CHAPTER 1
BACKGROUND OF THE STUDY

The field of CCTV surveillance is topical and widely used in many different
applications such as a town centre surveillance. The fundamental part of
The CCTV system is a reliable image evaluation by a human observer, whose
effectiveness is influenced by many variables. Optimization of the
effectiveness is a multidimensional problem related to both technical and
human characteristics. On the technical side, it is important that the modem
technology is applied properly Of the human characteristics, operator skill
and motivation are decisive. Even if the system technical performance is
excellent, the crucial element in the chain is the human observer. The quality
and pre-processing of video information, manner of presentation and working
environment strongly influence the operator's
effectiveness.

A CCTV system is a video system that displays real-time viewing as well as

footage playback by strategically placing video cameras around a specific
area. CCTV Cameras work by capturing a constant sequence of images that
are then transmitted by cable or wirelessly to a display monitor where the
sequence of images is demonstrated as video footage.

Closed Circuit Television (CCTV) systems have become a common feature in

many schools around the world, including Stratford International School.
These systems are installed primarily for security purposes, to monitor and
record activities in and around the school premises. CCTV systems can
provide a sense of security and deter potential criminal activities.
STATEMENT OF THE PRBLEM

nowadays there are many young people or teachers who are involved in
wrongdoing that is not seen by the people around them such as theft, rape,
harassment, kidnapping, bullying, and etc by using cctv in our school at
stratford international school we can see the it happens that we do not expect
to see the incident inside or outside of Our school

Despite the widespread use of CCTV systems, there is limited research on

their effectiveness in enhancing security and safety in schools, particularly in
Stratford International School. This study aims to fill this gap by examining the
effectiveness of CCTV systems in enhancing security and safety in Stratford
International School.
OBJECTIVES OF THE STUDY

To propose the idea about the effectiveness of CCTV in terms of security, and
if possible, also deploying mounted CCTVs around the Campus of Stratford
International School to monitor all the classes properly and also the areas
wherein any personnel access.

1:1 To assess the implementation of CCTV systems in Stratford International

School.
1:2 To evaluate the effectiveness of CCTV systems in deterring and
preventing crime in Stratford International School.
1:3 To explore the perceptions of students, teachers, and staff regarding the
use of CCTV systems in enhancing security and safety in Stratford
International School.
1:4 To Maintain order each room and monitor the school’s activities: this
regulates the students’ behavior into restriction and to prevent them
from hostile outburst and mischievous action

SIGNIFICANT OF THE STUDY

This study intends to provide insights from the lived experiences of student in
stratford international school such as the effectiveness of cctv in sis student
enrolled in this school year 2024 as they have experience in effectiveness of
cctv . it also aims to provide readers especially to those who engage in this
phenomenon different ways o how to cope up with their experiences in
incident or a crime scene that couch on cctv footage

This study is significant as it will provide valuable insights into the

effectiveness of CCTV systems in enhancing security and safety in schools,
particularly in Stratford International School. The findings of this study can be
used to inform policies and practices related to the use of CCTV systems in
schools.
SCOPE AND DELIMITIION OF THE STUDY

This study will focus on the implementation and effectiveness of CCTV

systems in enhancing security and safety in Stratford International School.
The study will involve collecting data from students, teachers, and staff
through surveys and interviews. The study will not explore other security
measures or technologies used in the school. The findings of the study may
be limited to the context of Stratford International School and may not be
generalizable to other schools.

REVIEW RELATED LITERATURE

This chapter includes International and local literature. The purpose of this is
to support the topic and to have an additional knowledge about this

INTERNATIONAL

In the process of their development, western societies have created and

utilized a wide range of technologies to facilitate various activities, produce
and distribute goods, and manage their affairs (Hempel, 2001).
This has led to a significant level of technological complexity in modern
societies, with automated surveillance systems and remote monitoring
devices playing a crucial role in transportation, education, government, and
commerce (Hempel, 2001).
The integration of CCTV systems into these technological infrastructures has
become increasingly prevalent, particularly in urban centers, marking a shift
from their previous deployment primarily in private spaces (Hempel, 2001).
The rapid expansion of CCTV systems in public spaces is a relatively recent
phenomenon, driven by various objectives such as public safety, deterrence,
detection, and response time improvement (Hempel, 2001).
Presently, the primary functions of CCTV in public spaces revolve around risk
management, traffic control, fire and accident prevention, and crime
deterrence (Hempel, 2001).
School CCTVs have become one of the most common measures for
addressing school crime and violence (Fisher, Higgins, & Homer, 2019).
CCTVs were one of the first surveillance technologies introduced in schools,
now followed by biometric identification, radio frequency identification tags,
and metal detectors (see Deakin et al., 2018).
Closed-circuit television (CCTV) surveillance cameras are widely used in
policing, but that use is controversial. The United Kingdom (UK) government
has described CCTV as “vital” for detecting offenders (Porter 2016), while the
Washington, DC, Metropolitan Police Department (2007, p 2) argued that it is
often “invaluable to police investigations”. On the other side of the debate, the
campaign group (Liberty 2016) argued that extensive use of CCTV “poses a
threat to our way of life” and that “widespread visual surveillance may well
have a chilling effect on free speech and activity”. Similarly, the American Civil
Liberties Union claimed that public CCTV surveillance creates “an almost
Orwellian potential for surveillance and virtually invite[s] abuse” (Steinhardt
1999).
In the US, schools implemented CCTV surveillance cameras as one of the
widely accepted security strategies for addressing the risks of school violence
and crimes (Fisher, Higgins, & Homer, 2021).
Taylor (2010), drawing on focus groups with 21 British adolescents, found that
most students claimed that CCTV affected their privacy and viewed
surveillance as an expression of mistrust. Some students expressed
resignation to the fact that within the school environment, they had little power
to object to the surveillance. In another study derived from the same data,
Taylor (2011) noted that students’ initial concerns had soon dissipated as the
cameras became assimilated into the school’s everyday life. Hope (2013)
asserts that surveillance has been widely implemented in schools as a key
strategy to dictate, discipline, and control students’ behaviors. In modern
days, schools across the world have embraced advanced forms of
surveillance systems that include security officers, metal detectors, and CCTV
surveillance cameras although they were initially introduced in schools under
the pretext of security threats (King & Bracy, 2019).
CCTV cameras can help with protecting the safety of the school, this
technology can also assist educators with documenting favorable and
unfavorable student behavior, providing evidence for a teacher to share with
administrators that may develop into creating a future educational plan to best
support a student academically or to assist the student with making better
behavior choices (Michele Snoke, 2021).

CCTV surveillance camera system plays a big role and important role to
prevent and watch the area 24/7. It is used in London before the July 7th
bombings, and the footage is used to determine what exactly happened,
identify suspects and investigat
attack of terrorism. Camera helps the incidents because it installed in the
proper location. Camera must be put in the corners of buildings or on ceiling.
Installing CCTV in a proper place may watch and prevent vandalism, gang
activity, trespassing or theft.

More of us are switching on the benefits of CCTV Security System. In United
Kingdom, there are more cameras per person than any other country of the
world.
In 2015, Metro Police Commissioner Bernard Hogan Howe saying that
Cameras should be installed to help detectives solve crimes.
The benefits of having CCTVs are, it will detect Criminal Activity, which
means it will watch the intruders move without his knowing. It will also help us
to have a peace of mind, because camera system can provide people to have
an increased sense of security and reassurance, particularly in areas where
the crime rate is high. And it will also gives us a confident that our property is
being watched all the time.
