Lozova village is situated in the central part of the country, 25 km far from Straseni town and
50 km far from Chisinau, the capital city of the country.
Describe the following points. If necessary to provide details, please prepare a separate
reference document.
1. Economic and social situation in the target region.
2. Development challenges faced by the population. If it is a project for renovation or
rehabilitation of existing facilities, please indicate when the original construction was done.
3. Initiatives by the applicant to address the challenges above. Please indicate why you
cannot resolve the problems on your own and you need assistance of the GGP/KUSANONE.
Lozova is a 6,196 people commune which comprises two villages: Stejareni and Lozova
villages. On the territory of the commune there are two educational institutions: a theoretical
lyceum where 580 children study in the primary, gymnasium and lyceum levels, and a
kindergarten with 170 children. Also, there is a primary health institution, two drugstores, a
fire station, a modern stadium and local economical agents who participate in maintaining a
stable economic situation of the villagers.
Although, the institution dates back in 1968 when its original construction was done, it was
reorganized as a theoretical lyceum in 2003, and only in 2012 it got officially registered as a
Public Institution Theoretical Lyceum “Mitropolit Nestor Vornicescu”
In the past two years the building of the lyceum has been partially renovated. The main
challenge the educational institution faces, represents the lack of funds for renovating the
classrooms of the first two floors and the corridor of the first floor which are in a
unsatisfactory condition. Now, 18 classrooms haven’t been renovated since 1968 so they are
in poor condition. Besides, in patches the ceilings tend to fall and the floors are rotted. The
walls are covered with old, partly torn wallpaper. The rooms are dark, uncomfortable, and
somewhere they are dangerous for the process of study. The corridor of the first floor is dark,
old and made of easy inflammable materials which endanger the life of the children. In the
current situation of crisis and high costs for energy and heating, the renovation of the
classrooms, is a challenge, over the budget of the institution so, only external financial
support can solve this problem.
In order to address the challenges above the administration intends to make capital
renovation of 18 classrooms including exchanging the wires of electricity in order to brighten
the classrooms according to the sanitary-hygienic requirements, to make new ceilings and to
change the floor; and to renovate the corridor on the first floor with capital renovation of the
walls.
Financial assistance of the GGP/KUSANONE is very necessary and timely in the actual
situation to solve the challenges the institution faces.

(4) Objectives of the Project
The main objective of the project of improvement of educational conditions in the Public
Institution Theoretical Lyceum “Mitropolit Nestor Vornicescu” from Lozova village is to create
optimal educational conditions for the educational process of the 580 pupils in the Public
Institution Theoretical Lyceum “Mitropolit Nestor Vornicescu” and to moderrnize the
institution and to transform it into an important regional high school.
Specific objectives:
- improving the study conditions through the capital renovation of 18 classrooms;
- creating adequate and modern conditions for extracurricular activities through the capital
renovation of the first-floor corridor;
By achieving the objectives, the solution of the problems faced by the institution
regarding the unsatisfactory study conditions for the students is pursued. Based on the fact
that it is a constituency that needs to ensure the optimal conditions for the development of the
educational process.
Newly repaired and bright rooms will contribute to the improvement of all aspects of
school life. The renovation of the classrooms and the corridor will have a positive impact on
the students, teachers, on the local community, especially on the young generation.
Identify the beneficiaries, their number, location, and anticipated benefits that they will
receive as the outcome of the project.
As a result of implementation of the project of improvement of educational conditions in the
Public Institution Theoretical Lyceum “Mitropolit Nestor Vornicescu” from Lozova village :
- 580 pupils and 71 school staff of the Theoretical Lyceum “Mitropolit Nestor Vornicescu”
will have the necessary conditions to ensure a proper and modern environment for carrying
out the educational process.
- 18 classrooms will be entirely renovated including new ceilings and floors.
- the first-floor corridor will be renovated and become a modernized place for extracurricular
activities.
- the renovation of the school will result into better academic results of the pupils.
- the school will become a positive educational environment for the wellbeing and happiness
of the pupils and teachers, with a strong feeling of membership and a better quality of social
life of those involved in the educational process.

Please explain the capacity of the applicant organization to properly and effectively complete
the project such as;
- Recent performance as an organization
-Number of staff to implement the project
-Enough income to complete the project even if an unexpected funding shortfall happens
Describe also your plan for maintenance and management of facilities/equipment after the
completion of the project.
The institution has extensive experience in carrying out infrastructure, development and
modernization projects.
During 2022, a project worth 250 thousand lei was implemented in the institution, which
provided for the paving of access roads to the primary block of the institution with the
support of USAID and Polish AID in partnership with the Local Association of Parents.
The current project represents the continuity of two projects/works carried out in the August-
December period, with the support of the “Pro Humanitate” Association from Germany,
which donated construction materials in amount of 13,596.58 euros, and the Local
Association of Parents. The management of the works was carried out by the administration
of the high school and implemented by economic agents with responsible and qualified
workers.
The project implementation team consists of 7 skillful people with experience in project
implementation.
In case of funding shortfall, the institution intends to prioritize the works mentioned in the
project budget.
After the completion of the project, the high school administration will ensure the
maintenance of the completed works in good condition. In case of damage to the renovated
spaces, the High School administration will ensure the repair of the affected portions from its
own financial sources.
