International Society for Technology in

Introduction
In today's world, science and technology are rapidly changing and developing. As a result of
this, the needs of individuals and societies differ, and therefore, the roles of individuals in the
educational environment are changing as a result of the changes and developments in learning-
teaching theories and approaches (MEB, 2018). The development and transformation in the field of
science and technology has affected the field of education, as in all other fields, and the changes in
systems. The development in information technologies has created information societies, and as a
result of the societies, following the developing technology, it has become a necessity for these new
developments in the field of technology to enter into educational environments (Uşun, 2014).
Today, those who produce and use information are undisputedly advantageous. Gaining and
using knowledge by individuals and raising well-equipped individuals is only possible through
education (MEB, 2005). These developments and transformations have also added new meaning to the
concepts of reading, which is the most basic comprehension skill, and writing, which provides
systematic expression, and added the concept of digital literacy to these basic skills that needed to be
acquired (Maden, Maden and Banaz, 2018). Digital literacy has almost become a prerequisite to
acquire skills such as creativity, innovation, and entrepreneurship, which are required to live in the
21st century (Martin, 2005). The concept of digital literacy was first used by Gilster and was defined as
the ability to understand, evaluate, and integrate information obtained from computers in multiple
formats (Pool, 1997). As a result of greater exposure to digital working and learning environments,
digital literacy has become a key to survival skill that helps users perform complex digital tasks
effectively (Aviram and Alkalai, 2006). Digital literacy is the ability to obtain, evaluate, and transmit
information given in a digital/electronic environment (Hull, Mikulecky, Clair and Kerka, 2003). Digital
literacy is the awareness, attitude, and competence of people to recognize digital resources, access,
manage, integrate, evaluate, analyze, synthesize, build new information, create media expressions,
and use digital technology appropriately to communicate with people (Martin, 2005). According to
Akgün, İ. H. & Akgün, M.

All institutions that train teachers around the world have reorganized their curricula to ensure
the integration of future teachers with technology. The quality and quantity of the technology
teachers (Tondeur, Roblin, Braak, Voogt and Prestridge, 2017). As the International Society for
Technology in Education (ISTE, 2008) states in its technology competencies for teachers, a teacher
should be a guide who leads students in providing equal access to educational technology, digital
content, and learning opportunities, and creates a learning culture that encourages online resources,
digital literacy, and media fluency. In Turkey, the concept of digital literacy has gained more
importance recently. With the digital transformation project initiated by the Higher Education Council
(YÖK, 2019), courses on digital literacy began to be offered in 8 pilot universities. In this context, in
parallel with the developments and transformations around the world, many educational programs
and therefore, the Social Studies Curriculum, have been updated in Turkey. In the renewed Social
Studies Curriculum, the Competencies section, which was not included in the previous program, was
added.
The education system in Turkey aims to raise individuals who have integrated knowledge,
skills, and behaviors in competencies. The Turkish Qualifications Framework (TQF) has been
established within the scope of competencies that students may need in their social, personal,
academic, and working environments in national and international platforms. Digital competence is
one of the 8 competencies defined in the TQF (MEB, 2018). Digital competence is expressed in the
Social Studies Curriculum as follows: “It covers the safe and critical use of information communication
technologies for business, daily life, and communication. This competence is supported by basic skills, such as
access to information and the use of computers for the evaluation, storage, production, presentation, and
exchange of information, as well as participation in common networks and establishing communication through
In addition, among the issues that should be taken into consideration in the implementation of
the renewed Social Studies Curriculum, it has been stated that new phenomena, such as digital
citizenship, e-Government, social media, and e-commerce, and new problems, such as digital divide,
privacy of personal information, identity theft, cyber bullying, and cyber fraud, have emerged for the
technologies over recent years. Accordingly, it was stated that in the curriculum, in order to increase
the competence levels of students regarding digital citizenship, in-class, and extra-curricular activities
in Social Studies courses, should be increased (MEB, 2018). In this context, under the Social Studies 5th
Grade Science, Technology, and Society learning domain, it was aimed to ensure that students acquire

values such as hard work, science ethics, and honesty, as well as digital literacy and self-control
Digital literacy is an extremely important issue in today's world, and it is vital to teach this
skill to students at an early age. As stated above, digital literacy skills for this purpose have an
important place in Social Studies lessons. Naturally, the main factor that will enable students to
acquire this skill is Social Studies teachers. In this respect, the adequacy of the digital literacy levels of
In a literature review of digital literacy, which has recently gained an important place in the
Turkish education system, it was observed that academic studies on this subject are quite limited.
Therefore, in order to fill the gap in the literature and contribute to the field, this study aimed to
Method
The aim of this study was to determine the digital literacy levels of Social Studies teacher
candidates. In this context, the current study was conducted as survey research, which is a
quantitative research method. Studies that aim to collect data to determine certain characteristics of a
group are called survey research (Büyüköztürk et al., 2008). The survey model is a research approach
that aims to depict a past or present situation as it is. It is aimed to define the situation, individual, or
object that is the subject of the research with its current state within its own conditions and no effort is
made to change or affect it in any way (Karasar, 2007). As Büyüköztürk et al. (2008) stated, it is seen as
an important advantage of survey studies that they provide as much information as possible from a
large sample.

Study Group
The study population herein comprised Social Studies teacher candidates who were enrolled
in the Social Studies Teaching Departments of 5 state universities during the 2018–2019 academic year.
Among the purposeful sampling methods, the maximum diversity sampling method was selected for
the sample selection. The aim herein was to provide the maximum diversity of the individuals in the
sample group that would reflect the situation related to the problem situation studied (Yıldırım and
Şimşek, 2006). The demographic information of the 393 students who participated in this study is
presented in Table 1.
According to the data in Table 1, of the students participating in this study, 61.6% were
female, 38.4% were male, 26.5% were 1st year students, 28.8% were 2nd year students, 28.2% were 3rd
year students, and 16.5% were 4th year students. Of these students, 37.4% were enrolled at Adıyaman
University, 9.7% were enrolled at Muğla Sıtkı Koçman University, 19.1% were enrolled at Kilis 7
Aralık University, 30.8% were enrolled at Yıldız Technical University, and 3.1% were enrolled at Fırat
University. When the daily internet usage of the students participating in the research was examined,
it was observed that 6.4% used the internet for 0–1 h, 34.1% used it for 1–3 h, 40.2% used it for 3–6 h,
15.3% used it for 6–9 h, and 4.1% used it for 9+ h. Of the students, 21.1% stated that they used social
networks for 0–1 h a day, 44% used them for 1–3 h a day, 24.7% used them for 3-–6 h a day, 7.1% used
them for 6–9 h a day, and 3.1% used them for 9+ h a day.

Data Collection
The Digital Literacy Scale (DLS), developed by Ng (2012) and adapted to Turkish by
Hamutoğlu, Güngören, Uyanık and Erdoğan (2017), was used to collect data of the study. The DLS
consists of 17 items and 4 factors (attitude, technical, cognitive, and social). There are no reverse
scored items in the scale, and a 5-point Likert-type rating (5 = completely agree, 4 = agree, etc.) is used.
The scale used in the study consisted of 2 parts. The first part of the scale included a personal
information form that determined the demographic characteristics of the students, such as gender,
class, university they studied at, and daily internet and social network usage times, while the second
part included the DLS. The reliability coefficients of the scale in the Turkish version were 0.98 for the
whole scale, 0.89 for the attitude subdimension, 0.90 for the technical subdimension, 0.87 for the
cognitive subdimension, and 0.79 for the social subdimension. Therefore, it can be stated that the
reliability coefficients for the entire DLS and its subdimensions were sufficient (Hamutoğlu et al.,
2017). The data were collected on a voluntary basis through a link created on Google Drive. The data
were exported into an Excel file via Google Drive and analyzed using SPSS Statistics for Windows 16.0
(SPSS Inc., Chicago, IL, USA) by performing the necessary coding. Descriptive statistics, such as
frequency and percentage, were used for the analysis of the data, and the t-test and 1-way ANOVA
Findings
In this section, the findings regarding the data obtained from the DLS will be examined.
When the data in Table 2 are examined, it is seen that the average digital literacy level of the
Social Studies teacher candidates was (3.90 ± 0.540). Considering the range of the scale scores (Min =
1.24, Max = 5), it can be said that the digital literacy levels of the Social Studies teacher candidates

said that the high daily internet usage time of the majority of the participants (93.6%) was an effective

Considering the results obtained from this study, it was seen that the digital literacy levels of
Social Studies Education undergraduate students were at a good level. When the literature was

examined, it was observed that the digital literacy levels of the pre-service teachers were high in the
study conducted by İşçioğlu and Kocakuşak (2012) of prospective elementary school teachers. In a
similar study conducted by Çetin (2016), it was concluded that students who received pedagogical
formation perceived themselves with a sufficient level in digital literacy. In a study conducted by
Üstündağ et al. (2017), it was seen that the digital literacy levels of Science teacher candidates were
generally at a good level. In this sense, it can be said that the findings of the current study were in
parallel with those in the literature. Özerbaş and Kuralbayev (2018) found that the digital literacy
levels of the participants in Turkey were higher than those of participants in Kazakhstan. However, in
a study conducted by Akkoyunlu and Soylu (2010) with pre-service science teachers, it was found that
the numerical competencies of the teachers were at a medium level. In a study conducted by Coşkun,
Cumaoğlu and Seçkin (2013), it was observed that the knowledge level of Information Technology
teacher candidates about the concept of digital literacy was insufficient. With the increasing use of
information and communication technologies over the years (Turkish Statistical Institute (TSI), 2019),
it can be said that the difference between the studies was due to the time factor.
It was determined that the digital literacy levels of the teacher candidates participating in the
current study showed a significant difference in favor of male students. When the literature was
examined, it was found that there was also a significant difference in favor of male students in the
studies conducted by Kıyıcı (2008), Çetin (2016), and Timur, Timur and Akkoyunlu (2014). This result
may have been related to the fact that men are more interested in internet and technology than
women. As a matter of fact, according to the Information Society Statistics conducted by the TSI
(2019), it was found that the internet usage rate of men (81.8%) was higher than that of women
(68.9%).
According to another finding obtained from this study, it was seen that there was a significant
difference between the 1st year and 3rd year students in favor of the 3rd year students in terms of
grade level. This finding was in parallel with the studies conducted by Kozan and Bulut Özek (2019)
and Özerbaş and Kuralbayeva (2018). It can be said that this result was related to the increasing
interest of teacher candidates in information and communication technologies over the years. On the
other hand, the numerical competence level did not change according to grade level in the study titled
Determination of the Numerical Competence Levels of Teacher Candidates by Timur, Timur and
Akkoyunlu (2014).
Another finding obtained from the research results showed that there was no difference
between the daily internet usage and daily social network usage of the teacher candidates. On the
other hand, Çetin (2016) concluded that the frequency of internet use was directly proportional to the
level of digital literacy. Similarly, in a study conducted by Timur, Timur and Akkoyunlu (2014), it was
observed that the level of digital literacy increased as the use of social networks increased. This result
Akgün, İ. H. & Akgün, M.
may have been due to the fact that the pre-service teachers used the internet and social networks
frequently in parallel with the increase in internet and technology usage over time. Prensky (2001)
described today's students as digital natives and stated that computer games, e-mail, Internet, mobile
phones, and instant messaging were integral parts of their lives. According to the statistics put forth
by We are social and Houtsite in 2019, it was seen that 67% of the world population were mobile
device users, 52% were mobile internet users, and 53% were mobile social media users (We are social,
2019).
Suggestions
Within the scope of the research findings, the following suggestions were made to increase the
activities related to digital literacy should be organized at universities, students should embrace
digital technologies by using digital technology in courses during university education, and pre-
service teachers should receive education related to technological pedagogical content knowledge in
order to enable them to use digital technology more efficiently in their lessons. Digital literacy should
