CHAPTER I

EXECUTIVE SUMMARY

Corrections security is crucial in maintaining inmate safety, as well as its personnel

and property inside a correctional setting. Security in corrections includes, but is not limited

to, managing restrictive housing populations, classification and assessment, managing special

populations, but also securing entry and exit gates leading to Corrections Reservations.

Corrections security emanate from the implementation of security protocols

laid down to all gates leading to Prison reservations. Conducting routinely search and

checking inbound and outbound person and vehicle throughout the prison reservations is one

of the best effort that the Corrections administration shall consider to deter illegal activities

and contrabands which may harm the corrections facilities.

The efforts and actions of Corrections Officers assigned at the Gates is a vital factor

that shall be monitor and take into consideration. Their action should be in line with the

standing rules and regulations as well as, with the statutory laws of the land. The success of

the security measures employ at different gates leading to corrections reservation is a indeed

a success of operations in preventing lawless violence, crimes and criminals from entering

corrections reservations, and other factors that may affects the security of inmates, personnel

and its property.

Security involves personnel’s strengths and abilities, by using the right people in the

right positions at the right times if not success was obtain, perhaps, a satisfactorily output

shall be at hand.

INTRODUCTION

The Bureau of Corrections is a line agency of the Department of Justice charged for

the Custody and Rehabilitation of all National Inmates. Throughout the country, the Bureau

of Corrections has seven (7) operating prison and penal farms, namely, New Bilibid Prison in

Muntinlupa, Sablayan Prison and Penal farm in Occidental Mindoro, Leyte Regional Prison

in Abuyog Leyte, Davao Prison and Penal Farm in Davao Del Norte, Iwahig Prison and Penal

Farm in Puerto Prinsesa, Palawan and Correctional Institution for Women in Mandaluyong

City. All operating prison and penal farms has its own corrections reservation which need the

implementation of security measure and protocol as provided by the rules and regulations set

by the bureau itself.

The NBP Reservation has a particular units which provides for the security of its

AOR, the BuCor Security and Escort Command, under the direct command and supervision

of the Directorate for Security and Operations, National Headquarters, Bureau of Corrections,

is in charge in maintaining the peace and order, conduct patrolling, manning gate security,

perform security checkpoints and other functions which involved internal security of

corrections reservations.

CHAPTER III

ANALYSIS

Analysis and interpretation of data as shown in this chapter with the use of the

gathered data in order to answer the problems specified in the Chapter 1 of this study.

According to Manuel and Medel (2017), Descriptive Research answer the question

“what is?.” It involves the description, recording, analysis, and interpretation of the present

nature, composition or processes of phenomena. The focus is on prevailing conditions, or

how a person, group, or thing behaves or functions in the present. Adi Bhat (2019)

Descriptive research method primarily focuses on describing the nature of a demographic

segment, without focusing on “why” a particular phenomenon occurs. In other words, it

“describes” the subject of the research, without covering “why” it happens.

Respondents

The data were collected by conducting interviews and distributions of survey

questionnaires involving specific problems focuses on this case study. As

discussed, the limit of this study and, consequentially, the respondents involved those BuCor

personnel and civilians. The respondents composed of three two hundred fifty (250) persons

involving BuCor personnel (Corrections Officers and Non-Uniform Personnel) and civilian

passing trough different gates leading to NBP Reservation using the slovins formula.

Table 1 presents the assessment on security protocol imposed at gates leading to NBP

Reservations as to its operational system. Among the above items, item number 1 (Personnel

assigned at Gates applies the Standard Operation procedures set by the law), got the highest

mean (M=3.37), with an interpretation of Neutral, followed by item number 2. (The Duty

personnel at gate security conducts search and inquiry on all personnel and vehicles sojourn

within their AOR) with (M=3.31) and interpreted Neutral; item number 5 (Gate security do

have a contingency security measures.) with (M=3.30) and interpreted Neutral; item number

respectively. With an average weighted mean of 3.30 and interpreted as neutral, this means

that the respondents assessment on security protocol imposed at gates leading to NBP

Reservations as to its operational system were somewhat impartial and pale as to what extent

they approve on the understanding on the efficiency on the service of Gate security of NBP

Reservation.

respectively. With an average weighted mean of 3.28 and interrupted neutral, this means that

the respondents assessment on effectiveness of modern communication technology at the

BuCor operation center personnel in terms of Finance/Budget were somewhat impartial and

pale as to what extent they approve on the understanding on the comfort of the place of work

and the safety of BuCor personnel conducting gate security within NBP Reservations.

CHAPTER IV

RECOMMENDATIONS, ALTERNATIVE SOLUTIONS AND CONCLUSIONS

This chapter portrays the researcher;s recommendations, alternative solutions and

conclusions on the given problem identified by the case study.

Recommendations:

1. The BuCor as a whole, should procure a set/batch of K9 dogs which shall be dispatch

to all gate security leading to all Corrections Reservation. In addition, train BuCor

personnel who will handle the K9 dogs as a handler therewith.

2. Continuously hire BuCor personnel to fulfil the ideal numbers of personnel on duty

per gate security post.

3. Devise particular trainings and/or seminars that will enhance and develop the

effectiveness and efficacy of personnel assigned at Gate security of corrections

reservations.

4. Construct a better outpost for each gate security area which will make it safer and

comfortable to discharge duties and functions for BuCor personnel.

5. Procure additional firearms and communication devices for issuance to aall personnel

assigned at Gate security.

6. It is strongly recommend for the procurement of highly modernize technology that

will help the duty personnel at gate security in their discharge of their duties and

functions to better improved the effectiveness and efficacy of their duty in a safer and

convenient manner.

Alternative Solutions:

Based on the findings on the study, the BuCor administration should therefore,

continuously implement the actual operations of the gate security, giving a slight

improvement on their operational effectiveness by detailing additional personnel to all gates.

In this manner, although there a lots of recommendations at hand, the most possible of all is

provision of additional personnel can be achieve in a short possible time, thus, operational

productivity can leap, perhaps, a minimum of percentage compare with the current situations.

Conclusions:

The study concludes based on the variables given on assessment on security protocol

imposed at gates leading to NBP Reservations as to its operational system, personnel’s

capacity and area are all unanimously agreed by the respondents, thus, the current status of

security of NBP Reservations is somewhat satisfactorily commendable based on the grade of

the indicators provided by nthe respondents which comprised of BuCor personnel and

civilians which are of-daily passers-by on all gate security leading NBP Reservations.
