescue. Alternatively if easier, then ropes to be to hand at aid / access
point to cable tops.
5.5 Abseil or aid climb to the tops of the cables at the required locations.
5.6 Tape measure to be held onto prescribed point and end lowered down to CBUK
representative. Record measurements.
5.7 Repeat the above steps at each location.
5.8 Egress from each location to be by abseiling down or aid climbing to a position of
safety.

6.0 Plant and equipment

Plant, equipment and other machinery used for the works will meet the requirements of the
Provision and Use of Equipment Regulations (PUWER) and other such requirements.
Where appropriate, equipment requiring formal inspection will be visibly tagged to identify the
current inspection status of the equipment.
Operative driven mobile plant will be fitted with a flashing yellow hazard warning beacon and
an audible reversing alarm.
Plant operators (MEWP’s, etc.) will be suitably trained and a banksman will be in attendance
where hazards affecting equipment stability or collision are known to exist. Where equipment
is being controlled from the basket and the body of the machine may move without warning,
then the area will be cordoned off and suitable and sufficient warning signage posted.
Mobile elevating work platforms will have a banksman in attendance when moving within a
restricted work area or when the MEWP is being parked in a designated storage position
allocated to the equipment.

7.0 Noise and vibration

Noise
Assessment will be carried out to satisfy the requirements of the Noise at Work Regulations
2005. Where appropriate, noise from plant, equipment and work activities will be measured
to assess both environmental and occupational noise levels. The assessment will identify the
necessary control measures required to reduce noise to the lowest level reasonably
practicable.
Vibration
Assessment will be carried out to satisfy the requirements of the Control of Vibration at Work
Regulations 2005. Where appropriate, vibration from tools and equipment used by ALPS
personnel will be assessed and suitable control measures implemented to maintain exposure
below the daily exposure level.

8.0 Personal protective equipment (PPE)

The following PPE will be supplied and use is mandatory on site


• Safety helmet • Safety footwear • High visibility jacket/vest
• Safety eyewear • Overalls • Harness & twin-tail lanyard
• Hearing protection • Gloves • Respiratory protection

9.0 Environmental controls

• ALPS personnel will be made aware of any local spillage plan for the site.
• Containers of fuel/oils/chemicals will be stored in a contained area (bunded and covered).
• Paints will be stored in a suitably bunded lockable container.
• All plant and equipment will be maintained in accordance with manufacturers’
requirements with drip trays provided as appropriate, to contain contaminants.
• Suitable spill kits will be readily available and personnel instructed in their use.
• Work areas will be kept safe, clean and tidy and a responsible person instructed to
inspect ALPS operations daily and take immediate and appropriate action where

unsatisfactory housekeeping conditions are identified.
• Materials will be neatly and safely stored in previously agreed designated storage areas.
• General good site environmental practices will be employed at all times.
• Product manufacturers’ environmental controls will be applied as appropriate.
• Where appropriate, signs will be affixed to waste skips to clearly identify the contents.
• All waste paint, thinners, equipment, rags, etc. will be disposed as hazardous waste.
• Waste transfer notes for waste removed from site by ALPS will be readily available.

10.0 General site rules and safety requirements

10.1 Ensure compliance with the requirements of this method statement, risk, COSHH or
other assessments
10.2 Ensure awareness and compliance with project permit-to-work requirements.
10.3 Ensure that the required personal protective equipment (PPE) is worn as required.
10.4 Ensure that any defects in PPE or other equipment are reported to your Supervisor.
10.5 Ensure every accident or near miss incident is reported to your Supervisor who will
then report to ALPS and the CBUK representative.
10.6 The use of mobile phones, radio or audio equipment is not allowed on site.
10.7 This is a no smoking site, smoking is only allowed in designated smoking areas

10.8 Where appropriate, suitable fire fighting equipment will be located adjacent to the
works.

11.0 First aid arrangements and incident investigation

11.1 Details of first aid arrangements for the project are listed below:
• A first aid box will be held kept to hand at the worksite.
• In the event of any person being injured, the injury will be assessed by a first-aid trained
person and first aid administered where appropriate on site or arrangements made for the
injured person to be taken to the nearest hospital A&E unit for treatment.
• Accidents must be reported to ALPS site management for onward reporting to ALPS
HSEQ Department and the CBUK representative.
• Incidents will be investigated in accordance with ALPS management system procedure.

12.0 Emergency planning

Arrangements have been developed to ensure the safe evacuation of the site in the event of
an emergency.
Fire – ALPS personnel will be briefed on CBUK arrangements and the action that requires to
be taken in the event of a fire occurring on site.

13.0 Inspection of the worksite

A programme will be developed to identify site health, safety and environmental inspections
to be carried out in accordance with ALPS management system requirements by site
management and HSEQ staff.
