Bachelor of Science in

Civil Engineering
INSTRUCTION

To execute its main function, the university is guided by its core values of

“Excellence, Accountability, and Service”. To uphold these values, Eastern

Samar State University in general, and the College of Engineering in particular,

adopt and promote the following components and values, among others:

1. Curricular programs that must meet the national standards of quality and

excellence.

2. Workforce that is able to carry out the thrust of the University because it

puts a high premium on values of self–worth, personal discipline and

integrity, social responsibility, creativity, and faith in God.

3. Students and graduates with adequate knowledge and skills, desirable

beliefs and behavior, able to make wise decisions and choices guided by

the Almighty for the betterment of their lives, contribute to the

development of society, and meet challenges in a fast-changing world.

With this in mind, the faculty and staff of the College of Engineering

collectively and collaboratively formulate objectives in Curriculum and

Instruction and plan out programs, projects, and activities designed to meet

these objectives, as follows:

1. Well –defined Objectives

Consistent with the College of Engineering’s commitment to produce

professionals with entry-level knowledge and skills in the basic principles of

science in conjunction with mathematical and computational tools along with

critical thinking to solve problems associated with developing and sustaining

civilized life on our planet. The College of Engineering faculty members, its

support staff, and stakeholders propose the following instruction objectives for

the Bachelor of Science in Civil Engineering Program:

1. Produce globally competent civil engineers equipped with the basic

principles of science in conjunction with mathematical, and computational

tools through the best teaching methodology, strategies, and techniques

with the use of the available facilities and equipment that meet the minimum

requirements of the various accrediting bodies;

2. Expose students to a wide array of teaching methodologies and learning

environments that would help them enhance their skills and practice the

principles to manage projects in a multidisciplinary and multicultural team;

3. Pass the licensure examination for Civil Engineers and live up to the

professional and ethical standards and contribute to the solutions in a global,

economic, environmental, and societal context;

4. Develop an attitude of volunteerism towards involvement in project research,

innovative and advanced technological research, and the implementation of

various selected research;

5. Develop a wide positive vision towards the use of techniques, skills, and

modern engineering tools including hands-on training, team working, and

managerial skills through on-the-job training;

6. Prepare students for continuous learning development that would help them

keep up with the current trends and global updates.

2. Adequate and Relevant Projects and Activities to Achieve Objectives

To accomplish the objectives set forth for Civil Engineering, the program

maintains the following projects/activities as best it can provide.

2.1. Orientation Program of

Services, Student Scholarship & Assistantship Programs, and other relevant

matters that may help ease the transition from secondary to their university life

by providing them adequate information designed to better acquaint them with

the campus and their peers.

technology and communication, faculty have explored and resorted to some

alternative methods of teaching that would address the needs of the learners and

bridge the gap between traditional teaching method and flexible learning since

teaching-learning processes have been

The contents of modules were not limited to textual information and

activities but students were provided with web links that would reinforce their

learning. Although messenger is a social media platform, both teachers and

students have resorted to it because it is the most common and convenient

media platform for communication where students can confer about the lessons

on other course assignments. Orientation and distribution of the course syllabus

and the course guide is usually done on the first day of classes in the traditional

setting were altered and done through google meet and google drive.

2.3. On-the-Job Training

Bona fide third-year engineering students who have finished all the

minimum academic requirements will undergo on-the-job training. Prior to the

actual deployment of student interns, an on-the-job training orientation is

conducted to prepare them for the real-world scenario and to update the parents

on the possible geographical deployment of the students.

Amidst the threat of the COVID- 19 pandemic in the previous year, an

online orientation was conducted via Zoom meeting.

During OJT, students should

gain 240 hours of work in the

company they were deployed to. For

those students hit by the pandemic,

they have a virtual OJT. The OJT

students were exposed to different

companies with multidisciplinary and

multicultural team. One of these was a

virtual on- the- job training through

Expanded Virtual Internship for Students via

Mentoring or Apprenticeship (EVISMA)

under the Philippine Institute of Civil

Engineers (PICE) Qatar Chapter. Interns

were made to observe actual work from the

company and were given activities to apply

their knowledge and skills. They get to

experience working abroad without travelling but gaining a lot of experience and

knowledge. Before the pandemic hit, there was an actual national deployment of

the OJT students. One was at Monocrete Construction Philippines Inc. located at

Commerce St. corner, Benedicto St., Cebu City Philippines. Others were with

Makati Development Corporation at Ayala Life-FGU Center, 703 Mindanao Ave,

Cebu City, Philippines. Some were

deployed at the Department of Public

Works and Highways (DPWH)

Borongan, Eastern Samar and

DPWH at Negros Oriental 1st District

Engineering Office located at Corner, Justice Romualdez St., Tacloban City. With

a portfolio to document everything they have done during internship period.

2.4 National Organization

The national organizations

2.5 Licensure Examination for Civil Engineers

Graduates of the Bachelor of Science in Civil Engineers are required to

take and pass the licensure examination for Civil Engineers. From 2006 to the

present, the College of Engineering of Eastern Samar State University Guiuan

Campus has successfully produced licensed engineers.

2.6 Student researches

All fourth year BSCE students are required to conduct Civil Engineering

project study. Their study is conducted by group, consisting of 4 to 5 students

due to financial constraint because project study is expensive in nature. Design,

development and evaluation are the main components of project studies which

2.7 Faculty researches

Researches of faculty are focused on determining how student’s performance

can be improved. However, design, development and evaluation always remains

as a priority above other researches. The College of Engineering has proposed

two (2) project researches namely; (1) Water Resources Hydrology and (2)

Watershed Capability of Guiuan, Eastern Samar.

2.6 Extension projects and activities

Student activities are integrated into extension services and projects of faculty

members. Every faculty member has to mentor his/her students in the conduct of

community outreach and extension activities. Students are given a chance to

share their knowledge and skills aside from actual personal interaction to the

community. In such a way, students can now be a part of the consultative team in

the different community where extension program or activities is conducted.

However, with the COVID -19 pandemic where students were prohibited to go to

school, extension services were done by the faculty members only. College of

Engineering faculty members have exerted extra effort during their extension

services due to the availability of clientele and extension services are done

during weekends.

Gaining firsthand knowledge outside the confines of their classrooms does

not only add excitement and eagerness among the faculty and students of the

BSCE Program but also creates anticipation for a wider perspective of what the

real world can offer. Their participation to educational tours/lakbay aral paved the

way of absorbing fresh and innovative learning, new teaching models, invaluable

experiences that could be essential to personal development.

2.8 Student Sports and Athletic

Activities

The College of Engineering

of the university considers that

physical activity is valuable for its

own sake and that physical

development is complementary to

academic priorities within the

context of a holistic development

among faculty and students. Thus,

the Sports and Athletic Services

offer a wide range of high quality

programs which encourage and

facilitate all participants (BSCE

faculty and students) to realize

opportunities for physical health

and well-being. Those who

participate at all levels significantly

gain the benefits of teamwork,

discipline, goal setting, physical exercise, healthy lifestyles, character

development, self-confidence, sportsmanship, and an appreciation for lifelong

learning. Examples of activities include Intramural Meet, Quintuple Meet,

SCUAA, Sports Clinic, Sports training and Seminars, etc.

3. Systematic and Effective Procedures

3.1 Curriculum review/revision/ enhancement and development

The curriculum is the heart of

an academic institution. The quality of

the curriculum is one of the

determinants of the kind an academic

institution gives to its students. Hence

its development, review and revision

require careful planning and analysis.

A balance and responsive curriculum

may contribute to the quality of

graduates a university may produce.

The Bachelor of Science in Civil

Engineering program is periodically

reviewed and revised to meet the

current global demands and to ascertain

that graduates meet quality standards.

Revision of the program is done at least every five (5) years or when the

first batch of students has graduated, unless there is a CHED Memorandum

Order on the new policies, standards and guidelines which requires immediate

implementation.

3.2 Enrollment and retention procedures

Eastern Samar State University Guiuan Campus ensures the provision of

technical quality education in all areas of discipline stipulated in its mandate

through open admission to all who meet the requirements and qualifications. To

this end, the university employs different measures in the promotion of its

curricular programs and dissemination of the schedule of enrollment through the

use of various media like print and non-print, internet and other electronic modes

of communication. This process provides interested parties with the needed and

valuable information and promotes openness and awareness between and

among stakeholders.

The admission process is the entry point to the University constituting the

qualifying examination, evaluation of credentials and interview. This process

intends to evaluate the students’ qualifications and interest for them to be guided

on what course to take.

Applicants for admission to the engineering program (BSCE) must have

obtained a final rating of at least 85% in his grade 12 senior high Math, Science

and English subjects and must have a rating of at least 50% in the University

admission test. Shifters and transferees must have a grade point average of at

least 2.5 or 80% in all subjects taken, a grade to 2.0 or 85% or better in

mathematics subjects taken and has at least a satisfactory rating in the interview

conducted by the Program Head or College Dean.

3.3 Scholarship and Assistantship services

The University has an office that takes charge of all scholarship programs

of both government and non-government organizations.

Before the implementation of free tuition fees, the University grants twenty

(20) types of scholarships to deserving students. These scholarship grants were,

to wit: Supreme Student Council, Academic Scholars, Athlete, ESGP-PA, CHED

Tulong Dunong, CHED StuFAP, Faculty Scholars, Dance Troupe, Band

Members, Publication, AgHAMM, Chorale, Board of Regents, ESSU Special

Financial Assistance Program, Local Government Unit, Caritas, Diocesan,

OWWA, and Provincial Scholars.

At present because of the free tuition fee provided by the government to

students of SUC’s most of the scholarship grant of the University are government

funded and few by the private sector.

Through the office of Career and Job Placement, working students or

student assistance can also avail of student financial assistance. He/she is

granted part-time job provided he/she meets the criteria set by the Dean.

3.4 Periodic Classroom Observation and Supervision

and weaknesses using the class

observation result. The faculty and

supervisor must agree on how to improve his teaching performance, if

necessary.

However, amidst pandemic, classroom observations were made through

online platforms e.g. google meet.

3.5 Assessment of Academic Performance

Assessment of academic performance of student provides feedback as to

how the students were able to learn from theory to actual skills application. There

are two periodic ratings during the semester and the same number of major

examination for each term. The examination includes written and practical

examination especially in the major subjects.

The work or performance of students is given a corresponding grade at

the end of each semester using the approved grading system. Students from first

year to third year who completed their curricular years with the weighted average

of 1.00 to 1.30 and 1.31 to 1.75 are given with honors as President’s lister and

Dean’s lister respectively. It is provided further that a student will not qualify for

Latin honor when he graduates if he has obtained a grade less than 2.5 in any

subjects. Special recognition is also given to students who performed well.

3.6 Regular Faculty Evaluation

The faculty performance is evaluated using the Performance Evaluation

System (PES) is geared towards raising the quality of teaching and learning and

ultimately the school’s standards. The result of this performance evaluation help

us flesh out the faculty’s expectations and perspectives on teaching and learning

outcomes that would eventually be resonated in the quality of our graduates.

The faculty is evaluated by the students, peers and his immediate supervisor

twice a year or every semester from January to June and July to December. Fifty

percent (50%) of the actual teaching performance came from the average ratings

of the students during the semestral evaluation conducted by the dean or

program head, 25% from the rating of the dean and 25% from the rating of the

program head. The performance rating of the faculty will measure and evaluate

the worth or contribution of an employee towards the attainment of the

organizational goal.

3.7 Graduation and Conferment of Degrees

Students in the BSCE Program

after they successfully passed all

the requirements of the curriculum

(academic and financial) are

already qualified to apply for

graduation. The Registrar’s Office

undertakes the process of

graduation and Conferment of the degree with assistance of class advisers,

Program Head and the College Dean. Moreover, the list of candidates for

Graduation in the Program is presented to the Academic Council for

endorsement and for the Approval of the University Board of Regents. Those in

the Approved List of Candidates for Graduation are conferred of the degree by

the BOR thru the representation of the University President.

4. Reasonable Budget

For College of Engineering to carry out effectively and efficiently its

instructional function, a reasonable budget is allocated for its personnel services

(PS) as well as for the maintenance and other operating expenses (MOOE)

based on approved General Appropriation Act as general fund (GAA-GF).

Budget allocation for personnel services such as salary, wages, PERA, RATA

and other financial incentives or personnel benefits depends on the number of

personnel directly assigned to deliver instructional services as well as support

staff and college officials (dean, program heads, and in-charge of office). In the

case of budget allocation for MOOE, the needed budget for travelling, training

and scholarship, procurement of supplies, materials, and devices, repair and

maintenance of facilities/structures, and other expenses related to the

instructional operation related to the offering of the Bachelor of Science in Civil

Engineering program is allotted after a project or activity is approved through

appropriate channel. In addition, capital outlay for acquisition of IT equipment

and software, books, and instructional equipment are also given budget. There is

a specific amount of budget allotment for the College/Program each year. COE/

BSCE Program shares with other colleges in the university in the use of budget

allocated each year for higher education services, i.e., the budget for the college

is determined based from the various project and activities approved for

implementation within a year.

5. Provision of Materials and Other Resources

The instruction function of BSCE takes significant chunk of its allotted

annual budget in the procurement of materials used in improving classrooms

instruction, laboratory needs, office needs, research and extension activities, co-

curricular activities and others.

6. Participation of Significant Number of Faculty/ Staff/ Students/

Community in Major Projects/ Activities

provides opportunities for

faculty, staff, students and

community members to

participate in significant

projects and activities

designed to advance the

interest and welfare of all. Basically, these projects and activities are carefully

planned and undertaken through partnership, collaboration and support of all

stakeholders. Specifically, the same

projects do serve a complementary

role in the realization of the BSCE

academic, professional, social,

moral and spiritual development of

and activities include among others the

Beautification and Cleanliness Campaign, etc.), 5.) Fire Prevention Campaign,

6.) Civic Sports and Athletic Competition, and 8.) Women’s Month Celebration.

 Faculty members, students and alumni whose contributions boost

achievements in their chosen careers are recognized to enrich the image

of the program and also brings honor to the campus.

 Alumni who are successful in their profession also lift up the image of the

university in general and the program in particular. Students also who

participated in the different activities such as sports competition and other

regional competition on Slogan and Poster Contest are also given due

recognition by the school and the program.

 The College of Engineering has been awarded for its significant

contribution in producing Board Passers in the Civil Engineering Licensure

examination on May 2019, November 2021 and May 2022.

 BSCE students are also given due recognition for passing the Civil

Engineering Licensure Examination.
