Dear Mayor Palacio:

The undersigned, as you are aware is the lawful tenant of the property of Carada
family located at Brgy. Poblacion IV, Calatagan Batangas. Originally, the property was
totalling 8.6 hectares. Now, what was left was to us in our possession was only 6
hectares after the 2.6 hectares was sold by Carada family to you. Under the present law,
the said sale is void because it violates the tenant’s right to security of tenure and right
of pre-emption.

Now, the constructions are about to begin in the 2.6 hectares portion of the
property as shown in the manpower and construction equipment in the area. The only
logical conclusion is that you are the one “on-top” of the constructions that will take
place in the area.

Thus, the undersigned is directing you and all the persons in the 2.6 hectares
property to VACATE the same within ten days, from receipt of the same, otherwise
the undersigned will be filing an ejectment against you and against all persons
claiming rights under you.

Further, what you have done to us is a Violation of RA 3019 (Anti Graft and
Corrupt Practices Act) particularly paragraph (e) and paragraph (h) thereof. You have
caused undue injury to us and gave unwarranted benefits and advantage to the
Carada family particularly Mrs. Jean Norman Carada. Finally, by buying the property
from the Caradas and selling it to private individuals who would establish
businesses in Calatagan is indication that you are financial interested in the entire
transaction.
