LABOR RELATIONS, EMPLOYEE RELATIONS, & EMPLOYEE HEALTH & SAFETY

A. What is Labor Relation?

Labor relations are the essential relationship between union labor representatives
and management in the company. Labor organization means any union or association of
employees which exists in whole or in part for the purpose of collective bargaining or of
dealing with employers concerning terms and conditions of employment.

Types/Sectors of Labor Unions in the Philippines

1. PUBLIC SECTOR UNION or PUBLIC EMPLOYEES ORGANIZATION refers to any


organization, union or association of employees in the agencies of government which
exist in whole or in part for the purpose of collective negotiations or mutual aid,
interest, cooperation and protection.
2. PRIVATE SECTOR UNION or LABOR ORGANIZATION refers to any union or
association of employees in the private sector which exist in whole or in part for the
purpose of collective bargaining or mutual aid, interest, cooperation, protection or
other lawful purposes.

Classification of Labor Organization

 Formal sector refers to organization with employee-employer relationship, also known as


Enterprise-Based Unions it is composed of Chartered Local, Affiliate and Independent
Unions.
 Informal sector refers to organization with no definite employer

B. Employee Relations

Employee relations refer to the relationship shared among the employer and
employees in an organization. The employees must be comfortable with each other for a
healthy environment at work. It has a direct influence on employee satisfaction and
engagement.

Employee relations is a subfunction or department that is usually within the HR or


legal function of an organization. The employee relations function is generally tasked with:

1. Developing workplace policies about employee conduct


2. Investigating any allegations of improper conduct (such as sexual harassment or
discrimination complaints)
3. Handling grievances and resolving disputes that may arise between employees or
between employees and management.

Examples of Employee Relations


1. Workplace Conflicts - Disagreements and disputes between employees happen all
the time. Often, these are the results of ineffective communication.
2. Workplace Bullying - The consequences of letting this take place on the job are low
employee performance, increased absenteeism, and bad brand reputation.
3. Workplace Safety - Promoting and immediately addressing workplace safety issues is
a top employee relations concern.
4. Hour Issues - When employees constantly complain that their hours are not getting
counted correctly.
5. Pay Raise Requests - Declining or ignoring pay raise requests is just asking for
disgruntled employees and high turnover rates.

How do you handle Employee Relations Issues?


1. Listen - Give your full attention and try to focus on what is being said both vocally and
physically.
2. Educate and communicate - The more your employees know the rules and
expectations, the better.
3. Document everything - Keeping accurate legal and employee records is vital when it
comes to employee relations issues.

C. Employee Health and Safety

Occupational health and safety are a cross-disciplinary area concerned with


protecting the safety, health and welfare of people engaged in work or employment. The goal
of all occupational health and safety programs is to foster a safe work environment.
