MESSAGE FROM THE CHAIRMAN OF TTUTA’S ELECTIONS COMMISSION

Dear Colleagues in TTUTA,

Our fifteenth (15th) Triennial Elections of National Officers of our Association are scheduled for Tuesday October 18,
2022. Preparations have commenced to ensure that, as in previous years, these elections are conducted in accordance
with the dictates of our Constitution. Candidates have been nominated to contest all six (6) positions for National Officers.
The Commission continues its tradition of upholding the democracy within our Association through the conduct of
elections that must not only be fair but must also be seen to be fair. ALL persons are advised to be guided by TTUTA’s
Code of Conduct for the Elections of Elected National Officers which was adopted at the 36th Annual Conference of
Delegates (ACOD) (2015) and amended at the ACOD of 2021.
Social Media is now a widely utilised additional tool of communication, and all persons are reminded to guard against its
use/abuse. As such, your attention is hereby drawn to the following sections of our own Code:
A. GENERAL
(i) Candidates, their Agents, and Supporters should:
5. Confine their criticisms of opposing candidates to their policies, manifestos, programmes, and
past performance.
(ii) Candidates, their Agents, and Supporters should NOT:
1. Criticize any aspect of the private life of any candidate
2. Publish or make false/defamatory statements during the election campaign with respect to
other candidates and/or their representatives, election officials and members generally.
3. Publish or post official personal confidential communication between persons and the Association
for election purposes.
Members must appreciate that our nation has just emerged from a pandemic and citizens are at this time subjected to
health protocols to which we must adhere. The Commission urges you to respect the laws of the land and to conduct
yourselves with the level of decorum that is consistent with the dignity of our profession.
The planning and implementation processes are in train and on target. The Commission thanks all candidates for
offering themselves for elections and confidently believes that our members would choose officers who would best lead
the organisation into the future. Let us all work to ensure that whatever the results, the Association, as a whole, emerges
as the winner and the teaching fraternity, and our nation will be a better place.

The education system experienced a roller coaster ride in
which the teachers and administrators were exposed to a
multitude of uncertainties while attempting to fulfil their
duties, going beyond the call of duty. Attempts were
made to alter the terms and conditions of our educators
without meaningful negotiations and dialogue with the
Majority Recognized Union (RMU), the Trinidad and
Tobago Unified Teachers’ Association, TTUTA. As
Trinidad and Tobago embarks on a transitory stage to
the Covid 19 pandemic in which the Government is
relaxing the majority of the health restrictions, the
education system and by extension the educators have to
readjust from this state of flux into a state of ‘pre-Covid
normalcy.’ Now more than ever TTUTA has to be the
vanguard of the terms and conditions of employment of
our members, with the President publicly leading the
charge and working in tandem with the other National
Officers, delegates to the Annual Conference of
Delegates, General Council and Central Executive.
TTUTA is at a delicate balance in its life as we chart a
course which will redefine the way we treat with the ever
-changing educational landscape and serve the welfare of
our members.
TTUTA needs a team which will successfully navigate
the changing environment as it takes the organization
into the future, a team which has integrity and morality
as its hallmark. I am proud to be part of that team, TNT.
The President along with the other five National Officers
share in the collective responsibility of effective
representation and proper utilization of the Association’s
resources.
As your Presidential candidate, I have the experience (a
former Third Vice President) and expertise, and I pledge
to continue the battle to ensure that:
 Teachers are adequately compensated for their
knowledge and their contributions
 Teachers’ rights are always respected and upheld
 Teachers have a strong voice in the formulation and
implementation of education policy
 Schools are safe and secure for the impartation of
quality education
 Schools are adequately staffed with qualified and
competent personnel
 Our schools are transformed into centres of
excellence
 Transparency and accountability continue to be
guiding principles of leadership
 Teacher professional development remain a central
focus of the union’s existence
Towards these objectives, I pledge to:
 Significantly enhance the public image of TTUTA
 Highlight the significant contributions of teachers
toward National Development
 Promote greater levels of dialogue between TTUTA,
the Ministry of Education, Teaching Service
Commission, Chief Personnel Officer, National
Parent Teacher Association and other stakeholders
 Ensure that there is mutual co-operation and
co-ordination among all National Officers

by young persons and the society at large

Colleagues, I am Antonia Tekah- De Freitas and I am
the first female President of this esteemed Union. Three
years ago, I approached you with a new vision for our
union, a ‘renaissance’ – where it was envisaged that by
‘reconnecting the leadership with the membership’, all
members would feel included and valued. I have tried
my best to ensure that members had access to
discussions of the union, especially in terms of those
issues which affect Terms and Conditions of
employment, through Town Hall meetings and
communiques in print and video formats.
As President, with responsibility for the Publicity and
Public Relations function of the Union, the views of
members and the decisions taken by the Union, have
been fearlessly, and unhesitatingly, represented in the
public domain. Especially during the throes of the
Covid 19 pandemic for the past three years, the
situations faced by educators and by our students were
articulated and advocacy for remediation repeatedly
made.
Operating at the level of the JTUM Leadership Council
the issues of our Union and education sector have been
shared in various public forums. As the then Third Vice
President and now as the First Vice President of the
Caribbean Union of Teachers, I have worked tirelessly
to generate awareness and garner support for educators
and students of this country. For example, in 2021, As a
member of a CUT Committee which met with CXC to
advocate for the extension of the period for the
administration of the CXC Examinations we saw
success in that advocacy.
Team Renaissance has a passion for improving the
welfare of educators and for the promotion of quality
education for students at all educational levels.
Team Renaissance, commits ourselves to –
 Maximizing organizational capacity by creating
strategic alignment between organizational goals
and the social responsibility of the Association to
sustainable development of our country.
 Creating and/or sustaining positive relations and
collaboration with local and international trade
unions, media, parents, fraternal organizations,
non-government actors with an interest in education
and examining state policy related to the education
system and making recommendation and
representation to the appropriate agencies for
implementation that would be in the best interest of
educators and the students.
As President, the specific goals which I would work
towards are:
1. The persistent strengthening of TTUTA’s voice
within the public domain through its presence on as
many communication platforms as possible. This
will include continued sharing on matters affecting
the welfare of education workers in both the
sectoral and national contexts. The creation of
TTUTA’s own radio and television programmes
would be instrumental in this regard.
2. Sustained relationships with citizens through open
public discussions on the very real issues which
they face- for example- how do you feel about
crime? Ensuring professionalism and transparency
in the conduct of the Association’s affairs. To
accomplish this, termly Town Hall meetings to
report directly to membership will be held.
3. The continued creation of strategic alliances with
both local and international partners which would
improve the status and well-being of teachers to
provide professional development and other
opportunities for members. Emphasis will also be
placed on collaboration with the Tobago District to
further plans for the construction of the Tobago
Teachers’ Centre.
4. Further promotion of the goals of Education
International and the Caribbean Union of Teachers
to ensure that teachers’ rights are upheld, and that
terms and conditions of employment are not
infringed upon
Team Renaissance is committed to the inclusion and
participation of all members in the affairs of the
Association. When we vote in National General
Elections, we vote for a team which espouses a
particular philosophy which resonates with us. As the
leader of Team Renaissance, I urge members to consider
electing a dynamic group of educators who together
have much to offer.

Colleagues in education, my name is Adesh Dwarika and
I have been in the teaching profession for almost 30
years. I currently serve as a Dean at the Aranguez North
Secondary School. I am also currently serving as a
Course Coordinator at the University of the West Indies
Open Campus where I am responsible for the
management and implementation of various courses in
the Faculty of Humanities and Education. My work at the
University centres around transforming individuals to
become empowered by equipping them with a set of
unique skills which include but are not limited to the
following: reflective thinking and practice, problem
solving, critical thinking, analytical thinking, self-directed
learning, collaborative learning, life-long learning,
transformative learning, experiential learning, being self-
empowered, self-motivated, autonomous and many more.
Over the last twenty-five (30) years, I have worked with
NGO’s and community and youth organizations to
develop and empower their personnel to be strong, self-
empowered and autonomous. This I plan to continue with
my colleagues to equip them with the relevant skills to
position them as global educational leaders via “The New
Teacher Project – A New Vision for Teacher
Empowerment and Effectiveness.”
As a Reflective Practitioner, I also practice continuous

As a teacher with a passion for working with chil-
dren with special needs, staff representative and district
chairman, I have direct knowledge of some of the issues
plaguing teachers of Trinidad and Tobago. I am also
mindful of the professional challenges teachers experi-
ence on a daily basis in their quest to execute their sa-
cred mandate.
Overcoming these challenges ignited in me the appe-
tite to be a strong advocate for social justice, equity and

My name is Jeervon Purcell, and I am contesting the
position of Second Vice President of TTUTA in the
upcoming TTUTA national elections. My involvement
in TTUTA spans over two decades at various levels.
My passion for Industrial Relations intensified when I
completed the Associate Degree in Labour Studies at
the Cipriani Labour College. Indeed, I gained a wealth
of knowledge and experience as I faithfully served the
Victoria Education District- DSRA in various positions
including District Field Officer from 2021 to present
and representative on the Industrial Relations
Committee. With a record of unwavering commitment
and service to TTUTA, I have bought justice and
redress to members through strategic intervention and
mediation.
As your Second Vice President, I intend to uphold the
tenets of our constitution and operate within the bounds
of the office with the highest level of dignity and
fairness. My primary objective is to be guided by the
membership and the law, to chart the course of action
and decisions to be undertaken in any issue or dispute.
I most certainly agree that there are many concerns of
the membership, especially our colleagues of the Third
Schedule, who are experiencing issues that require
immediate attention. Redress would include-

to positions in the service, as well as confirmation of
teachers, will be priority matters. The standardized
assessments of qualifications, including equivalency of
qualifications, will also be rigorously pursued.
The Tertiary Branch of the Union currently comprises
members attached to the COSTAATT institutions. The
Second Vice President will pursue not only the
improvement of the terms and conditions of these
members but also the expansion of the Branch.
The Second Vice President will also work towards the
enactment of the appropriate legislative amendments to
have the educators at the Early Childhood level,
become members of TTUTA.
Many of our members work in hazardous and
deplorable conditions. Occupational Health and Safety
matters must be seriously addressed. Through various
educational initiatives, the membership will be
supported and empowered to act appropriately.
Attention to mental and physical health issues is also

pertaining to mental health and persistent conditions
related to new diseases
The digital transformation of the education sector
impinges on the current terms and conditions of
teachers. Our employers must recognize the additional
skills and competencies required to implement
technology integration in our workspaces. The
Industrial Relations department will be enhanced by
the creation and utilization of appropriate IR databases
to ensure that the caseloads are managed and can be
monitored in a timely and accessible manner. This initi-
ative will allow members to get the necessary clarity
and feedback on their matters. The effective
management of the Industrial Relations department is
critical to the timely resolution of new and existing
matters in the interest of justice, fairness, and equity
for the membership.
We operate in the 21st century and our terms and
conditions must reflect the circumstances of this era.
This can only be accomplished by the involvement of
the membership and with meaningful dialogue with the
employer. The conduct of the job evaluation exercise,
as promised by the Chief Personnel Officer, will be
vigorously pursued to ensure that the worth of
educators is advanced.
The Ministry of Education has repeatedly attempted to
silence our members and unscrupulously change our
terms and conditions of employment. What we must
never forget is that collective action is needed for
social justice and change.

Advocacy for the psycho-social well-being of
teachers is an integral facet of the functioning of our
great union. This agenda is critical for the fulfillment
of our union’s social charter and represents a moral
undertaking to promote the welfare and well-being
of our members. As I present myself for the post of
Third Vice President with the Trinidad and Tobago
Unified Teachers’ Association, I am of the firm belief
that I can contribute to a better quality of life for all
teachers of Trinidad and Tobago. Together with my
academic background, teaching, and union
experience as well as with my proven leadership
qualities and genuine desire to make a difference, I
am well qualified for such a responsible position.
As Third Vice President I intend to play a critical
role in the pursuit of the vision and mission of
TTUTA. This office is charged with the
responsibility of securing the social and emotional
needs of the members of the association, a need
about which I am passionate. My strong
interpersonal skills and experience in events
management will enable to foster camaraderie
amongst members through sports, cultural and social
events.
With the other national officers, the Third Vice
President shares in the collective responsibility of
effective representation and proper utilization of the
association’s resources. The recent pandemic has
placed a renewed emphasis on the need for
employers and employer representatives to secure
the emotional and social well-being of teachers. This
is a mandate I intend to vigorously pursue. As Third
Vice President I also intend to:
 Expand TTUTA’s membership base by
expanding TTUTA’s range of social activities
and events.
 Introduce Cultural activities which reflect the
diverse culture of our nation and teaching
service.
Expand TTUTA’s range of services through a

digital platform
 Expand the database of merchants that provide
products and services to members to ease the
burden of the increasing high cost of living.
 Seek out more benefits for members such as
affordable land and preferential rates for home
mortgages.
 Develop a youth arm, to focus on the needs of
young teachers thereby attracting younger
teachers to the association.
 Ensure that retired teachers, transition easily into
the retirees’ section of the association.
 Seek alternative/enhanced packages that will
supplement UNIMED for members to take into
retirement.
 Actively assist teachers in the retirement
process.
 Work with my fellow officers to ensure that
TTUTA vehemently defend the rights of our
members against unwarranted attacks.
 Continuously advocate for the timely processing
of UNIMED claims and updating members with
real time with information regarding UNIMED
claims.
My extensive experience as a district chairman
would have enabled me to gain the necessary skills
and competencies in executing events and activities
and pursuing the needs of members. This gives me
an advantage of being your ideal representative. As
Third Vice President I commit to contributing to the
continued growth of the association by bringing the
necessary skills and experience that would enable
TTUTA to be the premier union, nationally,
regionally, and internationally.

My name is Dillon Harracksingh, and I am passionate in
my yeoman’s service to T&TUTA, having worked
tirelessly in the trenches for many years. I firmly believe
in the philosophy that “Working hard for something we
don’t care for is called stress. However, working hard for
something we love is called passion.” I am a member of
my village council as well as a community natural
disaster relief volunteer.
My vision for T&TUTA as 3rd Vice President is to ensure
the membership’s voice is heard by the leadership for
effective service. As the Third Vice President in Team
Renaissance, I will ensure your voices are effectively
heard.
I have 22 years of service in the profession, with 20
years of continuous, active service working on various
committees under three 3rd Vice Presidents.
While serving in the St. Patrick District I co-ordinated
multiple events for members of the District, promoting
camaraderie and opportunities for building networks.
In the South-Eastern District I served as floor member as
well as District Treasurer, ensuring the finances were
effectively managed. As Chairman of the South-Eastern
District, I coordinated Executive member activities to
achieve the following:
 Creation of multiple communication channels to
ensure the voices of District members were heard on
various matters.
 Facilitated programmes of personal and professional
development for members
 Created channels for mental health support for
members to cope with the challenges arising out of
 Participated in regional integration programmes with
regional Teacher Associations.
 Facilitated the enhancement of the District
Convention and managed two successful individual
Conventions on par with the joint Conventions which
were held during the pandemic.
 Revamped the District Convention to cater for the
needs of members by creating a multi-segmented

meetings.
Many of these activities were done during the pandemic.
There was no template for dealing with the challenges of
the pandemic, but we persevered. I put people first.
T&TUTA belongs to you, and you must always come
first.
Having served as a member of TTUTA’s Sports, Culture
and Social Activities Committee, I was involved in the
expansion of the 1 lap and 10K to include the Health
Fair. I was also involved with the Committee in the
execution of Sports and Family Day for many years,
including the hosting of the event in Tobago on two
occasions.
As 3rd Vice President I intend to:
 Develop a skills and entrepreneurial database to
promote teacher owned businesses.
 Establish working relationships with stakeholders
to provide low- c o s t house and land ownership
opportunities for teachers.
 Assessment of the UNIMED plan to rectify the
inefficiencies in the service.
 Streamline SCSAC events to make them more cost
effective and cater to the needs of teachers and their
families.
 Create strategic alliances with stakeholders to
improve the wellbeing, health and mental health of
teachers.
 Expand the T&TUTA discounts programmes
 Foster strategic alliances with charitable organi-
sations.
 Collaborate with retirees to enhance provision of
benefits.

challenges to ensure that your rights, benefits and welfare

always been my interest to serve and share my
knowledge and experience to promote change and
progress within the education system. As TTUTA Staff
Representative for a number of years, I have realized
that over the past decades, change will not, and cannot
happen without those with vision and the ability to
influence that change. It is with this, I have decided to
align myself with TTUTA as your Treasurer Candidate,
to allow me that opportunity to stimulate change.
As educators, we encounter many challenges where we
are asked in recent times to complete tasks without
proper training, experience and shortages in opportunity,
to enhance us as professionals. Joining with Team Re-
naissance will allow the sharing of knowledge, skills
and the experiences to successfully meet with the
financial challenges that are evidently at the door steps
of our economy and our organization. Consequently,
informed decisions must be made regarding the
financial security of TTUTA and its members. It should
not be only about limiting spending, but, about
investing, as well as introducing new and innovative
ideas for income generation within the organization.
