EXECUTIVE ORDER NO. 27 July 4, 1986: EDUCATION TO MAXIMIZE RESPECT FOR


HUMAN RIGHTS

Human rights have been a hot topic recently, especially in today's crisis wherein all countries are
suffering. It's just so disappointing that in the middle of the crisis instead of helping each other, some
are taking advantage of this pandemic. There are a lot of protests left and right not just here in the
Philippines but also in other countries which are worse. Such as in Myanmar, everyday there are
individuals who are killed just because they are protesting for their "rights" and the worst is they have
been killed by the "police" who are supposed to be people's protectors. During the pandemic, there
were a lot of violations of human rights by the police itself such as in Tarlac wherein the policeman
shot to death the victims just because emotions triggered him. Curfew violators were punished in a
violent way such as making them swim in rivers full of trash that may catch different pathologic
bacteria and harm them, as well as making them do physical activities until they run out of breath with
no mercy. It's just saddening that instead of disciplining them in a right way, they chose to discipline
them without knowing that they're violating their human rights. However, despite all that human rights
violation, it's nice to see that the youths nowadays are using their voice to address the incompetence of
the government to protect the human rights of every Filipino. Youths are making ways for the Filipino
citizens to experience their rights again as a Filipino and as a human. Such as community pantries that
were originally organized by a 26-year-old female youth and now being a setter in a lot of places here
in the Philippines and in other Asian countries. It's nice to see that Filipino youths are aware of what is
happening in our country and world right now.
Furthermore, with this act, human rights should be studied and understood in all stages of school,
according to the Ministry of Education, Culture, and Sports. Moreover, there are a lot of professionals
working well in their field but have a lack of morals that may reflect in their work and may cause
trouble. Thus, also under this act, basic knowledge of human rights should be included in the Civil
Service Commission's qualifying tests for government service. In addition, this act also includes that in
the conceptualization and design of human rights courses or themes to be included in school curricula
or other educational programs, in order to implement and carry out the instructions it should be
including the writing, printing, and publication of textbooks and other reading materials.

Including human rights in curriculum is a good decision since it'll help mold each individual to grow
their morals and respect human rights especially when they're already serving or working for our
country. As well as with this act, it'll help such human rights violations that I discussed above to be
prevented and it will also help in disseminating peace in our country. Because without human rights,
there will be no peace.
