D. Explain the following briefly.

1. What is the difference between being unemployed and being out of the labor force? (3 pts)

3. What term describes the remaining level of unemployment that occurs even when the economy
is healthy? (1 pt)
1. The primary factor in determining whom to count as unemployed is that the
person be actively seeking employment. “Wanting a job” is not enough to be
counted as unemployed. People are considered not in the labor force if they are
not working and are not actively seeking work.
2. Cyclical unemployment will rise when the economy is not doing good and is in a
state of recession. Because at the time of recession the firms will hesitate from
hiring people. An decrease in labor demand would cause leftward shift in the
demand curve, reducing employment
3. Natural rate of employment is the level of unemployment that exists even when
the economy is stable is referred to as natural rate of unemployment. This
unemployment results from the combination of economic, social, and political
factors that occur when economy is stable and growing strongly.
