The CDPP
• The CDPP was established under the Director of Public Prosecutions Act 1983
and began operations on 5 March 1984.

• We are an independent prosecution service established by Parliament to


prosecute alleged offences against Commonwealth law.

• In carrying out our function of prosecuting we interact with a variety of


Commonwealth and State agencies who investigate Commonwealth offences.

• These include large agencies like the AFP, ASIC, ATO, DHS as well as smaller ones
such as Comcare, CASA, NMI, AEC, ABS.
• We are a Commonwealth statutory agency with 417 staff working in offices in
Canberra, Sydney, Melbourne, Perth, Adelaide, Hobart, Darwin, Brisbane,
Townsville and Cairns.

• Our annual budget for 2017-18 was based on last year’s forward estimates is
$90,076,000.

• Our strategic aim is to provide an effective and efficient prosecutions service


that contributes to a fair safe and just Australia where Commonwealth laws are
respected and offenders are brought to justice and potential offenders are
deterred.
Introduction to the Opportunity
Setting the scene
• CDPP receives a wide variety of work and works in a variety of courts,
what we do may be simplified

• Current process involves


– Receipt of information
– Work on information including applying knowledge and processes
– Various decision points along the way
– An output

• Current system is rudimentary and immature

• There is little automation and the systems do not interact well


EOI Vision Statement:
“To provide a secure, flexible and contemporary system that supports the business
processes of the CDPP and offers end to end case management with embedded
document and workflow management functions. The system will provide the CDPP an
efficient and effective business tool for managing information related to criminal
prosecution matters.”

Successful submissions will offer an innovative, value for money business


management solution that will allow the CDPP to:
• Realise increased efficiency and effectiveness in providing independent
prosecution services
• Improve engagement with partner agencies and stakeholders
• Modernise our business practices

• There is no prescribed format for the responses
• Evaluation criteria are unweighted

• The CDPP asks that you complete the table at Attachment G, 2.2
referencing where in your response you address the CDPP’s
requirements
• Respondents are reminded to address all considerations in
Attachment B and to detail any and all assumptions made when
responding to the requirements

• Response to evaluation criteria 2: Previous experience


• The CDPP requires respondents to provide details of previous
experience in delivering similar projects

• Respondents are asked to use a work breakdown structure as the
basis for presenting their indicative price
• Pricing should include all license fee options, implementation fees,
software maintenance fees, travel allowances and reimbursable
expenses

• Lodge your submission on time
• Address all requirements to demonstrate your ability to provide a
business management solution
• Don’t be afraid to say “no” – admit what your solution cannot provide
(be specific)
• Respond to each of the evaluation criteria
• Provide factual and focused responses, using examples
• Ask questions
• Be succinct, avoid broad or vague statements
• Avoid irrelevant marketing material
