Steel for the reinforcement of concrete –
Part 1: Plain bars

Preface

TCVN 1651-1:2008 replaces the provisions for group C1 reinforced concrete of TCVN 1651:1985.
TCVN 1651-1:2008 is compiled on the basis of ISO 6935-1:2007; JIS 3112:2004 and GB 1499:1998
TCVN 1651-1:2008 is compiled by the Technical Committee of TCVN/TC 17 Steel , proposed by the General
Department of Standards, Metrology and Quality, and published by the Ministry of Science and Technology.
TCVN 1651:2008 replaces TCVN 1651: 1985; TCVN 6285: 1997; TCVN 6286: 1997
TCVN 1651: 2008 consists of three parts:
- Part 1: Plain round bar steel;
- Part 2: Rebar;
- Part 3: (ISO 6935-3: 1992-Technical corrigendum 1-2000): Welded wire mesh.
1. Scope of application

This standard specifies the technical requirements for plain round bars used for concrete reinforcement.
This standard applies to steel grades CB240T and CB300T. The method of production is determined by the
manufacturer.
Note: The first “CB” stands for concrete reinforcement.The next three digits represent the specified characteristic
value of the upper yield strength.The last symbol “T” stands for steel. smooth round bar.
This standard applies to products supplied in straight form. This standard also applies to plain round bars in coils and
straightened products.
This standard does not apply to plain round bars made from finished products such as steel plates or railway tracks

4. Terms and definitions


This standard applies the following terms and definitions:
4.1. Batch analysis (Cast analysis)
Analysis of the chemical composition of a representative sample of the cooking batch performed by the manufacturer
according to their own procedure

4.2. System certification (Certification scheme)
Certification system related to products, production processes or services according to specific standards and
regulations and with the same procedure.
4.3. Eigenvalues (Characteristic value)

A specified probability value assuming an infinite number of trials

Note 1 to entry: Corresponds to the “range of distribution” defined in ISO 3534-1.
Note 2 to entry: Nominal values are used as characteristic values in some cases.
4.4. Level plasticity (ductility class)

The classification of the ductile properties of steel for concrete reinforcement is based on the value of the ratio of
tensile strength to yield strength as well as the elongation measured in A gt or A 5 .

4.5. Product analysis (Product analysis)

5. Dimensions, mass 1 m length and permissible deviation lệch
Plain round bars with nominal diameters up to 10 mm are supplied in coils or bars, larger than 10 mm are supplied in
bars.
Dimensions, mass 1 m length and permissible deviations are given in Table 2. By agreement between manufacturer
and purchaser, plain round bars of nominal diameter other than those stated may be used. in Table 2. By agreement
between the manufacturer and the purchaser, the allowable deviation in mass for length may be replaced by a
tolerance on diameter.
Supply length shall be agreed between manufacturer and purchaser. The preferred supply length of bars is 6 m or 12

m. Unless otherwise agreed, the permissible deviation of the length supplied from the mill is mm.

6. Chemical composition
The chemical composition of the steel, as determined by casting analysis, shall be in accordance with Table 3.
Variations of product analysis related to casting analysis are specified in and given in Table 4.

7. Mechanics
7.1. Tensile

The tensile test shall be carried out in accordance with 8.1.


The material shall conform to the tensile properties requirements specified in Table 5.
In this International Standard (if no other value is available), the characteristic value is the lower or upper limit that
90% (1 – a = 0.90) of the cases have 95% (p = 0.95 ) the corresponding values are greater than or equal to the lower
limit, or less than or equal to the upper limit. This definition is the long-term quality level of production.
If yield does not occur, the conventional yield strength of 0.2% (R p0.2 ) shall be determined
7.2. Flexibility
After the test in accordance with 8.2, the steel bars shall be free from fractures or cracks visible to the naked eye.

8. Testing
8.1. Try to pull
Tensile tests are carried out in accordance with ISO 15630-1.
To determine the elongation after rupture, A 5 , gauge length of the specimen must initially with 5 times nominal
diameter
To determine the total elongation for the maximum force, A g t , equal distances shall be marked over any length of
the test piece. The distance between marks is 20 mm, 10 mm or 5 mm depending on the diameter of the steel bar.
To determine the tensile properties, the nominal cross-sectional area of the bar shall be used.
8.2. Try bending Thử

Bending tests are carried out in accordance with ISO 15630-1.


The test piece is bent to an angle between 160 0 and 180 0 using the mandrel specified in Table 6.

8.3. Chemical composition


Usually, the chemical composition is determined by spectroscopic methods.
In the event of a dispute over an analytical method, the chemical composition shall be determined by an appropriate
arbitration method specified in one of the International Standards listed in ISO/TR 9769.
9. Conventional notation
For the purposes of this standard, rounder bars shall be conventionally designated in the following order:
a) steel reinforcement for concrete;
b) the number of this standard;
c) nominal diameter in millimeters according to Table 1;
d) steel type.
EXAMPLE: Reinforced concrete TCVN 1651-1 – 12 CB240-T.
10. Labeling

Each bundle shall have a label showing the manufacturer's name, the number of this standard, the grade of steel, the
nominal diameter, the batch number or data relating to the tests and the name of the country of manufacture.
11. Conformity Assessment
11.1. General rules

Certification and testing of reinforced concrete must be carried out:


a) under a certification system overseen by an external body; or
b) under a test of a special offer.
11.2. Certification system

In the case of a certification system, certification and inspection shall be carried out in accordance with ISO 10144.
11.3. Acceptance test of special offers
11.3.1. General rules
Provisions relating to the nature, scope and evaluation of acceptance tests for the supply of reinforcement steel that
are not subject to a certification system are given in 11.3.2 and 11.3. 3.
Acceptance tests on special offers shall be carried out in accordance with 11.3.2.
When agreed between the manufacturer and the purchaser, 11.3.3 may be used.
11.3.2. Appraisal of characteristic values
11.3.2.1. Organization
The tests shall be organized and carried out by agreement between the manufacturer and the purchaser taking into
account the national regulations of the country of purchase.
11.3.2.2. Sampling and testing range

For testing, the supply lot shall be subdivided into test lots with a maximum mass of 50 tons or a portion thereof. Each
test batch shall consist of products of the same steel grade and of the same nominal diameter used from a single
cast. The manufacturer shall confirm in the test report that all test samples in the test batch were taken from the
cooking batch. The chemical composition (cook analysis) shall be stated in this test report.
Test samples shall be taken from the test lots as follows:
a) two test pieces from different bars for chemical composition (product analysis);
b) a minimum of 15 test pieces (if applicable, 60 test pieces, see 11.3.2.3.1) from different bars to test all other
properties specified in this standard.
11.3.2.3. Rate the results
11.3.2.3.1. Check by quantitative sign dấu

For properties specified as characteristic values, the following shall be determined:


a) all eigenvalues, x i of 15 test pieces ( n = 15)
b) mean, m 15 (with n = 15);
c) standard deviation, s 15 (with n = 15).
The test lot complies with the requirements if the conditions given below satisfy all the properties.

If the above condition is not satisfied, the index

determined from available test results. If k' ≥ 2 then the test can continue. In this case 45 further samples shall be
tested from different bars in the lot, thus a total of 60 test results (n = 60) .
The test lot is considered to have met the requirements if the conditions stated below are satisfied with all the
properties:

where 1.93 is the value of the acceptance index, k, for n = 60 and a failure rate of 5% ( p = 0.95) with a probability of
90% (1 – a = 0.90)
11.3.2.3.2. Check by exclusion sign

When the test properties are specified as maximum or minimum value, all results determined on 15 test pieces shall
satisfy the requirements of the product standard. In this case the test lot is judged to meet the requirements.
Tests may continue when at most two results do not conform to the condition. In this case 45 further test pieces shall
be tested from different bars in the batch such that a total of 60 test results will be obtained. The test lot meets the
requirements if at most 2 of the 60 results do not satisfy these conditions.
11.3.2.3.3. Chemical composition

Both test pieces shall comply with the requirements of this standard.
11.3.3. Check specified min/max values

The tests shall be carried out as follows:


a) Bars from the same cast shall belong to one group. For every 50 ton or part thereof, one tensile test and one
bend/re-bend test shall be carried out for one diameter class;
b) Each individual test result shall satisfy the required values according to Table 6 and the bending/rebending test
properties in 7.2;
c) Each cooking batch shall be subjected to a casting analysis once to check the chemical composition (Clause
6). Samples shall be taken in accordance with ISO 14284;
d) If any one of the test results does not satisfy the requirements, a retest may be carried out in accordance with
TCVN 4399;
e) The manufacturer shall submit a test report stating that the supplied products satisfy the chemical and mechanical
properties specified in Clauses 6 and 7 and a statement that the requirements are met. Other requirements of this
standard are also satisfied
11.3.4. Test reports
The test report shall include the following information:
a) Symbol of steel for concrete reinforcement according to this standard;
b) Label details (on cards, paint, ...);
c) Test duration;
d) mass of the test lot;
e) Test results.
