Barangay Pamukid and its Mobilization Status

Introduction

“The government is a primary human resource. (Olufemi et al., 2018)”

The quotation clearly manifests that the government is relatively crucial in living life as an entity that has

needs and wants. This holds true because it makes possible for people to fit in the moral world, creating rules and

regulations, offering mutually beneficial entities from the surpluses of resources in regulation, and to even leading

people. The matter just became an inelastic resource for human life.

Later in life, results in cognitive psychology and experimental economics indicate that under

identifiable conditions, individuals do not act in an economically rational way (Frey & Eichenberger 1991).

This actively demonstrates that people that handles these economic activities more are most likely prone to

convene to detrimental irrational demeanours. While the wasted resources are important, the cost

is about much more. Such activities corrodes the government’s ability to help grow

the economy in a way that benefits all citizens.

Filipinos being democrats have their wealth in the hands of organisations

and bodies, taking initiatives and sharing good practice to help authorities at all

levels to tackle economic opportuninties and challenges. That is why, GDP

Annual Growth Rate in Philippines averaged 3.72 percent from 1982 until

2022 (Trading Economics), a low note for economy readers. The Philippine

economic nosedive of 1982 onwards traces its roots to debt-driven growth, mostly during Marcos'

second term and during the earliest years of martial law. The country is continuosly adapting to this new

normal style and active participation stakeholders are the driving forces for its success.
The culture of the controversial Philippine governance even falls down in

the localities. Apparently, the notion “basta politiko” corrupt seems to be nouisy

and appears not a cause only of a cultural fallacy but rather a realistic

impression. The researcher aptly witnesses biased screening of economic

opportunities, untimely programs, and even fabrication of names using public

resources.

Barangay Pamukid’s residents, as a semi-agropolitan state, is an asset

lacking majority of people considering its demographic profile in terms of social

class, massed with lower classed individuals and affliations with those who

must actually help, must be greatly assessed.

In view of these circumstances, the existing study aimed to assess the mobilization efforts of the locality’s

governemnt in relation to its community’s needs. In this sense, it will be an account for a basis for the government

unit’s development and further evaluation. The need to assess practically comes relatively from the need to

conclude its accountability and transparency.

Statement of the Problem

The present study aimed to analyze the mobilization efforts of the government and its significance, to

generate inferations if there must further be done, or thought by Pamukid’s barangay officials.

Specifically, the study sought to break down the following statement:

Scope and Delimitation

The study deals with qualifying the relevance of the actions of the government in relation to the status of

Barangay Pamukid in terms of various community needs, covering the needs, solutions and status. It should be

noted that this will cover 7 main sectors, because which are strongly perceived to be of most reach in terms of

service, from the NSTP-CWTS 1 book’s inferation.


Further, it will only cover the status asked from year 2018-2023: time frame where the current Barangay

government exercised its powers, for the results’ independence from questions if government varied.

Finally, the respondents of the study will be parameterized to the most available and capable respondents,

which comprises of Barangay Professionals in the various sectors, for the study’s objectivity in terms of

information gathering.

Definition of Terms

For a clear picture of the study's overall context, the following words are defined operationally in this

section.

Mobilization Status

the amount of progress that the Barangay had garnered in the various community needs in relation to the

current community status

Pamukid

a semi-agropolitan Barangay governed under connected systems of government, directly affected by its

local leaders

Community Needs

Community needs are the essential requirements that must be fulfilled to ensure the well-being and prosperity of a
society.. It is crucial for communities to identify their needs and work towards fulfilling them in order to create a
sustainable and thriving environment. Therefore, communities are working together to fulfill these needs through
collaboration with government agencies or private organizations to ensure that everyone has access to basic
necessities required for a good quality of life.

This section explains the profile of the barangay in terms of the various community needs: the needs itself, actions
taken by its most dominant aider, the government, and its actual status in the various sectors, and the method used
in assessing the two specific core subjects of the study.

These needs can range from basic necessities such as food, shelter, and clothing to more complex ones like
education, healthcare, and infrastructure, but the most dominant to be of helped are the following sectors:
Health

The health sector of the government plays a crucial role in ensuring the physical well-being of its citizens.

According to Barangay Health Worker Pina Café, the chief-in-charge personnel for the Barnagay’s health well
being, the sector invests heavily to ensure that every citizen has access to quality healthcare. From 2018, they had
been responsible for providing healthcare services, regulating medical facility, and promoting public health
initiatives. She enumerated the following programs:

 Centralization of Barangay Health Center to an area, with its best catering opportunities exclusive for thwe
locality, such as professionals (1 midwife and 1 nurse), active tools and gadgets for light medical operations
such as maternity, stitching wounds, checking blood pressure, etc
 Annual budget allocation for medicinal provisions, such as medicine, and equipments, for the barangay
health workers and its constituents
 Gradual reinforcement of BHWs, considering population increase, accounting from 7, to now, 15 active
healthworkers
 Barangay nutrition scholars hiring, separate from the said health workers, who are responsible for
overseeing the digestive intake of its constituents to surveys
 Annual medical mission financial and networking support, from launched events from higher or other
branches

In addition to providing healthcare services, the government also promotes public health initiatives such as
vaccination programs and disease prevention campaigns. These initiatives aim at reducing the prevalence of
diseases and improving overall health outcomes.

However, a resident of Barnagay Pamukid, Ms Myla Valdo, at the same time an attending doctor at Bicol Medical
Center, notes various problems, that must be accordingly catered, in mirror to thriving states that advocate health
investment. These includes health assistance, research institutions, local regulatory organizations, affiliation with
the private healthcare providers.

On her note, these departments work together to provide comprehensive healthcare services to the citizens. The
government also collaborates with to ensure that all citizens have access to affordable healthcare, some which that
lacks in the health realm of the Barangay.

The same chief personnel on the other hand mentioned that the estate of the locale’s health is adequate, considering
its recent surveys, by the nutritionists, with at average normal people in terms of nutritional status, optimal level in
terms of COVID-19 management, and well as life expectancy of 75.

Education

Education sector plays a vital role in shaping the future of any nation. It is an investment that yields long-term
benefits by producing skilled individuals who can contribute positively towards national development. Therefore, it
is essential for governments worldwide to prioritize this sector by allocating adequate resources towards its
development.

The barangay, according to the captain, Honorable William Masapol, sector’s response is from investing heavily to
provide educational opportunities that will enable individuals to acquire skills and knowledge necessary for
personal growth and national development. The most direct listed, is its long affliation with certain branches of
school namely Alternative Learning System and Kindergarten programs (5 in total within the locality), providing
educational equipments and assistances. The Kindergarten programs were dependent to the locality, he added.
Extension on education is also committed, with launched programs for youth in terms of values formation, and
basic literacy, such as language and mathematics teaching.

Furthermore, he noted the most consistent and direct approach, providing financial assistance through scholarships.
However, in an interview with a college student Melissa Wanwan, the screening of this programs seem to be
vague, considering the last year’s qualifiers, with persons having grades lower than the unqualified, and
simultaneously socio-economic status higher than the unqualified.

Moreover, similar methods of financial aids that works for other states seem to lack accordingly, as it appears that
the sector falls short in terms of merit grants for example, to students who excel: noting no programs for the said
regard. Loaning exercises as well appears to be in absence, something she added crucial.

Teacher reviews the current status of educational status of the citizens, noting mostly finished at their high school
level. Meanwhile, the literacy for majority as something at average, with slightly most of non-readers.

Security

The security sector is responsible for ensuring the safety and protection of its citizens. The primary objective of
such a need is to maintain law and order, prevent crime, and protect the Barangay from external threats.

The security sector of the population, according to Barangay Tanod Lando Torres, uses personnels and equipments
to achieve its securing objectives. These include street lighting systems, border controls through volunteers on
security deployment, intellectual gathering most especially during natural calamaties for resource giving and
emergency response teams. However, the security in response to crime and vehicular accidents appears to be less
of the priorities of the locality, considering the low status on the same regard.

Meanwhile, there are concerns about the deployment of such current methods for a resident like Hanellette Café: a
student who somehow carries an immense trauma from an attempted robbery case. A part of the locality’s security
sector’s quality appears to operate within subjective conventions. for personnels deployed, it appeared to be
comprised some of inactive individuals, with apparent faults due to absence such as in the recent tricycle-
individual circumstance, and well as the lack of response to the mark on the inadequate number of streetlights that
appear to be unsolved for a long time.

The respondent further discussed locality’s absent compliance for people’s seminar in terms of disaster
preparedness and accident responsiveness: noting that people have to conform to other sources, which is not
regularly thought of the average citizen. Finally, shortness even came to transportation: noting inconsistent
deployment of police boundaries for vehicular compliance, as some merely operate within selfish frameworks
(involving graft and corruption), from noting inconsistent patrols of the persons incharge.

The mentioned Barangay Patroller noted the locality’s crime rate as too low, dropping off 16%, from the last years
comparing to last 5 years to now.

Environment

The environmental sector of the government plays a crucial role in ensuring that the Barnagay remains habitable in
the long run.

For the Captain, the government uses various strategies to protect the environment, including regulations that set
standards for pollution levels and emissions from factories, and other sources, through adapatations on the national
and local legislation units, policies promoting sustainable practices, and programs aimed at conservation and
protection efforts or restoration projects. The following are enlisted:

 Solid Waste Management Program Local Ordinance, which paved way to the locality’s grant from the
Department of Environment and Natural Resources’ material recovery facility and waste shredder
 Zone visitation and Barangay Assembly overseeing waste management in Barangay
 Proposal for gradual funding of the administration’s modern system of solid waste disposal, which is
currently now, the concreting of access road towards the planned area, since the financial ooutlook is too
big.
 Concerns on flooding, such as on rooting for Marcos’ food bearing tree palnting program, and undergoing
drainage systems establishment
 Clean and Green programs by SK, and support on local NGOs who do the same

An agriculture student, John Malate, oversees the locality’s environment in relation to its government as
satisfactory, with apt programs that maintain the target subjects. He notes a state of an area or space that is free
from pollution, dirt, and other harmful substances.

Statistics agree with this with low concentration of greenhouse gases in the atmosphere, air quality measurements
such as particulate matter and ozone levels at an ordain manner, water quality measurements like pH levels and
nutrient concentrations in rivers and lakes being at adequate.

Over the interview, the only general need of the community is its constituents’ discipline and awareness
considering the lack of solid waste management knowledge, and uncontrolled pollutants.

Economy

The economy sector is a crucial aspect of any society, as it encompasses all the activities related to the production,
distribution, and consumption of goods and services. It plays a vital role in shaping the overall economic growth
and development of a country.
Honorable Masapol noted that the local government had been largely involved through converting taxes of its
individuals into maximum proficiency: regulating programs, regulations and policies that circle around communal
benefit, with two main sources, the shares from taxes, and cedula signing.

Yet, it appears that the contact of the government in the economic sector for Rosalin Cortez, a long-time resident
falls short. She notes no programs, policies and regulations that notes with the locality’s economy directly.

The person further added that the government should involve themselves with the three sectors and he concrete
examples:

For primary, they have regular provisions on some inputs for farming, the most dominant livelihood of this sector,
secondary, financial assistance for those who will start, and finally tertiary, touching with infrastructure projects
such as roads, bridges, and public transportation systems—investments that not only create jobs but also improve
overall economic productivity.

Current statistics in the economy is noted by Daniela Cano, the Barangay Treasurer, as increased, with a national
share of 25% larger than it have had from 2015.

recreation

The recreation sector of the government is an essential component of society, providing opportunities for
individuals to engage in physical activity and leisure pursuits.

SK Chairman Ma Kimberly Suayan had been one of the pioneers of massive recreational activities in the Barangay.

She notes investment on training equipments, competitions, and facilities for athletes, cultural celebrations like for
fiesta, youth week and even summer, and team building activities accessible to all members of society.

Demands on consistent celebration on several activities was something sought after by a resident Dennis Lazaro,
who’ve seen legally celebrated occasions in the nation missed, such as the recent Christmas and Love season.

Considering the satisfactory level of four residents actively participating in such activities, interviewed of four, it
was labeled satisfactory at average, from choices very satisfactory, poorly satisfactory—with common reasons
ranging from “it makes them happy” to “there should have been more(in terms of prizes, design and entertainment
value of the activities)”

Leadership

Leadership is a crucial aspect of any organization, and the government sector is no exception. The leadership sector
of the government plays a vital role in ensuring that the country runs smoothly and efficiently. It is responsible for
setting goals, making decisions, and providing direction to various departments within the government.
For Barangay Captain William Masapol, the government is hands on in pursuing its leaders to maximize
productivity through leadership programs, hosting team building occasions, and well as Barangay regular sessions
for its communication to public.

Yet, Allysa Mayores, a political science graduate seems to have a negative connotation, with mentioned pressing
issues like corruption, and political colorism affiliated with government programs.

Considering the satisfactory level of four residents actively participating in such activities, interviewed of four, it
was labeled satisfactory at average, with a general reason of having its activities highly falling on short term goals,
than long term ones.

Conclusion

The government status, from their default descriptions in terms of the various sectors is indeed a crucial aspect of
any society. It determines the level of development, stability, and prosperity of a nation. After analyzing the
common interaction between communal needs, current activities, and status, the following inferations are made in
each sector:

The health sector of the community is a safe ground, but indeed has to move forward within the constructs of
communal survival. The aforementioned demand for health assistance, research institutions, affiliation with the
private healthcare providers shall be upheld, for an inclusive wellbeing of all, and generally a holistic development
of their physical being.

The education sector should run faster, considering its high contribution to the number of illiterates in the
Philippines, strongly advocating for an objective screening for scholars, and more creative scholarship
opportunities such as other grants and loaning.

Meanwhile, security council has to take a great look in their organizational status considering a resident’s alarming
concern, with modifications in terms of consistency, reviewing infrastructures for security, and well as programs
launched for safety awareness. Status inferation in terms of crime rate, however does not heavily become an
indicator of the locality’s security level since every life matters.

The environmental sector on the other hand has to put more pressure in terms of environmental conservation and
protection, if such an ordinance is not upheld, that might be ranging from solid and consistent punishments and
other compensations, emphasized through their zone visiting sessions. However, overall, its environmental efforts
are to be great credited with a professional resident’s thorough observation.

The government's economic responsibility is falling behind, on the other hand, with its lack of direct impacts for
economic stability of people.

The recreational dimension of the government had a large and effective coverage ever since, and therefore can be
deemed as optimal. However, it has to look through consistency and well as go forward in terms of value.

Finally, the leadership sector is a standard, with complete leadership boosting gears.
