PARTICIPITATION

Going back to our topic on grade 10-Araling Panlipunan, one of the main goals of that

subject is for us youth actively participating in the different activities of our community.

Participation allows many opportunities and hopes for the community. In which participation can

link the thematic area of NDRRM to CBDRRM. Nevertheless, first, let us dig deep behind

CBDRRM.

Due to its geographical location and physical environment, the Philippines have experienced

its fair share of earthquakes, volcanic eruptions, tropical cyclones, and floods. The nation is

continuously troubled by these hazards, which have a high occurrence rate, widespread

distribution, and devastating losses. Cost the government a great deal of money.

The government is responsible for taking good care of its people. Back then, the

government used the top-down approach in disaster management. Their basis for making a

decision is their perception. The people of the community are negligible to be a part of decision-

making. These people serve as first responders to natural disasters. The community plays a

significant role in minimizing human and property losses. No matter how minor or major a

calamity is, the most affected are at the community level.

CBDRRM- Community-Based Disaster Risk Reduction and Management. It is a DRRM

plan that is being implemented on the community level. According to the RA.10121 "The policy

also facilitated opportunities and invitations for participatory bottom-up approaches, but gaps

existed on structured reporting and appraisal of DRRM budget and spending, and bottom-up

participation." RA 10121 provides a comprehensive, all-hazard, multi-sectoral, inter-agency, and


community-based approach to disaster risk management by formulating the National Disaster

Risk Management Framework. This Republic Act would like to regard the community's people

in decision-making, from the community to the National level. The problem and needs of a

community should be the priority. Then the concerns will go to the municipality, then the

province, until the highest authorities, which will help with the planning. That is why a

community must have a plan for its needs inside the community.

There are processes inside the CBDRRM. First, the people of the community should know

the meaning of DRRM. Furthermore, they should be aware of the following hazards that are

active in their areas. In this way, we can plan and ask for assistance from the higher authorities.

These plans will serve as the basis for the assistance that they will give to help a community.

The CBDRRM and NDRRM serve as a basis for plans and programs to deal with

disasters. Where does participation take place here.? The lack of participation results in failure.

The thing is, the country can only go on its own with it is people. The government should not be

just the one moving. All the people should also participate. Someone once said that there is no

such thing as higher and lower when there is a calamity. That we are all equal and wish to be

safe and alive. Even the wealthiest person in the country will still be in danger, and that money

will not buy their life or safety. The only way to be alive is to participate and be compassionate.

Participation plays a vital role in the four thematic areas. First in Thematic Area: Disaster

Prevention and Mitigation. The agencies OCD, DENR, DOF, and DOST work together and

participate in DRR to serve the people's concerns. On the other hand, these agencies can also

perform community workshops and provide them with knowledge about preventing and

mitigating different calamities. Second Thematic Area: Disaster Preparedness. With the help of

PIA, OCD, and lead by DILG. They can also provide symposiums or seminars to increase the
awareness of the community's people. Third Thematic Area: Disaster Response. These are the

agencies that respond during calamity. With the help of DSWD, DRRMC, DND, and DOH

coming to ensure a healthy and safe community. Fourth Thematic Area: Disaster Rehabilitation

and Recovery. The one that helps a community to rise again and recover from the damages. With

the help of NEDA as their lead agency and OCD, NHA, DPWH, DOH, and DSWD, a

community will fatly recover and be back to their lives. It takes more than one person to make

DRR productive and operational. Moreover, with the community, this agency can function.

A lot can be done in participation and engagement with others to help implement the

bottoms-up approach, which focuses on reducing disaster risk. Furthermore, consider the people

of the community part of the planning, making their experiences the basis of planning.

Nevertheless, to be genuinely effective in preserving those in need's lives and livelihoods, risk-

reduction programs must be community-centered and use tools people can easily comprehend to

empower them to make educated decisions. DRR initiatives must recognize and respect cultural

norms and variety, embrace collaborative action and local knowledge, and foster mutual trust

and long-term community goodwill. When catastrophes occur, an engaged community active in

decision-making processes is more likely to be responsive and self-managing.

With all that being said Participatory ensures shared accountability and transparency in

DRR planning and implementation. It also enables decision-makers to inform communities about

the risks they face while simultaneously informing the people of the community about their own

awareness of such hazards. And Participatory is a must .
