SCHOOL PLAN FOR COMPLIANCE WITH MINIMUM HEALTH STANDARD

Rationale

In the time of COVID-19 pandemic, the global education system is in the process of transforming and
adapting to new and challenging situations which test the conventional learning process of classroom
human interaction and capitalize in virtual and online education. Bicol Training and Technological
College, Inc. (BTTCI) expresses its support to all government efforts towards fighting against the COVID-
19 and healing the nation by remaining committed to the goal of delivering accessible, quality, and safe
education services during these crises.

BTTCI commits to strengthen its support and capacitate the faculty and personnel in ensuring a
conducive learning environment and in complying with quality standards prescribed in this new normal
period as it is fully aware that there is much work to be done in the continuity of learning amid this
crisis. Therefore, a Learning Continuity Plan is crafted to effectively and efficiently address the
educational needs of all learners using various innovative strategies.

I. BTTCI’s Commitment to the Continuity of Learning and Safety of Students, Faculty and
Personnel of the school

The Commission on Higher Education through CHED COVID Advisory No. 7 reiterated last May 24,
2020 that Colleges and Universities implementing flexible learning may start the next academic year
anytime in August 2020. The Department of Education recently announced that face-to- face classes
may not be possible even as classes may begin on August 24, 2020 while CHED stated that
suspension of face-to-face classes remains until further directives from the Inter-Agency Task Force
(IATF).

The COVID-19 pandemic is definitely a health issue and has greatly affected the education system.
With these, new guidelines are issued as the government with its effort to address this public health
crisis adopting policies to ensure continuity of quality education amidst the challenges brought
about by this pandemic. BTTCI adapts and shall be compliant to these guidelines. Although specific
directives may change, BTTCI shall remain consistent with its commitments—ensuring the health,
safety and well-being of our students, faculty and personnel shall be the top priority while we remain
committed to the continuity of learning.

As Bicol Training and Technological College, Inc. (BTTCI) adapt to the “new normal”, it is in this light
that BTTCI issues its Learning Continuity Plan to effectively and efficiently implement the delivery of
learning under the new normal as it also agree with Secretary Leonor Briones that learning must
continue and that can be done through alternative modalities without the students being physically
present in the classrooms. Also, in accordance with the CHED policy stated above.

While this is a time of uncertainty and challenge, it is also a time that provides us with opportunities
to connect with ideas and to continue create an environment that would enable our students to
take on and to grow from, independently, with their peers, and even with their families
furthermore, to achieve their educational goals, in whatever ways learning can be accessed. CHED,
in its COVID Advisory No. 6 dated April 13, 2020, has directed that HEIs shall continue to exercise
their judgment in the deployment of available flexible learning and other alternative modes of
delivery in lieu of in-campus learning if they have the resources to do so. The exercise of discretion
by the HEIs and their faculty must be reasonable, transparent and outcome-based validated.

II. BTTCI student’s preferred learning modality and pace (Modular Modality and Online
Modality)

Students will be invited to engage in learning experiences that will stretch their thinking and will
encourage new ways of doing in each of their classes, even though they will not be physically present
on campus. Students will learn through a flexible learning model, which includes asynchronous
learning as well as synchronous, real-time interactive sessions with their teachers and classmates.
Each of these learning experiences may be followed up with appropriate homework or a
formative/summative assessment to confirm that the students have engaged appropriately with the
content and that their understanding of the content supports their progress towards the identified
target standards.

Flexible learning delivery options will be through two types of modalities which our students may
choose from:

1. Modular Modality - Involves individualized instruction that allows learners to use self-
learning modules and other learning resources like learner’s materials, textbooks, activity
sheets, study guides and other study materials. This modality will cater the students who has
no internet connectivity at home. Printed modules will be distributed to students belonging
to this group prior to the start of the first semester classes. These are very detailed course
guides reflecting what should happen every week/month in the entire duration of the
semester. These will guide students on what to learn and how to learn the subject matter.
The course guide will contain the following essential elements, but not limited to:
 Course Title
 Course objectives
 Course outline
 Course requirement and grading system
 Assignments with due dates (e.g journal, reports)
 Projects with due dates
 Compilation of all reading resources
 Schedule of Exam

The teacher takes the responsibility of monitoring the progress of the learners. Consultation
may be done through phone calls or other means of communication agreed upon. The
learners may ask assistance from the teacher via e-mail, telephone, text message/instant
messaging, etc.

2. Online Modality - Features the teacher as facilitator, engaging learners’ active participation
through the use of various technologies accessed through the internet while they are
geographically remote from each other during instruction. This modality will cater students
who has internet connectivity at home. However, these students may also opt to use the
Modular Modality especially if they are facing challenging situations such as network
instability or personal circumstances (e.g., limited means to support need for equipment such
as laptops, Wi-Fi, internet connection, and load).

This is practiced effectively by using a Learning Management System or related technologies.


Teachers will orient students on the mechanics of using the platform. With the use of the
LMS, classes may be delivered asynchronously wherein students and their professor will work
on course activities at different times from their homes. Discussions, however, may be
conducted with the teachers and peers or classmates when convenient via the platform’s
discussion boards or through email and private messages. Through asynchronous delivery, this
will allow students the flexibility of listening to lectures, viewing videos, engage in readings

and doing class works when it fits their schedules. They will be on self-directed learning as
guided by the very detailed course guide uploaded in the platform.
Assessment and Progress Monitoring:

• Non-graded formative and practice tasks:

 Students will provide evidence of learning for each subject and lesson as a check for
understanding.
 Students will have the opportunity to provide feedback to each other.
 Teachers will provide students with ongoing and regular feedback on their evidence of learning.

• Graded summative tasks:

 Students will participate in graded summative tasks at the end of a learning sequence.
 Graded summative tasks that are performance-based will include a rubric and/or checklist
shared with students as part of the task overview.
 Teachers will provide feedback to students at regular checkpoints on tasks that extend over
multiple lessons.

III. Role of Students and Parents

The role of parents and guardians as partners in building the competencies and values of children is very
essential especially for those in the secondary and college levels. A teacher-parent partnership is
necessary for students to engage in Flexible Learning tasks and, in some cases, to access on-line
resources. The learning tasks and activities provide direction and support to families. We recognize that
parents may have more than one child to guide, therefore we have framed the learning experience to
require minimal parent involvement.

IV. Timeline, Enrollment, Payment and No Tuition Fee Increase

As response to many queries, Bicol Training and Technological College, Inc. will be accepting and
entertain enrollees both for Senior High School and College level through online using google forms
and face-to-face enrollment adhering the health protocol directed by the Inter-Agency Task Force
(IATF) starting June 1, 2020 to July 15, 2020. Enrollees may access the online enrollment thru this link:

The COVID19 Pandemic has brought not just health risks but also economic difficulties for most of
the family. While we aim to deliver quality learning outcomes, we shall also keep it at an accessible
and affordable cost. Therefore, there will be no tuition fee increase for the coming school year. In
addition, our finance team has crafted guidelines for leniency in the payment of school fees in
keeping with our belief that it is better for your children to be in school than not.

Furthermore, Bicol Training and Technological College, Inc. (BTTCI) will officially open the 1st
Semester of SY 2020-2021 on August 24, 2020, both for Senior High School and College levels on
August 24, 2020. Classes will begin on these dates through flexible learning solutions and there will
be no face-to-face classes until declared safe by our local and national government agencies. BTTCI
is continuously conducting a wide consultation with the parents on their delivery preference as we
know that learning takes on many different forms and can take place in many different settings and
as we keep the safety of our students as primary consideration in designing our education delivery.

V. Compliant to Safety and Health Standards for COVID19 Risk Prevention and Reduction

Bicol Training and Technological College, Inc. (BTTCI) keeps updated on all Inter-Agency Task Force
(IATF) advisories, Rural Health Unit and Local Government Unit of Bacacay guidelines to ensure that the
school Guidelines for COVID-19 Risk Prevention and Reduction are compliant and updated.

BTTCI shall also adopt the prescribed health safety standards including social distancing policy applicable
to the face-to-face classroom learning once allowed.
